23	23	riculture production and supply chains, and for other
24	24	purposes.
25	25	Be it enacted by the Senate and House of Representa-1
26	26	tives of the United States of America in Congress assembled, 2
27	27	SECTION 1. SHORT TITLE. 3
28	28	This Act may be cited as the ‘‘Foreign Adversary 4
29	29	Risk Management Act’’ or the ‘‘FARM Act’’. 5

37	37	GRICULTURE REPRESENTATIVE.—Section 4
38	38	721(k)(2) of the Defense Production Act of 1950 (50 5
39	39	U.S.C. 4565(k)(2)) is amended— 6
40	40	(1) by redesignating subparagraphs (H), (I), 7
41	41	and (J) as subparagraphs (I), (J), and (K), respec-8
42	42	tively; and 9
43	43	(2) by inserting after subparagraph (G) the fol-10
44	44	lowing: 11
45	45	‘‘(H) The Secretary of Agriculture.’’. 12

54	54	inserting a semicolon; 19
55	55	(B) in clause (ii), by striking the period at 20

57	57	(C) by adding at the end the following: 22
58	58	‘‘(iii) any transaction described in 23
59	59	subparagraph (B)(vi) that is proposed, 24
60	60	pending, or completed on or after the date 25

70	70	other arrangement that could result in for-7
71	71	eign control of any United States business 8
72	72	that is engaged in agriculture and uses ag-9
73	73	ricultural products (as defined in the first 10
74	74	section of the Act of July 2, 1926 (44 11
75	75	Stat. 802, chapter 725; 7 U.S.C. 451)).’’. 12

102	102	‘‘(vii) Agricultural supply chains used 9
103	103	for agricultural products (as defined in the 10
104	104	first section of the Act of July 2, 1926 (44 11
105	105	Stat. 802, chapter 725; 7 U.S.C. 451)).’’. 12
106	106	SEC. 3. REPORTS ON INVESTMENTS BY FOREIGN COUN-13
107	107	TRIES IN UNITED STATES AGRICULTURE IN-14
108	108	DUSTRY. 15
109	109	Not later than one year after the date of the enact-16
110	110	ment of this Act, the Secretary of Agriculture and the 17
111	111	Comptroller General of the United States shall each— 18
112	112	(1) conduct an analysis of foreign influence in 19
113	113	the United States agriculture industry; and 20
114	114	(2) submit to Congress a report that includes a 21
115	115	summary of— 22
116	116	(A) foreign investments in the United 23
117	117	States agriculture industry; 24

125	125	creased foreign control of, and investment in, 5

127	127	(D) agriculture-related espionage and theft 7
128	128	techniques used by foreign governments, includ-8
129	129	ing any attempts to target United States agri-9
130	130	cultural intellectual property, innovation, re-10
131	131	search and development, cost or pricing data, or 11
132	132	internal strategy documents. 12
