1616 tives of the United States of America in Congress assembled, 2
1717 SECTION 1. SHORT TITLE. 3
1818 This Act may be cited as the ‘‘North Pacific Research 4
1919 Board Enhancement Act’’. 5
2020 SEC. 2. NORTH PACIFIC RESEARCH BOARD ENHANCEMENT. 6

2222 MENDMENTS.—Section 401(e) of the Depart-7
2323 ment of the Interior and Related Agencies Appropriations 8
2424 Act, 1998 (43 U.S.C. 1474d(e)) is amended— 9

5656 ‘‘(5) If the amount made available for a fiscal 1
5757 year under subsection (c)(2) is less than the amount 2
5858 made available for the previous fiscal year, the Ad-3
5959 ministrator of the National Oceanic and Atmos-4
6060 pheric Administration may increase the 15 percent 5
6161 cap on administrative expenses provided under para-6
6262 graph (4)(B) for that fiscal year to prioritize— 7
6363 ‘‘(A) continuing operation of the Board; 8
6464 ‘‘(B) maximizing the percentage of funds 9
6565 directed to research; and 10
6666 ‘‘(C) maintaining the highest quality 11
6767 standards in administering grants under this 12
6868 subsection.’’. 13

7070 AIVER.—Beginning on the date of enactment 14
7171 of this Act and ending on the date that is 5 years after 15
7272 such date of enactment, the 15 percent cap on funds to 16
7373 provide support for the North Pacific Research Board and 17
7474 administer grants under section 401(e)(4)(B) of the De-18
7575 partment of the Interior and Related Agencies Appropria-19
7676 tions Act, 1998 (43 U.S.C. 1474d(e)(4)(B)) shall be 20
7777 waived. 21
