2020 of Agencies for Meaningful Placement Act’’ or the 5

6969 term ‘‘Washington metropolitan area’’ means the ge-11
7070 ographic area located within the boundaries of— 12
7171 (A) the District of Columbia; 13
7272 (B) Montgomery and Prince George’s 14
7373 Counties in the State of Maryland; and 15
7474 (C) Arlington, Fairfax, Loudoun, and 16
7575 Prince William Counties and the City of Alex-17
7676 andria in the Commonwealth of Virginia. 18

8181 N GENERAL.—Subject to paragraph (2), 21

8383 located in the Washington metropolitan area. 23

9494 ONDITION.—With respect to the head-4
9595 quarters of an Executive agency that remains in the 5
9696 Washington metropolitan area under paragraph (2), 6
9797 after the date of enactment of this Act and except 7
9898 as otherwise expressly provided by law— 8
9999 (A) no new construction or major renova-9
100100 tion may be undertaken on the headquarters; 10
101101 (B) a lease agreement for the headquarters 11
102102 may not be renewed; and 12
103103 (C) a new lease agreement for the head-13
104104 quarters may not be entered into. 14

107107 TION OFHEADQUARTERS.— 16
108108 (1) I
109109 N GENERAL.—Not later than 1 year after 17
110110 the date of enactment of this Act, the Administrator 18
111111 of General Services shall establish a process, in ac-19
112112 cordance with the requirements under paragraph 20
113113 (2), through which— 21
114114 (A) the head of an Executive agency may 22
115115 submit a request for the Administrator of Gen-23
116116 eral Services to issue a solicitation for the relo-24

122122 (B) if determined necessary, the Adminis-3
123123 trator of General Services may issue a solicita-4
124124 tion for the relocation of the headquarters of an 5
125125 Executive agency. 6

127127 EQUIREMENTS.—With respect to any so-7
128128 licitation issued for the relocation of the head-8
129129 quarters of an Executive agency under paragraph 9
130130 (1), the Administrator of General Services shall— 10
131131 (A) allow any State and any political sub-11
132132 division of a State to submit a proposal for the 12
133133 relocation of the headquarters of the Executive 13
134134 agency; 14
135135 (B) provide the public with notice and an 15
136136 opportunity to comment on any proposal sub-16
137137 mitted under subparagraph (A); and 17
138138 (C) in consultation with the head of the 18
139139 Executive agency, select a State, or a political 19
140140 subdivision of a State, for the relocation of the 20
141141 headquarters using a competitive bidding proce-21
142142 dure that considers— 22
143143 (i) the extent to which the relocation 23
144144 of the headquarters would impact the econ-24

149149 or political subdivision of a State; 2
150150 (ii) whether a State, or a political sub-3
151151 division of a State, has expertise in car-4
152152 rying out activities substantially similar to 5
153153 the mission and goals of the Executive 6
154154 agency; and 7
155155 (iii) the extent to which the relocation 8
156156 of the headquarters to a State, or a polit-9
157157 ical subdivision of a State, would implicate 10
158158 national security interests. 11

160160 ULE OFCONSTRUCTION.—Nothing in this Act 12
161161 shall be construed to prohibit a political subdivision of the 13
162162 State of Maryland or the Commonwealth of Virginia that 14
163163 is located outside the Washington metropolitan area from 15
164164 submitting a proposal under subsection (c)(2)(A). 16

166166 FFSET ALLOWED.—The Administrator of Gen-17
167167 eral Services may use the proceeds from the sale of any 18
168168 Federal building or land to offset the cost of relocating 19
169169 the headquarters of an Executive agency. 20

171171 OADDITIONALFUNDSAUTHORIZED.—The Ad-21
172172 ministrator of General Services shall carry out this Act 22
173173 using amounts otherwise made available to the Adminis-23
