SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Restoring the First 4
Amendment and Right to Peaceful Civil Disobedience Act 5
of 2025’’. 6

SEC. 2. REPEAL OF PROHIBITIONS RELATING TO FREEDOM 1
OF ACCESS TO CLINIC ENTRANCES. 2
(a) I
NGENERAL.—Section 248 of title 18, United 3
States Code, is repealed. 4
(b) C
LERICALAMENDMENT.—The table of sections 5
for chapter 13 of title 18, United States Code, is amended 6
by striking the item relating to section 248. 7
(c) A
PPLICABILITY.—The repeal made in subsection 8
(a) shall apply to any prosecution of an offense that is 9
pending on, or commenced on or after, the date of enact-10
ment of this Act. 11
