4747 TATEMENT OFPOLICY.—It is the policy of the 19

4949 (1) to oppose the provision of financial or mate-21
5050 rial support by foreign countries and nongovern-22
5151 mental organizations to the Taliban, particularly 23
5252 countries and organizations that receive United 24
5353 States-provided foreign assistance; and 25

6262 EPORT.—Not later than 30 days after the date 5
6363 of the enactment of this Act, the Secretary of State shall 6
6464 submit a report to the appropriate congressional commit-7
6565 tees that identifies— 8
6666 (1) foreign countries and nongovernmental or-9
6767 ganizations that have provided financial or material 10
6868 support to the Taliban, including— 11
6969 (A) the amount of United States-provided 12
7070 foreign assistance each such country or organi-13
7171 zation receives, if any; 14
7272 (B) the amount of financial or material 15
7373 support each such country or organization has 16
7474 provided to the Taliban; and 17
7575 (C) a description of how the Taliban has 18
7676 utilized such financial or material support; and 19
7777 (2) efforts the United States has taken since 20
7878 August 2021 to oppose foreign countries and non-21
7979 governmental organizations from providing financial 22
8080 or material support to the Taliban, particularly for-23
8181 eign countries and organizations that receive United 24
8282 States-provided foreign assistance. 25

9292 Act, the Secretary of State shall develop a 5
9393 strategy to discourage foreign countries and 6
9494 nongovernmental organizations from providing 7
9595 financial or material support to the Taliban, in-8
9696 cluding by using United States-provided foreign 9
9797 assistance to discourage countries and organiza-10
9898 tions from providing such support to the 11
9999 Taliban. 12

101101 MPLEMENTATION.—Not later than 60 13
102102 days after the date of the enactment of this 14
103103 Act, the Secretary of State shall implement the 15
104104 strategy developed pursuant to subparagraph 16
105105 (A). 17

109109 NITIAL REPORT.—Not later than the 19
110110 date of the completion of the strategy required 20
111111 under paragraph (1), the Secretary of State 21
112112 shall submit a report to the appropriate con-22
113113 gressional committees that details the strategy 23
114114 and the plan for its implementation. 24

118118 (B) SUBSEQUENT REPORTS .—Not later 1
119119 than 180 days after the completion of the strat-2
120120 egy required under paragraph (1), and every 3
121121 180 days thereafter, the Secretary of State 4
122122 shall submit a report to the appropriate con-5
123123 gressional committees regarding the implemen-6
124124 tation of the strategy, including the impact of 7
125125 the strategy in discouraging foreign countries 8
126126 and nongovernmental organizations from pro-9
127127 viding financial or material support to the 10
128128 Taliban. 11
129129 SEC. 4. REPORT ON DIRECT CASH ASSISTANCE PROGRAMS 12
130130 IN AFGHANISTAN. 13
131131 (a) I
132132 NGENERAL.—Not later than 60 days after the 14
133133 date of the enactment of this Act, the Secretary of State, 15
134134 in consultation with the Administrator of the United 16
135135 States Agency for International Development, shall submit 17
136136 a report to the appropriate congressional committees that 18
137137 identifies United States Government-funded direct cash 19
138138 assistance programs in Afghanistan during the period be-20
139139 ginning on August 1, 2021, and ending on the date that 21
140140 is 30 days after the date of the enactment of this Act. 22

157157 ing information on how the Department of State 10
158158 prevents the Taliban from accessing cash assistance 11
159159 under such programs. 12
160160 SEC. 5. REPORT ON STATUS OF AFGHAN FUND. 13
161161 (a) I
162162 NGENERAL.—Not later than 60 days after the 14
163163 date of the enactment of this Act, and every 180 days 15
164164 thereafter, the Secretary of State, in consultation with the 16
165165 Administrator of the United States Agency for Inter-17
166166 national Development and the Secretary of the Treasury, 18
167167 shall submit a report to the appropriate congressional 19
168168 committees that describes the status of the Afghan Fund. 20

171171 quired under subsection (a) shall include— 22
172172 (1) a list of Taliban members who are working 23
173173 at Da Afghanistan Bank or serving on the Bank’s 24

184184 were involved in the vetting and selection proc-7
185185 ess; 8
186186 (C) the conditions necessary for funds in 9
187187 the Afghan Fund to be released to Da Afghani-10
188188 stan Bank; 11
189189 (D) how the Afghan Fund’s Board of 12
190190 Trustees will decide on the type and appro-13
191191 priateness of the Fund’s activities, including 14
192192 what kind of information will inform the 15
193193 Board’s decisions and how the Board will col-16

196196 been put into place to ensure funds are not di-19
197197 verted to or misused by the Taliban or other ac-20
198198 tors when the Fund begins making disburse-21
