17	17	Be it enacted by the Senate and House of Representa-1
18	18	tives of the United States of America in Congress assembled, 2
19	19	SECTION 1. SHORT TITLE. 3
20	20	This Act may be cited as the ‘‘No Tax Dollars for 4
21	21	Terrorists Act’’. 5
22	22	SEC. 2. DEFINITIONS. 6
23	23	In this Act: 7

32	32	(B) the Committee on Appropriations of 6
33	33	the Senate; 7
34	34	(C) the Committee on Foreign Affairs of 8
35	35	the House of Representatives; and 9
36	36	(D) the Committee on Appropriations of 10

39	39	AWALA.—The term ‘‘hawala’’ means a 12
40	40	system of transferring money through a network of 13
41	41	money lending brokers. 14
42	42	SEC. 3. STRATEGY TO OPPOSE FINANCIAL OR MATERIAL 15
43	43	SUPPORT BY FOREIGN COUNTRIES AND NON-16
44	44	GOVERNMENTAL ORGANIZATIONS TO THE 17

47	47	TATEMENT OFPOLICY.—It is the policy of the 19
48	48	United States— 20
49	49	(1) to oppose the provision of financial or mate-21
50	50	rial support by foreign countries and nongovern-22
51	51	mental organizations to the Taliban, particularly 23
52	52	countries and organizations that receive United 24
53	53	States-provided foreign assistance; and 25

58	58	assistance to foreign countries and nongovernmental 2
59	59	organizations that have provided financial or mate-3
60	60	rial support to the Taliban. 4

62	62	EPORT.—Not later than 30 days after the date 5
63	63	of the enactment of this Act, the Secretary of State shall 6
64	64	submit a report to the appropriate congressional commit-7
65	65	tees that identifies— 8
66	66	(1) foreign countries and nongovernmental or-9
67	67	ganizations that have provided financial or material 10
68	68	support to the Taliban, including— 11
69	69	(A) the amount of United States-provided 12
70	70	foreign assistance each such country or organi-13
71	71	zation receives, if any; 14
72	72	(B) the amount of financial or material 15
73	73	support each such country or organization has 16
74	74	provided to the Taliban; and 17
75	75	(C) a description of how the Taliban has 18
76	76	utilized such financial or material support; and 19
77	77	(2) efforts the United States has taken since 20
78	78	August 2021 to oppose foreign countries and non-21
79	79	governmental organizations from providing financial 22
80	80	or material support to the Taliban, particularly for-23
81	81	eign countries and organizations that receive United 24
82	82	States-provided foreign assistance. 25

91	91	days after the date of the enactment of this 4
92	92	Act, the Secretary of State shall develop a 5
93	93	strategy to discourage foreign countries and 6
94	94	nongovernmental organizations from providing 7
95	95	financial or material support to the Taliban, in-8
96	96	cluding by using United States-provided foreign 9
97	97	assistance to discourage countries and organiza-10
98	98	tions from providing such support to the 11
99	99	Taliban. 12

101	101	MPLEMENTATION.—Not later than 60 13
102	102	days after the date of the enactment of this 14
103	103	Act, the Secretary of State shall implement the 15
104	104	strategy developed pursuant to subparagraph 16
105	105	(A). 17

109	109	NITIAL REPORT.—Not later than the 19
110	110	date of the completion of the strategy required 20
111	111	under paragraph (1), the Secretary of State 21
112	112	shall submit a report to the appropriate con-22
113	113	gressional committees that details the strategy 23
114	114	and the plan for its implementation. 24

119	119	than 180 days after the completion of the strat-2
120	120	egy required under paragraph (1), and every 3
121	121	180 days thereafter, the Secretary of State 4
122	122	shall submit a report to the appropriate con-5
123	123	gressional committees regarding the implemen-6
124	124	tation of the strategy, including the impact of 7
125	125	the strategy in discouraging foreign countries 8
126	126	and nongovernmental organizations from pro-9
127	127	viding financial or material support to the 10
128	128	Taliban. 11
129	129	SEC. 4. REPORT ON DIRECT CASH ASSISTANCE PROGRAMS 12
130	130	IN AFGHANISTAN. 13
131	131	(a) I
132	132	NGENERAL.—Not later than 60 days after the 14
133	133	date of the enactment of this Act, the Secretary of State, 15
134	134	in consultation with the Administrator of the United 16
135	135	States Agency for International Development, shall submit 17
136	136	a report to the appropriate congressional committees that 18
137	137	identifies United States Government-funded direct cash 19
138	138	assistance programs in Afghanistan during the period be-20
139	139	ginning on August 1, 2021, and ending on the date that 21
140	140	is 30 days after the date of the enactment of this Act. 22

143	143	quired under subsection (a) shall, with respect to such di-24

153	153	(4) describe how hawalas are used and the over-6
154	154	sight mechanism in place regarding use of hawalas 7
155	155	to transfer funds; and 8
156	156	(5) describe how oversight is conducted, includ-9
157	157	ing information on how the Department of State 10
158	158	prevents the Taliban from accessing cash assistance 11
159	159	under such programs. 12
160	160	SEC. 5. REPORT ON STATUS OF AFGHAN FUND. 13
161	161	(a) I
162	162	NGENERAL.—Not later than 60 days after the 14
163	163	date of the enactment of this Act, and every 180 days 15
164	164	thereafter, the Secretary of State, in consultation with the 16
165	165	Administrator of the United States Agency for Inter-17
166	166	national Development and the Secretary of the Treasury, 18
167	167	shall submit a report to the appropriate congressional 19
168	168	committees that describes the status of the Afghan Fund. 20

171	171	quired under subsection (a) shall include— 22
172	172	(1) a list of Taliban members who are working 23
173	173	at Da Afghanistan Bank or serving on the Bank’s 24
174	174	Supreme Council; and 25

181	181	(B) the Afghan Fund’s Board of Trustees, 4
182	182	including how the Fund’s trustees were vetted 5
183	183	and selected, and what United States agencies 6
184	184	were involved in the vetting and selection proc-7
185	185	ess; 8
186	186	(C) the conditions necessary for funds in 9
187	187	the Afghan Fund to be released to Da Afghani-10
188	188	stan Bank; 11
189	189	(D) how the Afghan Fund’s Board of 12
190	190	Trustees will decide on the type and appro-13
191	191	priateness of the Fund’s activities, including 14
192	192	what kind of information will inform the 15
193	193	Board’s decisions and how the Board will col-16
194	194	lect and verify this information; and 17
195	195	(E) a description of what controls have 18
196	196	been put into place to ensure funds are not di-19
197	197	verted to or misused by the Taliban or other ac-20
198	198	tors when the Fund begins making disburse-21
