20	20	cept under the priorities noticed in the proposed rule
21	21	submitted by the Department of Education relating to
22	22	Proposed Priorities-American History and Civics Edu-
23	23	cation.
24	24	Be it enacted by the Senate and House of Representa-1
25	25	tives of the United States of America in Congress assembled, 2

29	29	SECTION 1. SHORT TITLE. 1
30	30	This Act may be cited as the ‘‘Protect Equality And 2
31	31	Civics Education Act of 2025’’ or the ‘‘PEACE Act of 3
32	32	2025’’. 4
33	33	SEC. 2. PROHIBITION ON USE OF FUNDS. 5
34	34	Section 2231 of the Elementary and Secondary Edu-6
35	35	cation Act of 1965 (20 U.S.C. 6661) is amended by add-7
36	36	ing at the end the following: 8
37	37	‘‘(c) P
38	38	ROHIBITION.— 9
39	39	‘‘(1) I
40	40	N GENERAL.—None of the funds made 10
41	41	available to carry out this subpart may be used to 11
42	42	fund curriculum, or teaching or counseling, that pro-12
43	43	motes or compels a divisive concept under the prior-13
44	44	ities noticed in the proposed rule submitted by the 14
45	45	Department of Education relating to Proposed Pri-15
46	46	orities-American History and Civics Education (pub-16
47	47	lished at 86 Fed. Reg. 20348 (April 19, 2021)). 17
48	48	‘‘(2) D
49	49	EFINITIONS.—In this section: 18
50	50	‘‘(A) P
51	51	ROMOTES OR COMPELS A DIVISIVE 19
52	52	CONCEPT.—The term ‘promotes or compels a 20
53	53	divisive concept’, means race stereotyping or 21
54	54	race scapegoating, or promotion of one or more 22
55	55	of the following concepts: 23
56	56	‘‘(i) One race is inherently superior to 24
57	57	another race. 25

61	61	‘‘(ii) The United States is fundamen-1
62	62	tally racist. 2
63	63	‘‘(iii) An individual, by virtue of his or 3
64	64	her race, is inherently racist or oppressive, 4
65	65	whether consciously or unconsciously. 5
66	66	‘‘(iv) An individual should be discrimi-6
67	67	nated against or receive adverse treatment 7
68	68	solely or partly because of his or her race. 8
69	69	‘‘(v) Members of one race cannot and 9
70	70	should not attempt to treat others without 10
71	71	respect to race. 11
72	72	‘‘(vi) An individual’s moral character 12
73	73	is necessarily determined by his or her 13
74	74	race. 14
75	75	‘‘(vii) An individual, by virtue of his 15
76	76	or her race, bears responsibility for actions 16
77	77	committed in the past by other members of 17
78	78	the same race. 18
79	79	‘‘(viii) Any individual should feel dis-19
80	80	comfort, guilt, anguish, or any other form 20
81	81	of psychological distress on account of his 21
82	82	or her race. 22
83	83	‘‘(ix) Meritocracy or traits such as a 23
84	84	hard work ethic are racist, or were created 24

90	90	‘‘(B) The term ‘race scapegoating’ means 3
91	91	assigning fault, blame, or bias to a race, or to 4
92	92	members of a race because of their race. 5
93	93	‘‘(C) The term ‘race stereotyping’ means 6
94	94	ascribing character traits, values, moral and 7
95	95	ethical codes, privileges, status, or beliefs to a 8
96	96	race, or to an individual because of the individ-9
97	97	ual’s race.’’. 10
