9494 States Anti-Doping Agency, the United States Olym-5
9595 pic and Paralympic Committee, and the Team USA 6
9696 Athletes’ Commission, shall— 7
9797 ‘‘(A) use all available tools to ensure 8
9898 that— 9
9999 ‘‘(i) the World Anti-Doping Agency 10
100100 has a credible and independent governance 11
101101 model that provides for fair representation 12
102102 of the United States; 13
103103 ‘‘(ii) the World Anti-Doping Agency 14
104104 fully implements all governance reforms, 15
105105 including a proper conflict-of-interest pol-16
106106 icy for all members of the Executive Com-17
107107 mittee, the Foundation Board, and all rel-18
108108 evant expert advisory groups, standing 19
109109 committees, permanent special committees, 20
110110 and working groups of the World Anti- 21
111111 Doping Agency; and 22
112112 ‘‘(iii) independent athletes from the 23
113113 United States and other democratic coun-24
114114 tries, or representatives of such athletes, 25

126126 ‘‘(C) have strict standards that work to-9
127127 ward countering doping in every form, including 10
128128 by countering systemic fraud through doping 11
129129 involving— 12
130130 ‘‘(i) governmental law enforcement, 13
131131 intelligence, or anti-doping institutions; 14
132132 ‘‘(ii) sporting organizations; or 15
133133 ‘‘(iii) athlete support personnel; and 16
134134 ‘‘(D) work collaboratively with democratic 17
135135 countries. 18

139139 N GENERAL.—Not later than 90 20
140140 days after the date of the enactment of this 21
141141 subsection, the Office of National Drug Control 22

168168 CCOUNTABILITY.—In the case of a 20
169169 determination under subparagraph (A) that the 21
170170 World Anti-Doping Agency does not have such 22
171171 a governance model, has not fully implemented 23
172172 such governance reforms, or has not allowed de-24
173173 cision-making roles described in clause (iii) of 25

208208 OLUNTARY NONPAYMENT OF DUES .— 3

210210 N GENERAL.—In the case of a deter-4
211211 mination under paragraph (2)(A) that the 5
212212 World Anti-Doping Agency does not have a gov-6
213213 ernance model that provides for fair representa-7
214214 tion of the United States, has not fully imple-8
215215 mented governance reforms, or has not allowed 9
216216 decision-making roles described in clause (iii) of 10
217217 that subparagraph, the Office of National Drug 11
218218 Control Policy, in consultation with the appro-12
219219 priate committees of Congress, may voluntarily 13
220220 withhold up to the full amount of membership 14
221221 dues to the World Anti-Doping Agency. 15

223223 PPROPRIATE COMMITTEES OF CON -16
224224 GRESS DEFINED.—In this paragraph, the term 17
225225 ‘appropriate committees of Congress’ means— 18
226226 ‘‘(i) the Subcommittee on Consumer 19
227227 Protection, Product Safety, and Data Se-20
228228 curity of the Committee on Commerce, 21
229229 Science, and Transportation of the Senate 22
230230 (or a successor subcommittee); 23
231231 ‘‘(ii) the Subcommittee on Financial 24

255255 House of Representatives a spending plan and expla-19
