14	14	payment rules for manual wheelchairs under part B of
15	15	the Medicare program.
16	16	Be it enacted by the Senate and House of Representa-1
17	17	tives of the United States of America in Congress assembled, 2
18	18	SECTION 1. SHORT TITLE. 3
19	19	This Act may be cited as the ‘‘Choices for Increased 4
20	20	Mobility Act of 2025’’. 5

27	27	Section 1834(a) of the Social Security Act (42 U.S.C. 4
28	28	1395m(a)) is amended by adding at the end the following 5
29	29	new paragraph: 6
30	30	‘‘(23) S
31	31	PECIAL RULES RELATED TO TREAT -7
32	32	MENT OF CERTAIN MANUAL WHEELCHAIRS .— 8
33	33	‘‘(A) R
34	34	EQUIREMENT TO ESTABLISH SEPA -9
35	35	RATE HCPCS CODES FOR CERTAIN MANUAL 10
36	36	WHEELCHAIRS.—With respect to 11
37	37	ultralightweight manual wheelchairs payable 12
38	38	under this subsection furnished on or after Jan-13
39	39	uary 1, 2026, the Secretary shall establish two 14
40	40	or more HCPCS codes, as determined appro-15
41	41	priate by the Secretary, for the base of such a 16
42	42	wheelchair depending on the construction mate-17
43	43	rial used in such base (with 1 or more such 18
44	44	codes for such a base with titanium or carbon 19
45	45	fiber construction material and 1 or more such 20
46	46	codes for such a base without such materials). 21

48	48	AYMENT AND BENEFICIARY PRO -22
49	49	TECTIONS.— 23
50	50	‘‘(i) P
51	51	AYMENT.—On or after January 24
52	52	1, 2026, in the case where an individual 25
53	53	purchases or rents from a supplier an 26

58	58	has titanium or carbon fiber construction 2
59	59	material used in the base of such wheel-3
60	60	chair, payment to the supplier shall be 4
61	61	made in the frequency and amount as 5
62	62	would otherwise be made under this sub-6
63	63	section (as described in paragraph (1)(A)) 7
64	64	for such wheelchair. 8
65	65	‘‘(ii) B
66	66	ENEFICIARY CHARGES .—The 9
67	67	supplier may charge the individual the dif-10
68	68	ference between the payment amount de-11
69	69	scribed in clause (i) for such wheelchair 12
70	70	and the supplier’s actual charge for such 13
71	71	wheelchair. 14
72	72	‘‘(iii) B
73	73	ENEFICIARY PROTECTIONS .— 15
74	74	In order to inform an individual of their 16
75	75	potential financial liability under clause 17
76	76	(ii), the Secretary may require a supplier 18
77	77	to issue a notice to the individual (in a 19
78	78	form and manner determined by the Sec-20
79	79	retary) prior to the purchase or rent of 21
80	80	such ultralightweight manual wheelchair by 22
81	81	such individual.’’. 23
