16	16	To direct the Federal Communications Commission to pub-
17	17	lish a list of entities that hold authorizations, licenses,
18	18	or other grants of authority issued by the Commission
19	19	and that have certain foreign ownership, and for other
20	20	purposes.
21	21	Be it enacted by the Senate and House of Representa-1
22	22	tives of the United States of America in Congress assembled, 2
23	23	SECTION 1. SHORT TITLE. 3
24	24	This Act may be cited as the ‘‘Foreign Adversary 4
25	25	Communications Transparency Act’’. 5

34	34	EFINITIONS.—In this section: 5
35	35	(1) A
36	36	PPROPRIATE NATIONAL SECURITY AGEN -6
37	37	CY.—The term ‘‘appropriate national security agen-7
38	38	cy’’ has the meaning given such term in section 9 8
39	39	of the Secure and Trusted Communications Net-9
40	40	works Act of 2019 (47 U.S.C. 1608). 10
41	41	(2) C
42	42	OMMISSION.—The term ‘‘Commission’’ 11
43	43	means the Federal Communications Commission. 12
44	44	(3) C
45	45	OVERED COUNTRY .—The term ‘‘covered 13
46	46	country’’ means a country specified in section 14
47	47	4872(f)(2) of title 10, United States Code. 15
48	48	(4) C
49	49	OVERED ENTITY.—The term ‘‘covered en-16
50	50	tity’’ means— 17
51	51	(A) the government of a covered country; 18
52	52	(B) an entity organized under the laws of 19
53	53	a covered country; and 20
54	54	(C) a subsidiary of an entity described in 21
55	55	subparagraph (B), regardless of whether the 22
56	56	subsidiary is organized under the laws of a cov-23
57	57	ered country. 24

59	59	UBLICATION OFLIST.—Not later than 120 days 25
60	60	after the date of the enactment of this Act, the Commis-26

64	64	sion shall publish on the internet website of the Commis-1
65	65	sion a list of each entity— 2
66	66	(1) that holds a license issued by the Commis-3
67	67	sion pursuant to— 4
68	68	(A) section 309(j) of the Communications 5
69	69	Act of 1934 (47 U.S.C. 309(j)); or 6
70	70	(B) the Act of May 27, 1921 (47 U.S.C. 7
71	71	34 et seq.; commonly known as the ‘‘Cable 8
72	72	Landing Licensing Act’’) and Executive Order 9
73	73	10530 (3 U.S.C. 301 note; relating to the per-10
74	74	formance of certain functions vested in or sub-11
75	75	ject to the approval of the President); and 12
76	76	(2) with respect to which— 13
77	77	(A) a covered entity holds an equity or vot-14
78	78	ing interest that is required to be reported to 15
79	79	the Commission under the ownership rules of 16
80	80	the Commission; or 17
81	81	(B) an appropriate national security agen-18
82	82	cy has determined that a covered entity exerts 19
83	83	control, regardless of whether such covered enti-20
84	84	ty holds an equity or voting interest as de-21
85	85	scribed in subparagraph (A). 22

87	87	ULEMAKING.— 23
88	88	(1) I
89	89	N GENERAL.—Not later than 18 months 24
90	90	after the date of the enactment of this Act, the 25

94	94	Commission shall issue rules to obtain information 1
95	95	to identify each entity— 2
96	96	(A) that holds any authorization, license, 3
97	97	or other grant of authority issued by the Com-4
98	98	mission (other than a license described in sub-5
99	99	section (b)(1)); and 6
100	100	(B) with respect to which a covered entity 7
101	101	holds an equity or voting interest that is re-8
102	102	quired to be reported to the Commission under 9
103	103	the ownership rules of the Commission. 10

105	105	LACEMENT ON LIST .—Not later than 1 11
106	106	year after the Commission issues the rules required 12
107	107	by paragraph (1), the Commission shall place each 13
108	108	entity described in such paragraph on the list pub-14
109	109	lished under subsection (b). 15

111	111	APERWORKREDUCTIONACTEXEMPTION.—A 16
112	112	collection of information conducted or sponsored by the 17
113	113	Commission to implement this section does not constitute 18
114	114	a collection of information for the purposes of subchapter 19
115	115	I of chapter 35 of title 44, United States Code (commonly 20
116	116	referred to as the ‘‘Paperwork Reduction Act’’). 21

118	118	NNUALUPDATES.—The Commission shall, not 22
119	119	less frequently than annually, update the list published 23
