This bill excludes locality-based comparability payments from the calculation of retirement and disability annuities for new employees in the Federal Employees’ Retirement System. (General schedule and certain other federal employees receive locality-based comparability payments when their official worksite is located in a geographic area with a pay disparity between federal and non-federal workers of more than 5%.)
To ensure that the percentage increase in rates of basic pay for prevailing wage employees shall be equal to the percentage increase received by other Federal employees in the same pay locality, and for other purposes.
End Pensions in Congress Act or the EPIC Act This bill excludes future Members of Congress from the Federal Employees Retirement System (FERS) and requires Members currently enrolled in FERS or the Civil Service Retirement System to opt in to continue their enrollment.
Protecting Health Care for All Patients Act of 2023 This bill prohibits all federal health care programs, including the Federal Employees Health Benefits Program, and federally funded state health care programs (e.g., Medicaid) from using prices that are based on quality-adjusted life years (i.e., measures that discount the value of a life based on disability) to determine relevant thresholds for coverage, reimbursements, or incentive programs.
