7676 standard methodology, based on chemical analysis, 9
7777 for identifying the country of origin of seafood to 10
7878 support enforcement against illegal, unreported, and 11
7979 unregulated fishing. 12

8181 EQUIREMENTS.—Key agency leadership 13
8282 shall ensure that the methodology developed under 14
8383 this subsection— 15
8484 (A) is consistent with the needs of Federal 16
8585 and State law enforcement agencies in com-17
8686 bating illegal, unreported, and unregulated fish-18
8787 ing; 19
8888 (B) minimizes processing time; 20
8989 (C) involves the use of a field kit that can 21
9090 be easily carried by one individual; and 22
9191 (D) to the extent practicable, can be used 23
9292 to test prepared food, including raw prepara-24

9999 NITIAL SPECIES FOR IDENTIFICATION .—In 3
100100 developing the methodology under this subsection, 4
101101 key agency leadership shall conduct pilot studies on 5
102102 red snapper, as an example of a stationary stock, 6
103103 and tuna, as an example of a highly migratory stock. 7

105105 EPORT.—Not later than 2 years after the date 8
106106 of the enactment of this Act, the Under Secretary shall 9
107107 submit to the appropriate committees of Congress a report 10
108108 that includes the following: 11
109109 (1) A summary of the methodology developed 12
110110 under subsection (b). 13
111111 (2) A plan for operationalizing the methodology 14
112112 developed under subsection (b). 15
113113 (3) In the event that any aspect of the method-16
114114 ology developed under subsection (b) is impracti-17
115115 cable, an explanation of why, whether additional re-18
116116 search would make developing such a methodology 19
117117 practicable, and whether a different approach other 20
118118 than chemical analysis might be practicable. 21
119119 SEC. 3. TECHNICAL ASSISTANCE FOR IUU FISHING EN-22
120120 FORCEMENT. 23

122122 NGENERAL.—The Secretary of Defense is au-24
123123 thorized to, in coordination with the United States Coast 25

127127 Guard, expend funds appropriated for the Department of 1
128128 Defense for operation and maintenance to provide mari-2
129129 time technical assistance to maritime forces from other 3
130130 nations in efforts to combat illegal, unreported, or unregu-4
131131 lated fishing (commonly known as ‘‘IUU fishing’’) and 5
132132 other transnational organized crime. Such technical assist-6
133133 ance may include providing observers, shipriders, and spe-7
134134 cialized personnel to deploy with such maritime forces, in 8
135135 addition to remote sensing, analysis of data, and oper-9
136136 ational intelligence, as appropriate and consistent with 10
137137 United States law and policy. 11
138138 (b) A
139139 PPLICATION OF AUTHORITY.—The authority 12
140140 provided under subsection (a) shall apply to the use of 13
141141 the United States Coast Guard members deployed to and 14
142142 operating aboard Department of Defense, partner nation, 15
143143 or international partner platforms, as well as partner na-16
144144 tion personnel operating aboard United States military 17
145145 and Coast Guard assets or international partner vessels, 18
146146 as appropriate. 19
