390390 N GENERAL.—The Secretary of Agri-11
391391 culture, the Secretary of Health and Human 12
392392 Services, and the Secretary of Labor shall pro-13
393393 mulgate rules to implement section 1137(a)(8) 14
394394 of the Social Security Act, as added by para-15
395395 graph (1), which requires the use of E–Verify 16
396396 to verify applicant eligibility for certain pro-17
397397 grams administered by their respective depart-18
398398 ments. 19

400400 OUSING PROGRAMS.—The Secretary 20
401401 of Housing and Urban Development shall pro-21
402402 mulgate rules to implement amendments made 22
403403 by subparagraphs (A) through (E) of para-23
404404 graph (2), which require the use of E–Verify to 24
405405 verify tenant eligibility for housing assistance 25

415415 SEC. 4. MINIMUM FINES FOR ILLEGAL ENTRY AND OVER-6
416416 STAY. 7
417417 (a) I
418418 LLEGALENTRY.—Chapter 8 of title II of the Im-8
419419 migration and Nationality Act (8 U.S.C. 1321 et seq.) is 9
420420 amended— 10
421421 (1) in section 275 (8 U.S.C. 1325)— 11
422422 (A) in subsection (a)— 12
423423 (i) by striking ‘‘(1)’’; 13
424424 (ii) by striking ‘‘or (2)’’; 14
425425 (iii) by striking ‘‘(3)’’; and 15
426426 (iv) by striking ‘‘shall, for’’ and all 16
427427 that follows and inserting the following: 17
428428 ‘‘shall— 18
429429 ‘‘(1) for the first commission of any such of-19

478478 and Nationality Act (8 U.S.C. 1202(g)) is amended by 11

480480 ‘‘(3) An alien described in paragraph (1) shall be sub-13
481481 ject to a civil penalty in an amount equal to the product 14
482482 of $50 multiplied by the number of months the alien re-15
483483 mained in the United States beyond the alien’s authorized 16
