2525 NGENERAL.—Section 7(a) of the Small Busi-8
2626 ness Act (15 U.S.C. 636(a)) is amended by adding at the 9
2727 end the following: 10

3131 ‘‘(38) ACCESS TO MODERN BUSINESS SOFT -1
3232 WARE.—The Administration may provide loans 2
3333 under this subsection to finance, in whole or in part, 3
3434 business software or cloud computing services, or 4
3535 any such technology, that facilitates business oper-5
3636 ations, product or service delivery, the processing, 6
3737 payment, or tracking of payroll expenses, human re-7
3838 sources, sales and billing functions, or accounting or 8
3939 tracking of supplies, inventory, records and ex-9
4040 penses, including business tools that utilize artificial 10
4141 intelligence.’’. 11

4343 ULE OF CONSTRUCTION.—Nothing in the 12
4444 amendment made by subsection (a) shall be construed 13
4545 to— 14
4646 (1) provide that loans made under section 7(a) 15
4747 of the Small Business Act (15 U.S.C. 636(a)) before 16
4848 the date of enactment of this Act for the purposes 17
4949 described in paragraph (38) of such section 7(a), as 18
5050 added by subsection (a), were not permissible; 19
5151 (2) authorize the use of loans made under sec-20
5252 tion 7(a) of the Small Business Act (15 U.S.C. 21
5353 636(a)) for research and development purposes; or 22
5454 (3) limit the definition of working capital under 23
5555 the Small Business Act (15 U.S.C. 631 et seq.). 24
