SHORT TITLE. 1 This Act may be cited as the ‘‘Coordinated Federal 2 Response to Extreme Heat Act of 2025’’. 3 SEC. 2. DEFINITIONS. 4 In this Act: 5 (1) E XTREME HEAT .—The term ‘‘extreme 6 heat’’ means heat that substantially exceeds local 7 temperature norms in terms of any combination of 8 the following: 9 (A) Duration. 10 (B) Intensity. 11 (C) Season length. 12 (D) Frequency. 13 (2) H EAT.—The term ‘‘heat’’ means any com-14 bination of the atmospheric parameters associated 15 with modulating human thermoregulation, such as 16 air temperature, humidity, solar exposure, and wind 17 speed. 18 (3) H EAT EVENT.—The term ‘‘heat event’’ 19 means an occurrence of extreme heat of 2 days or 20 more that may have heat-health implications. 21 (4) H EAT-HEALTH.—The term ‘‘heat-health’’ 22 means health effects to humans from heat, during or 23 outside of heat events, including from vulnerability 24 and exposure, or the risk of such effects. 25 VerDate Sep 11 2014 20:03 Feb 27, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S325.IS S325 ssavage on LAPJG3WLY3PROD with BILLS 3 •S 325 IS (5) PLANNING.—The term ‘‘planning’’ means 1 activities performed across timescales (including 2 days, weeks, months, years, and decades) with sce-3 nario-based, probabilistic or deterministic informa-4 tion to identify and take actions to proactively miti-5 gate heat-health risks. 6 (6) P REPAREDNESS.—The term ‘‘preparedness’’ 7 means activities performed across timescales with 8 decision support tools to manage risk in advance of 9 a heat event and increased ambient temperature. 10 (7) T RIBAL GOVERNMENT .—The term ‘‘Tribal 11 government’’ means the recognized governing body 12 of any Indian or Alaska Native tribe, band, nation, 13 pueblo, village, community, component band, or com-14 ponent reservation, individually identified (including 15 parenthetically) in the list published most recently as 16 of the date of enactment of this Act pursuant to sec-17 tion 104 of the Federally Recognized Indian Tribe 18 List Act of 1994 (25 U.S.C. 5131). 19 SEC. 3. NATIONAL INTEGRATED HEAT HEALTH INFORMA-20 TION SYSTEM INTERAGENCY COMMITTEE. 21 (a) E STABLISHMENT OF COMMITTEE.—There is es-22 tablished within the National Oceanic and Atmospheric 23 Administration 3 agencies represented on the Committee to execute, as ap-4 propriate, activities across such agencies to ensure a 5 united Federal approach to reducing health risks from 6 heat. 7 (c) M EMBERSHIP.— 8 (1) I N GENERAL.—In order to carry out and 9 achieve the purpose described in subsection (b), the 10 Committee shall include the following: 11 (A) The Director of the National Inte-12 grated Heat Health Information System. 13 (B) Not fewer than 1 representative from 14 each of the following: 15 (i) From the Department of Com-16 merce, the following: 17 (I) From the National Oceanic 18 and .—The 14 head of an agency specified in paragraph (1)(B) 15 shall, in appointing representatives of the agency to 16 the Committee, select representatives who have ex-17 pertise in areas relevant to the responsibilities of the 18 Committee, such as weather prediction, health im-19 pacts, behavioral science, public health hazard pre-20 paredness and response, or mental health services. 21 (3) C Atmosphere. 3 (B) S ELECTION.— 4 (i) I NITIAL SELECTION.—Of the co- 5 chairs first selected, one shall be from the 6 National Oceanic and Atmospheric Admin-7 istration, one shall be from the Depart-8 ment of Health and Human Services, and 9 one shall be from the Federal Emergency 10 Management Agency. 11 (ii) S UBSEQUENT SELECTION .—Sub-12 sequent co-chairs shall be selected from 13 among the members of the Committee, ex-14 cept the National Oceanic and Atmospheric 15 Administration shall have the opportunity 16 to maintain a co-chair position. 17 (C) T ERMS.—Each co-chair shall serve for 18 a term of not more than 5 years. 19 (D) R ESPONSIBILITIES OF CO -CHAIRS.— 20 The co-chairs of the Committee shall, in con-21 sultation with the Director of the National Inte-22 grated Heat Health agenda of the Com-1 mittee, in consultation with other members 2 of the Committee; 3 (ii) direct the work of the Committee; 4 and 5 (iii) convene meetings of the Com-6 mittee not less frequently than once each 7 fiscal quarter. 8 (d) R ESPONSIBILITIES OFCOMMITTEE.—The Com-9 mittee shall coordinate an integrated, Federal Govern-10 ment-wide approach to reducing health risks and impacts 11 of heat, including by— 12 (1) developing the strategic plan required by 13 subsection (e); 14 (2) coordinating across Federal agencies on 15 heat-health communication, engagement, research, 16 service delivery, and workforce development; and 17 (3) building capacity and partnerships with 18 Federal and non-Federal entities. 19 (e) S TRATEGICPLAN.— 20 (1) I N GENERAL.—Not later than 2 years after 21 the date of the enactment of this Act, the Committee 22 shall submit to Congress and make available on a 23 public website a 5-year strategic plan that outlines 24 the goals and projects of the Committee will improve coordination and in-1 tegration of interagency Federal capacity and capa-2 bilities to address health risks of heat, including— 3 (A) a strategy for improving and coordi-4 nating existing Federal data collection and data 5 management to include sharing of data and sta-6 tistics on heat-related illnesses and mortalities 7 and other impacts to inform heat-related activi-8 ties; 9 (B) a strategy for improving and coordi-10 nating Federal activities to understand user 11 gaps and needs, conduct research, foster inno-12 vative solutions, and provide actionable infor-13 mation and services; and 14 (C) mechanisms for financing heat plan-15 ning and preparedness within such agencies as 16 the Committee considers appropriate. 17 (2) I MPLEMENTATION.—The head of an agency 18 represented on the Committee may implement the 19 portions of the strategic plan required by paragraph 20 (1) that are relevant to that agency. 21 (3) U PDATES.—Not later than 5 years after the 22 submission of the strategic plan required by para-23 graph (1), and every 5 years thereafter, the Com-24 mittee shall brief Congress on an update of the plan, 25 VerDate Sep 11 2014 20:03 Feb previous plan and new priorities that 2 emerge. 3 (f) C ONSULTATION.—In carrying out the responsibil-4 ities of the Committee, the Committee shall consult with 5 relevant— 6 (1) regional, State, Tribal, and local govern-7 ments; 8 (2) international organizations and partners; 9 (3) research institutions; 10 (4) nongovernmental organizations and associa-11 tions; 12 (5) medical experts with expertise in emergency 13 response; and 14 (6) environmental health, economic or business 15 development, or other stakeholders. 16 SEC. 4. NATIONAL INTEGRATED HEAT HEALTH INFORMA-17 TION SYSTEM. 18 (a) E STABLISHMENT.—The Under Secretary of Com-19 merce for Oceans and Atmosphere shall establish within 20 the National Oceanic and Atmospheric Administration a 21 system, to be known as the ‘‘National Integrated Heat 22 Health Information System’’ (NIHHIS) (in this section 23 referred to as the ‘‘System’’). 24 VerDate Sep 11 2014 20:03 Feb 27, 2025 Jkt 059200 PO 00000 Frm 00011 Fmt 6652 Sfmt 6201 E:\BILLS\S325.IS S325 ssavage on LAPJG3WLY3PROD with BILLS 12 •S 325 IS (b) PURPOSE.—The purpose of the System is to re-1 duce heat-related impacts by— 2 (1) improving the delivery of data, information, 3 forecasts, warnings, predictions, and projections re-4 lated to temperature and extreme heat and related 5 impacts; 6 (2) through the Office of Oceanic and Atmos-7 pheric Research, developing science-based solutions 8 and tools to improve impact-based decision support 9 services for heat impacts to human life, property, 10 and the United States economy; and 11 (3) supporting a research program on heat 12 health, in coordination with the agencies represented 13 on the National Integrated Heat Health Information 14 System Interagency Committee. 15 (c) D ATAMANAGEMENT.— 16 (1) A VAILABILITY.—The data and metadata as-17 sociated with the System shall be fully and openly 18 available, within the legal right to redistribute, in ac-19 cordance with chapter 31 of title 44, United States 20 Code (commonly known as the ‘‘Federal Records Act 21 of 1950’’), and the Federal Evidence-Based Policy-22 making Act of 2018 (Public Law 115–435; 132 23 Stat. 5529) and the amendments made by that Act, 24 VerDate Sep 11 2014 20:03 Feb 27, 2025 Jkt 059200 PO 00000 Frm 00012 Fmt 6652 Sfmt 6201 E:\BILLS\S325.IS S325 ssavage on LAPJG3WLY3PROD with BILLS 13 •S 325 IS to maximize use of such data to support the goals 1 of the System. 2 (2) N ATIONAL CENTERS FOR ENVIRONMENTAL 3 INFORMATION.— 4 (A) I N GENERAL.—The Under Secretary of 5 Commerce for Oceans and Atmosphere shall 6 manage, maintain, and steward archival data 7 and metadata associated with the System with-8 in the National Centers for Environmental In-9 formation. 10 (B) W ARNING COORDINATION METEOROLO -11 GIST.—The Under Secretary of Commerce for 12 Oceans and Atmosphere shall designate at least 13 one warning coordination meteorologist, as de-14 scribed in section 405 of the Weather Research 15 and Forecasting Innovation Act of 2017 (15 16 U.S.C. 8545), at the National Centers for Envi-17 ronmental Information. 18 SEC. 5.
