1515 Be it enacted by the Senate and House of Representa-1
1616 tives of the United States of America in Congress assembled, 2
1717 SECTION 1. SHORT TITLE. 3
1818 This Act may be cited as the ‘‘Justice for 9/11 Act’’. 4
1919 SEC. 2. TRIAL AND POST-TRIAL MATTERS RELATING TO 5
2020 CERTAIN INDIVIDUALS DETAINED AT GUAN-6

2323 LEAAGREEMENTS AND JUDGMENTS.—Notwith-8
2424 standing the provisions of section 949h of title 10, United 9
2525 States Code, any plea agreement entered into by Khalid 10

3131 tions involving the terrorist attack on September 11, 3
3232 2001, and its related judgment, shall not preclude the trial 4
3333 of such individual under chapter 47A of such title or any 5
3434 other provision of law for that terrorist attack. 6
3535 (b) S
3636 ENTENCING.—Notwithstanding any other provi-7
3737 sion of law, in any trial of Khalid Shaikh Mohammad, 8
3838 Walid Muhammad Salih Mubarak Bin ‘Attash, or Mustafa 9
3939 Ahmed Adam al Hawsawi under chapter 47A of title 10, 10
4040 United States Code, or any other provision of law for the 11
4141 terrorist attack of September 11, 2001, a sentence of 12
4242 death shall be available. 13
4343 (c) C
4444 ONDITIONS OF CONFINEMENT; TRANSFER.— 14
4545 Notwithstanding any other provision of law, in the case 15
4646 of any sentence imposed on Khalid Shaikh Mohammad, 16
4747 Walid Muhammad Salih Mubarak Bin ‘Attash, or Mustafa 17
4848 Ahmed Adam al Hawsawi, such individual— 18
4949 (1) shall be— 19
5050 (A) held at United States Naval Station, 20
5151 Guantanamo Bay, Cuba, in solitary confine-21
5252 ment; 22
5353 (B) provided no contact with foreign na-23
5454 tionals; and 24
