6767 STABLISHMENT.—Subject to the availability of 3
6868 appropriations, the Administrator may make grants under 4
6969 this section to air pollution control agencies to support air 5
7070 pollution control agencies in developing and implementing 6
7171 programs that support local communities in detecting, 7
7272 preparing for, communicating with the public about, or 8
7373 mitigating the environmental and public health aspects of 9
7474 wildfire smoke and extreme heat. 10
7575 ‘‘(c) E
7676 LIGIBLEACTIVITIES.—In carrying out a pro-11
7777 gram described in subsection (b), an air pollution control 12
7878 agency may use funds from a grant received under this 13
7979 section for— 14
8080 ‘‘(1) activities related to the monitoring of, the 15
8181 interpretation of, and communicating with the public 16
8282 about past, present, and future data related to ambi-17
8383 ent air quality conditions that are caused by wildfire 18
8484 smoke and extreme heat; 19
8585 ‘‘(2) conducting community outreach in areas 20
8686 that may be prone to poor air quality that is attrib-21
8787 utable to elevated levels of particulate matter, ozone, 22
8888 and other harmful components of wildfire smoke and 23
8989 extreme heat; 24

9393 ‘‘(3) the deployment of air quality monitoring 1
9494 equipment in a manner that is sufficient to evaluate 2
9595 an increased prevalence of poor air quality that is 3
9696 attributable to elevated levels of particulate matter, 4
9797 ozone, and other harmful components of wildfire 5
9898 smoke and extreme heat; 6
9999 ‘‘(4) equipping public buildings with air filtra-7
100100 tion systems that are capable of removing particu-8
101101 late matter and other harmful components of wild-9
102102 fire smoke and extreme heat from the air so that the 10
103103 public buildings may serve as cleaner air spaces dur-11
104104 ing wildfire smoke events and extreme heat events 12
105105 and other poor air quality events; 13
106106 ‘‘(5) the purchase, storage, and distribution of 14
107107 face masks and personal protective equipment, in-15
108108 cluding N–95 filtering facepiece respirators, portable 16
109109 air filtration systems, and other masks and equip-17
110110 ment that are capable of removing or otherwise pre-18
111111 venting the inhalation of particulate matter, ozone, 19
112112 and other harmful components of wildfire smoke and 20
113113 extreme heat from the air; 21
114114 ‘‘(6) subgrants or providing other financing to 22
115115 private or other public entities with demonstrated fi-23
116116 nancial need— 24
117117 ‘‘(A) to acquire protective gear; or 25

123123 ‘‘(7) such other activities that the Adminis-3
124124 trator determines to be necessary to carry out the 4
125125 purposes of this section. 5

127127 LLOCATION OFFUNDS.— 6
128128 ‘‘(1) I
129129 N GENERAL.—Subject to paragraph (2), 7
130130 the Administrator shall establish a formula to dis-8
131131 tribute grants under this section among air pollution 9
132132 control agencies. 10
133133 ‘‘(2) C
134134 ONSIDERATIONS.—In establishing the 11
135135 formula required under paragraph (1), the Adminis-12
136136 trator shall consider— 13
137137 ‘‘(A) the vulnerability of communities with-14
138138 in a State to wildfire smoke and extreme heat; 15
139139 and 16
140140 ‘‘(B) the degree to which a State is prone 17
141141 to poor air quality that is attributable to ele-18
142142 vated levels of particulate matter from wildfire 19
143143 smoke and extreme heat. 20
144144 ‘‘(e) A
145145 UTHORIZATION OF APPROPRIATIONS.—There 21
146146 are authorized to be appropriated such sums as are nec-22
147147 essary to carry out this section.’’. 23

154154 ENTERS OFEXCELLENCE.— 3

156156 N GENERAL.—Not later than 180 days 4
157157 after the date of enactment of this Act, the Adminis-5
158158 trator shall establish at institutions of higher edu-6
159159 cation (as defined in section 101(a) of the Higher 7
160160 Education Act of 1965 (20 U.S.C. 1001(a))) 4 cen-8
161161 ters, each of which shall be known as a ‘‘Center of 9
162162 Excellence for Wildfire Smoke and Extreme Heat’’, 10
163163 to carry out research relating to— 11
164164 (A) the effects on public health, including 12
165165 the health of outdoor workers, of— 13
166166 (i) smoke emissions from wildland 14
167167 fires; and 15
168168 (ii) extreme heat; and 16
169169 (B) means by which communities can bet-17
170170 ter respond to the impacts of— 18
171171 (i) emissions from wildland fires; and 19
172172 (ii) extreme heat events. 20

174174 RIORITY.—In selecting institutions of 21
175175 higher education (as so defined) at which to estab-22
176176 lish a center under paragraph (1), the Administrator 23
177177 shall give priority to institutions of higher education 24
178178 (as so defined) that— 25

185185 (B) have experience with relevant outreach 4

187187 (C) have established relationships with rel-6
188188 evant Federal, State, and local agencies, com-7
189189 munity organizations, Native Hawaiian organi-8
190190 zations, and Indian Tribes; and 9
191191 (D) are located in an area that is economi-10
192192 cally or environmentally impacted by wildfire 11
193193 smoke or extreme heat. 12

195195 UTHORIZATION OF APPROPRIATIONS .— 13
196196 There is authorized to be appropriated to the Ad-14
197197 ministrator to carry out this subsection $10,000,000 15
198198 for fiscal year 2026 and each fiscal year thereafter. 16

203203 after the date of enactment of this Act, the Adminis-19
204204 trator shall begin to carry out research— 20
205205 (A) to study the health effects of— 21
206206 (i) smoke emissions from wildland 22
207207 fires; and 23
208208 (ii) extreme heat; 24

219219 extreme heat monitoring and prediction tools 8
220220 and techniques; and 9
221221 (D) to develop implementation and com-10
222222 munication strategies. 11

224224 UTHORIZATION OF APPROPRIATIONS .— 12
225225 There is authorized to be appropriated to the Ad-13
226226 ministrator to carry out this subsection $20,000,000 14
227227 for fiscal year 2026 and each fiscal year thereafter. 15
228228 SEC. 5. COMMUNITY SMOKE AND EXTREME HEAT PLAN-16
229229 NING. 17
230230 (a) I
231231 NGENERAL.—Not later than 180 days after the 18
232232 date of enactment of this Act, the Administrator shall es-19
233233 tablish a competitive grant program to assist eligible enti-20
234234 ties described in subsection (b) in developing and imple-21
235235 menting collaborative community plans for mitigating the 22
236236 impacts of smoke emissions from wildland fires and ex-23
237237 treme heat. 24

241241 (b) ELIGIBLEENTITIES.—An entity that is eligible 1
242242 to submit an application for a grant under subsection (a) 2
243243 is— 3
244244 (1) a State; 4
245245 (2) a unit of local government (including any 5
246246 special district, such as an air quality management 6
247247 district or a school district); 7
248248 (3) an Indian Tribe; or 8
249249 (4) a Native Hawaiian organization. 9
250250 (c) A
251251 PPLICATIONS.—To be eligible to receive a grant 10
252252 under subsection (a), an eligible entity described in sub-11
253253 section (b) shall submit to the Administrator an applica-12
254254 tion at such time, in such manner, and containing such 13
255255 information as the Administrator may require, which shall 14
256256 include a plan to collaborate with a public institution of 15
257257 higher education (as defined in section 101(a) of the High-16
258258 er Education Act of 1965 (20 U.S.C. 1001(a))) or other 17
259259 research institution that— 18
260260 (1) has established expertise with respect to air 19
261261 quality or dedicated centers of air quality research; 20
262262 (2) has experience with relevant outreach and 21
263263 extension work; 22
264264 (3) has established relationships with relevant 23
265265 Federal, State, and local agencies, community orga-24

276276 may use amounts made available to carry out this section 7
277277 to provide to eligible entities described in subsection (b) 8
278278 technical assistance in— 9
279279 (1) submitting grant applications under sub-10
280280 section (c); or 11
281281 (2) carrying out projects using a grant under 12
282282 this section. 13

284284 UTHORIZATION OF APPROPRIATIONS.—There is 14
285285 authorized to be appropriated to the Administrator to 15
286286 carry out this section $50,000,000 for fiscal year 2026 16
287287 and each fiscal year thereafter. 17
