15	15	agencies outside of the Washington, DC metropolitan
16	16	area, and for other purposes.
17	17	Be it enacted by the Senate and House of Representa-1
18	18	tives of the United States of America in Congress assembled, 2
19	19	SECTION 1. SHORT TITLE. 3
20	20	This Act may be cited as the ‘‘Commission to Relo-4
21	21	cate the Federal Bureaucracy Act’’. 5
22	22	SEC. 2. AGENCY RELOCATION COMMISSION. 6

24	24	EFINITIONS.— 7

28	28	(1) AGENCY.—The term ‘‘agency’’ has the 1
29	29	meaning given the term in section 551 of title 5, 2
30	30	United States Code. 3
31	31	(2) C
32	32	OMMISSION.—The term ‘‘Commission’’ 4
33	33	means the Commission established under subsection 5
34	34	(b). 6
35	35	(3) C
36	36	OVERED AGENCY .—The term ‘‘covered 7
37	37	agency’’ means an agency that is not a security-re-8
38	38	lated agency, as determined by the President. 9

40	40	ELEWORK.—The term ‘‘telework’’ has the 10
41	41	meaning given the term in section 6501 of title 5, 11
42	42	United States Code. 12

44	44	ASHINGTON, DC METROPOLITAN AREA .— 13
45	45	The term ‘‘Washington, DC metropolitan area’’ 14
46	46	means— 15
47	47	(A) the District of Columbia; 16
48	48	(B) Montgomery and Prince George’s 17
49	49	Counties in the State of Maryland; and 18
50	50	(C) Arlington, Fairfax, Loudon, and 19
51	51	Prince William Counties and the City of Alex-20
52	52	andria in the Commonwealth of Virginia. 21

54	54	STABLISHMENT.—There is established a Com-22
55	55	mission to study the relocation of covered agencies based 23
56	56	in the Washington, DC metropolitan area to other areas 24
57	57	throughout the United States. 25

61	61	(c) MEMBERSHIP.—The Commission shall be com-1
62	62	posed of— 2
63	63	(1) the Director of the White House Presi-3
64	64	dential Personnel Office; 4
65	65	(2) the Director of the Office of Personnel 5
66	66	Management; 6
67	67	(3) the Comptroller General of the United 7
68	68	States; 8
69	69	(4) the Director of the Office of Management 9
70	70	and Budget; 10
71	71	(5) the Secretary of Agriculture; 11
72	72	(6) the Secretary of Commerce; 12
73	73	(7) the Secretary of Education; 13
74	74	(8) the Secretary of Energy; 14
75	75	(9) the Secretary of Health and Human Serv-15
76	76	ices; 16
77	77	(10) the Secretary of Housing and Urban De-17
78	78	velopment; 18
79	79	(11) the Secretary of the Interior; 19

89	89	(d) REPORT.— 1
90	90	(1) I
91	91	N GENERAL.—Not later than 1 year after 2
92	92	the date of enactment of this Act, the Commission 3
93	93	shall submit to Congress a report on the study de-4
94	94	scribed in subsection (b). 5
95	95	(2) F
96	96	ACTORS.—In developing the report re-6
97	97	quired under paragraph (1), the Commission shall 7
98	98	recommend the transfer of covered agencies with 8
99	99	consideration of— 9
100	100	(A) financial efficiency, including whether 10
101	101	the cost of living of an area is below the na-11
102	102	tional average; 12
103	103	(B) whether an area has adequate pre-ex-13
104	104	isting infrastructure and available private land 14
105	105	to be used for the purpose of covered agencies; 15
106	106	(C) whether an area has existing industries 16
107	107	relating to the business of a covered agency 17
108	108	that can serve as public and private sector part-18
109	109	ners of the covered agency and strengthen the 19
110	110	ability of the covered agency to carry out the 20
111	111	duties of the covered agency; 21
112	112	(D) whether, at any time during the 5-year 22
113	113	period preceding the date of enactment of this 23
114	114	Act, not less than 50 percent of the workforce 24

118	118	of the covered agency has participated in 1
119	119	telework; 2
120	120	(E) whether an area maintains adequate 3
121	121	technology infrastructure to allow agencies to 4
122	122	operate efficiently; and 5
123	123	(F) whether an area is— 6
124	124	(i) a qualified opportunity zone (as 7
125	125	defined in section 1400Z–1(a) of the Inter-8
126	126	nal Revenue Code of 1986); or 9
127	127	(ii) an area that meets one or more of 10
128	128	the criteria described in section 301(a) of 11
129	129	the Public Works and Economic Develop-12
130	130	ment Act of 1965 (42 U.S.C. 3161(a)). 13

132	132	OMMUNITY ENGAGEMENT .—In developing 14
133	133	the report required under paragraph (1), the Com-15
134	134	mission shall consult with stakeholders that are local 16
135	135	to potential relocation sites, including State and 17
136	136	local government officials, business leaders from rel-18
137	137	evant industries, representatives from regional eco-19
138	138	nomic development agencies, and residents. 20

140	140	ELOCATION TARGET .—In developing the 21
141	141	report required under paragraph (1), the Commis-22
142	142	sion shall prioritize achieving a goal of transferring 23
143	143	not fewer than 100,000 employees of covered agen-24
