18	18	possession of .50 caliber rifles, and for other purposes.
19	19	Be it enacted by the Senate and House of Representa-1
20	20	tives of the United States of America in Congress assembled, 2
21	21	SECTION 1. SHORT TITLE. 3
22	22	This Act may be cited as the ‘‘Stop Arming Cartels 4
23	23	Act of 2025’’. 5
24	24	SEC. 2. PROHIBITION ON RIFLES CAPABLE OF FIRING .50 6
25	25	CALIBER AMMUNITION. 7
26	26	(a) I
27	27	NGENERAL.—Chapter 44 of title 18, United 8
28	28	States Code, is amended— 9

39	39	graph (2), it shall be unlawful for any person to im-6
40	40	port, sell, manufacture, transfer, or possess, in or af-7
41	41	fecting interstate or foreign commerce, a rifle capa-8
42	42	ble of firing .50 caliber ammunition. 9
43	43	‘‘(2) E
44	44	XCEPTIONS.— 10
45	45	‘‘(A) G
46	46	OVERNMENT USE .—Paragraph (1) 11
47	47	shall not apply to the importation for, manufac-12
48	48	ture for, sale to, transfer to, or possession by 13
49	49	the United States, a department or agency of 14
50	50	the United States, a State, or a department, 15
51	51	agency, or political subdivision of a State, of a 16
52	52	rifle capable of firing .50 caliber ammunition. 17
53	53	‘‘(B) G
54	54	RANDFATHERED RIFLES .—Para-18
55	55	graph (1) shall not apply to the sale, transfer, 19
56	56	or possession of any rifle otherwise lawfully pos-20
57	57	sessed on or before the date of enactment of the 21
58	58	Stop Arming Cartels Act of 2025.’’; and 22
59	59	(2) in section 924(a)(1)(B), by striking ‘‘or 23
60	60	(q)’’ and inserting ‘‘(q), or (aa)’’. 24

68	68	N GENERAL.—Section 5845(a) of the In-3
69	69	ternal Revenue Code of 1986 is amended by striking 4
70	70	‘‘and (8) a destructive device’’ and inserting ‘‘(8) a 5
71	71	destructive device; and (9) a rifle which is capable 6
72	72	of firing .50 caliber ammunition and is lawfully pos-7
73	73	sessed on or before the date of enactment of the 8
74	74	Stop Arming Cartels Act of 2025’’. 9

76	76	FFECTIVE DATE.— 10
77	77	(A) I
78	78	N GENERAL.—Subject to subpara-11
79	79	graph (B), the amendments made by this sub-12
80	80	section shall take effect on the date which is 12 13
81	81	months after the date of enactment of this Act. 14

83	83	EGISTRATION.— 15
84	84	(i) I
85	85	N GENERAL.—Notwithstanding 16
86	86	subparagraph (A) or any other provision of 17
87	87	law, any person possessing a rifle which is 18
88	88	capable of firing .50 caliber ammunition 19
89	89	which is not registered to such person in 20
90	90	the National Firearms Registration and 21
91	91	Transfer Record shall register each such 22
92	92	rifle so possessed with the Secretary in 23
93	93	such form and manner as the Secretary 24
94	94	may require within the 12-month period 25

99	99	ment of this Act. No fee or tax shall be im-2
100	100	posed with respect to any registration re-3
101	101	quired under this subparagraph. 4

103	103	NCLUSION IN REGISTRY .—Any 5
104	104	registration described in clause (i) shall be-6
105	105	come a part of the National Firearms Reg-7
106	106	istration and Transfer Record. No infor-8
107	107	mation or evidence required to be sub-9
108	108	mitted or retained by a natural person to 10
109	109	register a firearm under this subparagraph 11
110	110	shall be used, directly or indirectly, as evi-12
111	111	dence against such person in any criminal 13
112	112	proceeding with respect to a prior or con-14
113	113	current violation of law. 15

134	134	merce in Arms Act (15 U.S.C. 7903(5)(A)) is amended— 6
135	135	(1) in clause (v), by striking ‘‘or’’ at the end; 7
