A BILL 
To amend the Robert T. Stafford Disaster Relief and Emer-
gency Assistance Act to incentivize certain preparedness 
measures, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Investing in Commu-4
nity Resilience Act of 2025’’. 5
SEC. 2. EMERGENCY RESPONSE TEAMS. 6
(a) A
MENDMENT.—Section 406(b)(3)(A) of the Rob-7
ert T. Stafford Disaster Relief and Emergency Assistance 8
Act (42 U.S.C. 5172(b)(3)(A)) is amended— 9

(1) in clause (ii), by inserting ‘‘preparedness,’’ 1
after ‘‘disaster relief,’’; 2
(2) in clause (iv)— 3
(A) by inserting ‘‘or programs designated 4
by the Administrator that result in substantial 5
science-based and verified increased resilience 6
from building standards or land use practices 7
for storms, tsunamis, floods, wildfires, or equiv-8
alent disasters’’ after ‘‘community rating sys-9
tem’’; and 10
(B) by striking ‘‘and’’; 11
(3) in clause (v), by striking the period and in-12
serting ‘‘; and’’; and 13
(4) by adding at the end the following: 14
‘‘(vi) support of viable community 15
emergency response teams or equivalent 16
non-governmental organizations that pro-17
vide disaster assistance, including by pro-18
viding or facilitating regular training, out-19
reach, and soliciting participation in pre-20
paredness exercises.’’. 21
(b) C
OMPREHENSIVE GUIDANCE.—Not later than 1 22
year after the date of enactment of this Act, the President, 23
acting through the Administrator of the Federal Emer-24
gency Management Agency, shall issue comprehensive 25

guidance to State and Tribal governments relating to the 1
measures and investments described in section 2
406(b)(3)(A) of the Robert T. Stafford Disaster Relief 3
and Emergency Assistance Act (42 U.S.C. 4
5172(b)(3)(A)), as amended in subsection (a). 5
SEC. 3. EFFECTIVE DATE; APPROPRIATIONS. 6
(a) E
FFECTIVEDATE.—This Act, and the amend-7
ments made by this Act, shall take effect on the date that 8
is 1 year after the date of enactment of this Act. 9
(b) A
PPROPRIATIONS.—The amendments made by 10
this Act shall be carried out only with funds appropriated 11
to the Federal Emergency Management Agency on or 12
after the date of enactment of this Act. 13
(c) N
OADDITIONALFUNDS.—No additional funds 14
are authorized to be appropriated for the purpose of car-15
rying out this Act. 16
