5353 gram’ means a program that— 12
5454 ‘‘(i) meets the requirements of section 13

7171 ‘‘(i) IN GENERAL.—The term ‘eligible 1
7272 job training program’ means a career and 2
7373 technical education program at an institu-3
7474 tion of higher education that— 4
7575 ‘‘(I) provides not less than 150, 5
7676 and not more than 600, clock hours of 6
7777 instructional time over a period of not 7
7878 less than 8 weeks and not more than 8
7979 15 weeks; 9
8080 ‘‘(II) provides training aligned 10
8181 with the requirements of high-skill, 11
8282 high-wage, or in-demand industry sec-12
8383 tors or occupations in the State or 13
8484 local area, as determined by an indus-14
8585 try or sector partnership; 15
8686 ‘‘(III) is a program of training 16
8787 services, and provided through an eli-17
8888 gible training provider, as described 18
8989 under section 122(d) of the Workforce 19
9090 Innovation and Opportunity Act; 20
9191 ‘‘(IV) provides a student, upon 21
9292 completion of the program, with a rec-22
9393 ognized postsecondary credential that 23
9494 is recognized by employers in the rel-24

106106 validation of that determination by an 8
107107 industry or sector partnership) to pro-9
108108 vide academic content, an amount of 10
109109 instructional time, and a recognized 11
110110 postsecondary credential that are suf-12
111111 ficient to— 13
112112 ‘‘(aa) meet the hiring re-14
113113 quirements of potential employ-15
114114 ers; and 16
115115 ‘‘(bb) satisfy any applicable 17
116116 educational prerequisite require-18
117117 ment for professional licensure or 19
118118 certification, so that the student 20
119119 who completes the program and 21
120120 seeks employment qualifies to 22
121121 take any licensure or certification 23
122122 examination needed to practice or 24
123123 find employment in an occupa-25

129129 ‘‘(VI) may include integrated 3
130130 education and training; 4
131131 ‘‘(VII) may be offered as part of 5
132132 an eligible career pathway program; 6
133133 ‘‘(VIII) does not exceed by more 7
134134 than 50 percent the minimum number 8
135135 of clock hours required for training if 9
136136 the State has established such a re-10
137137 quirement; and 11
138138 ‘‘(IX) shall include institutional 12
139139 credit articulation for a student en-13
140140 rolled in a noncredit job training pro-14
141141 gram. 15
142142 ‘‘(ii) A
143143 PPROVAL BY THE SEC -16
144144 RETARY.—In the case of a program that is 17
145145 seeking to establish eligibility as an eligible 18
146146 job training program under this subpara-19
147147 graph, the Secretary shall make a deter-20
148148 mination about whether the program meets 21
149149 the requirements of this subparagraph not 22
150150 more than 60 days after the date on which 23
151151 such program is submitted for consider-24
152152 ation as an eligible job training program. 25

158158 gram is an eligible job training program in 3
159159 accordance with clause (ii) unless the Sec-4
160160 retary receives a certification from the ap-5
161161 propriate State board containing an assur-6
162162 ance that the program meets the require-7
163163 ments of clause (i). 8
164164 ‘‘(C) I
165165 NSTITUTION OF HIGHER EDU -9
166166 CATION.—The term ‘institution of higher edu-10
167167 cation’ means— 11
168168 ‘‘(i) an institution of higher education, 12
169169 as defined in section 101; or 13
170170 ‘‘(ii) a postsecondary vocational insti-14
171171 tution, as defined in section 102(c). 15

173173 NSTITUTIONAL CREDIT ARTICULA -16
174174 TION.—The term ‘institutional credit articula-17
175175 tion’ means an institution of higher education 18
176176 provides a student who has completed a non-19
177177 credit program with the equivalent academic 20
178178 credit that may be applied to a subsequent 21
179179 credit-bearing certificate or degree program 22
180180 upon enrollment in such program at such insti-23
181181 tution. 24

185185 ‘‘(E) WIOA DEFINITIONS.—The terms ‘in-1
186186 dustry or sector partnership’, ‘in-demand indus-2
187187 try sector or occupation’, ‘recognized postsec-3
188188 ondary credential’, and ‘State board’ have the 4
189189 meanings given such terms in section 3 of the 5
190190 Workforce Innovation and Opportunity Act. 6
191191 ‘‘(2) I
192192 N GENERAL.—For the award year begin-7
193193 ning on July 1, 2025, and each subsequent award 8
194194 year, the Secretary shall carry out a program 9
195195 through which the Secretary shall award Federal 10
196196 Pell Grants to students in eligible job training pro-11
197197 grams (referred to as a ‘job training Federal Pell 12
198198 Grant’). Each eligible job training Federal Pell 13
199199 Grant awarded under this subsection shall have the 14
200200 same terms and conditions, and be awarded in the 15
201201 same manner, as other Federal Pell Grants awarded 16
202202 under subsection (b), except as follows: 17
203203 ‘‘(A) A student who is eligible to receive a 18
204204 job training Federal Pell Grant under this sub-19
205205 section is a student who— 20
206206 ‘‘(i) has not yet attained a 21
207207 postbaccalaureate degree; 22
208208 ‘‘(ii) attends an institution of higher 23
209209 education; 24

213213 ‘‘(iii) is enrolled, or accepted for en-1
214214 rollment, in an eligible job training pro-2
215215 gram at such institution of higher edu-3
216216 cation; and 4
217217 ‘‘(iv) meets all other eligibility re-5
218218 quirements for a Federal Pell Grant (ex-6
219219 cept with respect to the type of program of 7
220220 study, as provided in clause (iii)). 8
221221 ‘‘(B) The amount of a job training Federal 9
222222 Pell Grant for an eligible student shall be deter-10
223223 mined under subsection (b), except that not-11
224224 withstanding subsection (b)(1)(B) a student 12
225225 who is eligible for less than the minimum Fed-13
226226 eral Pell Grant for an academic year in which 14
227227 the student is enrolled in an eligible program 15
228228 full time may still be eligible for a Federal Pell 16
229229 Grant. 17
230230 ‘‘(3) I
231231 NCLUSION IN TOTAL ELIGIBILITY PE -18
232232 RIOD.—Any period during which a student receives 19
233233 a job training Federal Pell Grant under this sub-20
234234 section shall be included in calculating the student’s 21
235235 period of eligibility for Federal Pell Grants under 22
236236 subsection (d), and the eligibility requirements re-23
237237 garding students who are enrolled in an under-24
238238 graduate program on less than a full-time basis shall 25

246246 CCREDITINGAGENCYRECOGNITION OFELIGI-4
247247 BLEJOBTRAININGPROGRAMS.—Section 496(a)(4) of the 5
248248 Higher Education Act of 1965 (20 U.S.C. 1099b(a)(4)) 6
249249 is amended— 7
250250 (1) in subparagraph (A), by striking ‘‘and’’ 8
251251 after the semicolon; 9
252252 (2) in subparagraph (B)(ii), by inserting ‘‘and’’ 10
253253 after the semicolon; and 11
254254 (3) by adding at the end the following: 12
255255 ‘‘(C) if such agency or association has or 13
256256 seeks to include within its scope of recognition 14
257257 the evaluation of the quality of institutions of 15
258258 higher education participating in the job train-16
259259 ing Federal Pell Grant program under section 17
260260 401(k), such agency or association shall, in ad-18
261261 dition to meeting the other requirements of this 19
262262 subpart, demonstrate to the Secretary that, 20
263263 with respect to such eligible job training pro-21
264264 grams (as defined in that subsection)— 22
265265 ‘‘(i) the agency or association’s stand-23
266266 ards include a process for determining if 24
267267 the institution has the capability to effec-25

273273 ‘‘(ii) the agency or association re-3
274274 quires a demonstration that the program— 4
275275 ‘‘(I) has identified each recog-5
276276 nized postsecondary credential offered 6
277277 and the corresponding industry or sec-7
278278 tor partnership that actively recog-8
279279 nizes each credential in the relevant 9
280280 industry in the State or local area 10
281281 where the industry is located; and 11
282282 ‘‘(II) provides the academic con-12
283283 tent and amount of instructional time 13
284284 that is sufficient to— 14
285285 ‘‘(aa) meet the hiring re-15
286286 quirements of potential employ-16
287287 ers; and 17
288288 ‘‘(bb) satisfy any applicable 18
289289 educational prerequisites for pro-19
290290 fessional licensure or certification 20
291291 requirements so that the student 21
292292 who completes the program and 22
293293 seeks employment qualifies to 23
294294 take any licensure or certification 24
295295 examination that is needed to 25

303303 NTERAGENCY DATASHARING.—The Secretary 4
304304 of Education shall coordinate and enter into a data shar-5
305305 ing agreement with the Secretary of Labor to ensure ac-6
306306 cess to data related to indicators of performance collected 7
307307 under section 116 of the Workforce Innovation and Oppor-8
308308 tunity Act (29 U.S.C. 3141). Under such data sharing 9
309309 agreement, the Commissioner of the National Center for 10
310310 Education Statistics shall collect and review the contents 11
311311 of performance reports for eligible providers of training 12
312312 services described in section 116(d)(4) of that Act not less 13
313313 frequently than once each year. 14

315315 INIMUMFEDERALPELLGRANT.—Section 15
316316 401(a)(2)(F) of the Higher Education Act of 1965 (20 16
317317 U.S.C. 1070a(a)(2)(F)) is amended by striking ‘‘10 per-17
318318 cent’’ and inserting ‘‘5 percent’’. 18
319319 (e) E
320320 FFECTIVEDATE.—This section, and the amend-19
321321 ments made by this section, shall take effect on July 1, 20
322322 2025. 21
