2929 NGENERAL.—The Energy Policy and Conserva-2
3030 tion Act is amended by inserting after section 163 (42 3
3131 U.S.C. 6243) the following: 4
3232 ‘‘SEC. 164. PROHIBITION ON CERTAIN EXPORTS. 5
3333 ‘‘(a) I
3434 NGENERAL.—The Secretary shall prohibit the 6
3535 export or sale of petroleum products drawn down from the 7
3636 Strategic Petroleum Reserve, under any provision of law, 8
3737 to— 9
3838 ‘‘(1) the People’s Republic of China; 10
3939 ‘‘(2) the Democratic People’s Republic of 11
4040 Korea; 12
4141 ‘‘(3) the Russian Federation; 13
4242 ‘‘(4) the Islamic Republic of Iran; and 14
4343 ‘‘(5) any entity that is under the ownership or 15
4444 control of— 16
4545 ‘‘(A) a country referred to in any of para-17
4646 graphs (1) through (4); or 18
4747 ‘‘(B) the Chinese Communist Party. 19
4848 ‘‘(b) W
4949 AIVER.—The Secretary may issue a waiver of 20
5050 the prohibition described in subsection (a) if the Secretary 21
5151 certifies that any export or sale authorized pursuant to 22
5252 the waiver is in the national security interests of the 23
5353 United States. 24

5555 ULE.—Not later than 60 days after the date 25
5656 of enactment of the Banning SPR Oil Exports to Foreign 26
