14	14	To establish Joint Operations Centers along the southern
15	15	border of the United States, and for other purposes.
16	16	Be it enacted by the Senate and House of Representa-1
17	17	tives of the United States of America in Congress assembled, 2
18	18	SECTION 1. SHORT TITLE. 3
19	19	This Act may be cited as the ‘‘Advanced Border Co-4
20	20	ordination Act of 2025’’. 5
21	21	SEC. 2. DEFINITIONS. 6
22	22	In this Act: 7
23	23	(1) C
24	24	ENTERS.—The term ‘‘Centers’’ means the 8
25	25	Joint Operations Centers established under section 9
26	26	3(a). 10

30	30	(2) DEPARTMENT.—The term ‘‘Department’’ 1
31	31	means the Department of Homeland Security. 2

33	33	ARTICIPATING FEDERAL AGENCY .—The 3
34	34	term ‘‘participating Federal agency’’ means— 4
35	35	(A) the Department; 5
36	36	(B) the Department of Defense; 6
37	37	(C) the Department of Justice; and 7
38	38	(D) any other Federal agency as the Sec-8
39	39	retary determines appropriate. 9

41	41	ECRETARY.—The term ‘‘Secretary’’ means 10
42	42	the Secretary of Homeland Security. 11
43	43	(5) S
44	44	TATE.—The term ‘‘State’’ means each 12
45	45	State of the United States, the District of Columbia, 13
46	46	and any territory or possession of the United States. 14
47	47	SEC. 3. ESTABLISHMENT OF JOINT OPERATIONS CENTERS. 15
48	48	(a) I
49	49	NGENERAL.—Not later than 6 months after the 16
50	50	date of enactment of this Act, the Department shall estab-17
51	51	lish not less than 2 Joint Operations Centers along the 18
52	52	southern border of the United States to provide unified 19
53	53	coordination centers, where law enforcement from multiple 20
54	54	Federal, State, local, and Tribal agencies can collaborate 21
55	55	in accordance with the purposes described in subsection 22
56	56	(b). 23

60	60	(b) MATTERSCOVERED.—The Centers shall provide 1
61	61	centralized operations hubs for matters related to the fol-2
62	62	lowing: 3
63	63	(1) Implementing coordination and communica-4
64	64	tion for field operations between participating Fed-5
65	65	eral, State, local, and Tribal agencies, as needed. 6
66	66	(2) Coordinating operations across participating 7
67	67	Federal, State, local, and Tribal agencies, as needed, 8
68	68	including ground, air, and sea or amphibious oper-9
69	69	ations. 10
70	70	(3) Coordinating and supporting border oper-11
71	71	ations, including deterring and detecting criminal ac-12
72	72	tivity related to— 13
73	73	(A) transnational criminal organizations; 14
74	74	(B) illegal border crossings; 15
75	75	(C) the seizure of weapons; 16
76	76	(D) the seizure of drugs; 17
77	77	(E) the seizure of high valued property; 18
78	78	(F) terrorism; 19
79	79	(G) human trafficking; 20
80	80	(H) drug trafficking; and 21
81	81	(I) such additional matters as the Sec-22
82	82	retary considers appropriate. 23

84	84	NFORMATION SHARING.—To ensure effective 24
85	85	transmission of information between participating Fed-25

89	89	eral, State, local, and Tribal agencies, for purposes of sub-1
90	90	section (b), coordination and communication shall in-2
91	91	clude— 3
92	92	(1) Federal agencies sharing pertinent informa-4
93	93	tion with participating State, local, and Tribal agen-5
94	94	cies through the Centers; and 6
95	95	(2) Federal agencies notifying participating 7
96	96	State, local, and Tribal agencies of operations occur-8
97	97	ring within the jurisdictions of those agencies. 9
98	98	(d) W
99	99	ORKFORCE CAPABILITIES.—The Centers 10
100	100	shall— 11
101	101	(1) track and coordinate deployment of partici-12
102	102	pating personnel; and 13
103	103	(2) coordinate training, as needed. 14
104	104	SEC. 4. REPORT. 15
105	105	Not later than 1 year after enactment of this Act, 16
106	106	and annually thereafter, the Secretary shall consult with 17
107	107	participating Federal agencies, and shall seek feedback 18
108	108	from participating State, local, and Tribal agencies, to re-19
109	109	port to Congress— 20
110	110	(1) a description of the efforts undertaken to 21
111	111	establish the Centers; 22
112	112	(2) an identification of the resources used for 23
113	113	the operations of the Centers; 24

118	118	nated and supported by each Center; 2
119	119	(4) a description of any significant interoper-3
120	120	ability and communication gaps identified between 4
121	121	participating Federal, State, local, and Tribal agen-5
122	122	cies within each Center; 6
123	123	(5) recommendations for improved coordination 7
124	124	and communication between participating Federal 8
125	125	agencies in developing and operating current and fu-9
126	126	ture Centers; and 10
127	127	(6) other data as the Secretary determines ap-11
128	128	propriate. 12
