1818 SECTION 1. SHORT TITLE. 3
1919 This Act may be cited as the ‘‘Advanced Border Co-4
2020 ordination Act of 2025’’. 5
2121 SEC. 2. DEFINITIONS. 6

2424 ENTERS.—The term ‘‘Centers’’ means the 8

3434 term ‘‘participating Federal agency’’ means— 4
3535 (A) the Department; 5
3636 (B) the Department of Defense; 6

3838 (D) any other Federal agency as the Sec-8
3939 retary determines appropriate. 9

4141 ECRETARY.—The term ‘‘Secretary’’ means 10
4242 the Secretary of Homeland Security. 11

4444 TATE.—The term ‘‘State’’ means each 12
4545 State of the United States, the District of Columbia, 13

4747 SEC. 3. ESTABLISHMENT OF JOINT OPERATIONS CENTERS. 15
4848 (a) I
4949 NGENERAL.—Not later than 6 months after the 16
5050 date of enactment of this Act, the Department shall estab-17
5151 lish not less than 2 Joint Operations Centers along the 18
5252 southern border of the United States to provide unified 19
5353 coordination centers, where law enforcement from multiple 20
5454 Federal, State, local, and Tribal agencies can collaborate 21
5555 in accordance with the purposes described in subsection 22
5656 (b). 23

6060 (b) MATTERSCOVERED.—The Centers shall provide 1
6161 centralized operations hubs for matters related to the fol-2
6262 lowing: 3
6363 (1) Implementing coordination and communica-4
6464 tion for field operations between participating Fed-5
6565 eral, State, local, and Tribal agencies, as needed. 6
6666 (2) Coordinating operations across participating 7
6767 Federal, State, local, and Tribal agencies, as needed, 8
6868 including ground, air, and sea or amphibious oper-9
6969 ations. 10
7070 (3) Coordinating and supporting border oper-11
7171 ations, including deterring and detecting criminal ac-12
7272 tivity related to— 13
7373 (A) transnational criminal organizations; 14
7474 (B) illegal border crossings; 15
7575 (C) the seizure of weapons; 16
7676 (D) the seizure of drugs; 17
7777 (E) the seizure of high valued property; 18
7878 (F) terrorism; 19
7979 (G) human trafficking; 20
8080 (H) drug trafficking; and 21
8181 (I) such additional matters as the Sec-22
8282 retary considers appropriate. 23

8484 NFORMATION SHARING.—To ensure effective 24
8585 transmission of information between participating Fed-25

8989 eral, State, local, and Tribal agencies, for purposes of sub-1
9090 section (b), coordination and communication shall in-2
9191 clude— 3
9292 (1) Federal agencies sharing pertinent informa-4
9393 tion with participating State, local, and Tribal agen-5
9494 cies through the Centers; and 6
9595 (2) Federal agencies notifying participating 7
9696 State, local, and Tribal agencies of operations occur-8
9797 ring within the jurisdictions of those agencies. 9
9898 (d) W
9999 ORKFORCE CAPABILITIES.—The Centers 10
100100 shall— 11
101101 (1) track and coordinate deployment of partici-12
102102 pating personnel; and 13
103103 (2) coordinate training, as needed. 14
104104 SEC. 4. REPORT. 15
105105 Not later than 1 year after enactment of this Act, 16
106106 and annually thereafter, the Secretary shall consult with 17
107107 participating Federal agencies, and shall seek feedback 18
108108 from participating State, local, and Tribal agencies, to re-19
109109 port to Congress— 20
110110 (1) a description of the efforts undertaken to 21
111111 establish the Centers; 22
112112 (2) an identification of the resources used for 23
113113 the operations of the Centers; 24

119119 (4) a description of any significant interoper-3
120120 ability and communication gaps identified between 4
121121 participating Federal, State, local, and Tribal agen-5
122122 cies within each Center; 6
123123 (5) recommendations for improved coordination 7
124124 and communication between participating Federal 8
125125 agencies in developing and operating current and fu-9
126126 ture Centers; and 10
127127 (6) other data as the Secretary determines ap-11
128128 propriate. 12
