2626 SEC. 2. PROGRAM TO SUPPORT FAMILIES OF MEMBERS OF 1
2727 THE ARMED FORCES WHO DIED IN NON-COM-2
2828 BAT MILITARY PLANE CRASHES. 3
2929 (a) I
3030 DENTIFICATION.—Not later than one year after 4
3131 the date of the enactment of this Act, the Secretary of 5
3232 Defense, in consultation with the Secretary of Veterans 6
3333 Affairs, shall— 7
3434 (1) identify and document all non-combat mili-8
3535 tary plane crashes categorized as ‘‘Operational Loss/ 9
3636 Non-War Loss’’— 10
3737 (A) based on a thorough review of records 11
3838 of the Department of Defense starting with cal-12
3939 endar year 1984; and 13
4040 (B) for such crashes that occurred before 14
4141 calendar year 1984, using information obtained 15
4242 from other organizations; and 16
4343 (2) develop and maintain a publicly accessible 17
4444 database of the names, ranks, and service details of 18
4545 all members of the Armed Forces who died in such 19
4646 crashes. 20
4747 (b) A
4848 SSISTANCE TOFAMILIES.—The Secretary of 21
4949 Defense, in consultation with the Secretary of Veterans 22
5050 Affairs, shall provide assistance to the families of members 23
5151 of the Armed Forces who died in crashes described in sub-24
5252 section (a)(1)— 25

5656 (1) to ensure that those families are aware of 1
5757 and have full access to the benefits, resources, and 2
5858 support services available from the Department of 3
5959 Defense; 4
6060 (2) to offer personalized guidance on navigating 5
6161 and applying for those benefits, resources, and serv-6
6262 ices, including financial assistance, counseling serv-7
6363 ices, and survivor benefits tailored to non-combat 8
6464 losses; and 9
6565 (3) to connect those families with community 10
6666 and peer support networks that allow them to meet 11
6767 and share experiences with others who have faced 12
6868 similar losses. 13

7070 ESIGNATEDPOINT OFCONTACT.—The Sec-14
7171 retary of Defense shall establish a designated point of con-15
7272 tact within the Department of Defense— 16
7373 (1) to be responsible for guiding families of 17
7474 members of the Armed Forces who died in crashes 18
7575 described in subsection (a)(1) through the benefits 19
7676 process; 20
7777 (2) to provide those families with updates on— 21
7878 (A) the availability of new programs, serv-22
7979 ices, and benefits; 23
8080 (B) changes to law that may affect the eli-24
8181 gibility of those families for support; and 25

8585 (C) advancements in efforts to recover 1
8686 members who died in crashes described in sub-2
8787 section (a)(1); and 3
8888 (3) to liaise with relevant agencies, such as the 4
8989 Department of Veterans Affairs, and local support 5
9090 organizations to ensure those families receive coordi-6
9191 nated, streamlined assistance. 7
9292 (d) C
9393 ONSULTATIONS.—In carrying out this section, 8
9494 the Secretary of Defense may consult with organizations 9
9595 with knowledge of and expertise relating to crashes de-10
9696 scribed in subsection (a)(1). 11
9797 (e) R
9898 EPORTREQUIRED.—Not later than 2 years 12
9999 after the date of the enactment of this Act, the Secretary 13
100100 of Defense shall submit to Congress a report on efforts 14
101101 carried out under this section that includes— 15
102102 (1) the number of families receiving support 16
103103 under subsection (b) and a description of the types 17
104104 of support those families received; 18
105105 (2) an assessment of progress made in devel-19
106106 oping the database required by subsection (a)(2) 20
107107 that includes an estimate of the percentage of crash-21
108108 es described in subsection (a)(1) that have been in-22
109109 cluded in the database as of the date of the report; 23
110110 (3) an assessment of the effectiveness of efforts 24
111111 carried out under this section and the satisfaction of 25

116116 died in crashes described in subsection (a)(1); and 2
117117 (4) any recommendations for legislative changes 3
118118 to improve efforts carried out under this section. 4

120120 ONDISCRIMINATIONPROVISIONS.— 5
121121 (1) I
122122 N GENERAL.—For the purpose of applying 6
123123 the prohibitions against discrimination on the basis 7
124124 of disability under section 504 of the Rehabilitation 8
125125 Act of 1973 (29 U.S.C. 794), on the basis of sex 9
126126 under title IX of the Education Amendments of 10
127127 1972 (20 U.S.C. 1681 et seq.), or on the basis of 11
128128 race, color, or national origin under title VI of the 12
129129 Civil Rights Act of 1964 (42 U.S.C. 2000d et seq.), 13
130130 programs and activities funded or otherwise finan-14
131131 cially assisted in whole or in part under this section 15
132132 to provide assistance to families under this section, 16
133133 even if carried out directly by the Department of 17
134134 Defense or the Department of Veterans Affairs, are 18
135135 considered to be education programs and activities 19
136136 receiving Federal financial assistance. 20
137137 (2) E
138138 NFORCEMENT.—The Secretary of Defense 21
139139 and the Secretary of Veterans Affairs shall effec-22
140140 tuate the provisions of paragraph (1) by issuing reg-23
141141 ulations, applicable to officers or employees of the 24
142142 Department of Defense or Department of Veterans 25
