14	14	To develop a database of members of the Armed Forces
15	15	who died in non-combat military plane crashes and to
16	16	provide support to the families of such members, and
17	17	for other purposes.
18	18	Be it enacted by the Senate and House of Representa-1
19	19	tives of the United States of America in Congress assembled, 2
20	20	SECTION 1. SHORT TITLE. 3
21	21	This Act may be cited as the ‘‘Flight 293 Remem-4
22	22	brance Act’’. 5

26	26	SEC. 2. PROGRAM TO SUPPORT FAMILIES OF MEMBERS OF 1
27	27	THE ARMED FORCES WHO DIED IN NON-COM-2
28	28	BAT MILITARY PLANE CRASHES. 3
29	29	(a) I
30	30	DENTIFICATION.—Not later than one year after 4
31	31	the date of the enactment of this Act, the Secretary of 5
32	32	Defense, in consultation with the Secretary of Veterans 6
33	33	Affairs, shall— 7
34	34	(1) identify and document all non-combat mili-8
35	35	tary plane crashes categorized as ‘‘Operational Loss/ 9
36	36	Non-War Loss’’— 10
37	37	(A) based on a thorough review of records 11
38	38	of the Department of Defense starting with cal-12
39	39	endar year 1984; and 13
40	40	(B) for such crashes that occurred before 14
41	41	calendar year 1984, using information obtained 15
42	42	from other organizations; and 16
43	43	(2) develop and maintain a publicly accessible 17
44	44	database of the names, ranks, and service details of 18
45	45	all members of the Armed Forces who died in such 19
46	46	crashes. 20
47	47	(b) A
48	48	SSISTANCE TOFAMILIES.—The Secretary of 21
49	49	Defense, in consultation with the Secretary of Veterans 22
50	50	Affairs, shall provide assistance to the families of members 23
51	51	of the Armed Forces who died in crashes described in sub-24
52	52	section (a)(1)— 25

56	56	(1) to ensure that those families are aware of 1
57	57	and have full access to the benefits, resources, and 2
58	58	support services available from the Department of 3
59	59	Defense; 4
60	60	(2) to offer personalized guidance on navigating 5
61	61	and applying for those benefits, resources, and serv-6
62	62	ices, including financial assistance, counseling serv-7
63	63	ices, and survivor benefits tailored to non-combat 8
64	64	losses; and 9
65	65	(3) to connect those families with community 10
66	66	and peer support networks that allow them to meet 11
67	67	and share experiences with others who have faced 12
68	68	similar losses. 13

70	70	ESIGNATEDPOINT OFCONTACT.—The Sec-14
71	71	retary of Defense shall establish a designated point of con-15
72	72	tact within the Department of Defense— 16
73	73	(1) to be responsible for guiding families of 17
74	74	members of the Armed Forces who died in crashes 18
75	75	described in subsection (a)(1) through the benefits 19
76	76	process; 20
77	77	(2) to provide those families with updates on— 21
78	78	(A) the availability of new programs, serv-22
79	79	ices, and benefits; 23
80	80	(B) changes to law that may affect the eli-24
81	81	gibility of those families for support; and 25

85	85	(C) advancements in efforts to recover 1
86	86	members who died in crashes described in sub-2
87	87	section (a)(1); and 3
88	88	(3) to liaise with relevant agencies, such as the 4
89	89	Department of Veterans Affairs, and local support 5
90	90	organizations to ensure those families receive coordi-6
91	91	nated, streamlined assistance. 7
92	92	(d) C
93	93	ONSULTATIONS.—In carrying out this section, 8
94	94	the Secretary of Defense may consult with organizations 9
95	95	with knowledge of and expertise relating to crashes de-10
96	96	scribed in subsection (a)(1). 11
97	97	(e) R
98	98	EPORTREQUIRED.—Not later than 2 years 12
99	99	after the date of the enactment of this Act, the Secretary 13
100	100	of Defense shall submit to Congress a report on efforts 14
101	101	carried out under this section that includes— 15
102	102	(1) the number of families receiving support 16
103	103	under subsection (b) and a description of the types 17
104	104	of support those families received; 18
105	105	(2) an assessment of progress made in devel-19
106	106	oping the database required by subsection (a)(2) 20
107	107	that includes an estimate of the percentage of crash-21
108	108	es described in subsection (a)(1) that have been in-22
109	109	cluded in the database as of the date of the report; 23
110	110	(3) an assessment of the effectiveness of efforts 24
111	111	carried out under this section and the satisfaction of 25

116	116	died in crashes described in subsection (a)(1); and 2
117	117	(4) any recommendations for legislative changes 3
118	118	to improve efforts carried out under this section. 4

120	120	ONDISCRIMINATIONPROVISIONS.— 5
121	121	(1) I
122	122	N GENERAL.—For the purpose of applying 6
123	123	the prohibitions against discrimination on the basis 7
124	124	of disability under section 504 of the Rehabilitation 8
125	125	Act of 1973 (29 U.S.C. 794), on the basis of sex 9
126	126	under title IX of the Education Amendments of 10
127	127	1972 (20 U.S.C. 1681 et seq.), or on the basis of 11
128	128	race, color, or national origin under title VI of the 12
129	129	Civil Rights Act of 1964 (42 U.S.C. 2000d et seq.), 13
130	130	programs and activities funded or otherwise finan-14
131	131	cially assisted in whole or in part under this section 15
132	132	to provide assistance to families under this section, 16
133	133	even if carried out directly by the Department of 17
134	134	Defense or the Department of Veterans Affairs, are 18
135	135	considered to be education programs and activities 19
136	136	receiving Federal financial assistance. 20
137	137	(2) E
138	138	NFORCEMENT.—The Secretary of Defense 21
139	139	and the Secretary of Veterans Affairs shall effec-22
140	140	tuate the provisions of paragraph (1) by issuing reg-23
141	141	ulations, applicable to officers or employees of the 24
142	142	Department of Defense or Department of Veterans 25

147	147	this section directly, including provisions specifying 2
148	148	how the corresponding Secretary shall enforce the 3
