15	15	To amend the Marsh-Billings-Rockefeller National Historical
16	16	Park Establishment Act to expand the boundary of the
17	17	Marsh-Billings-Rockefeller National Historical Park in
18	18	the State of Vermont, and for other purposes.
19	19	Be it enacted by the Senate and House of Representa-1
20	20	tives of the United States of America in Congress assembled, 2
21	21	SECTION 1. SHORT TITLE. 3
22	22	This Act may be cited as the ‘‘Marsh-Billings-Rocke-4
23	23	feller National Historical Park Establishment Act Amend-5
24	24	ments Act of 2025’’. 6

29	29	Section 3 of the Marsh-Billings-Rockefeller National 2

31	31	is amended by striking subsection (b) and inserting the 4
32	32	following: 5
33	33	‘‘(b) B
34	34	OUNDARIES; MAP.— 6

36	36	OUNDARIES.— 7

38	38	N GENERAL.—The boundaries of the 8
39	39	park shall be as generally depicted on the map 9
40	40	entitled ‘Marsh-Billings-Rockefeller National 10
41	41	Historical Park, Proposed Boundary Revision’, 11
42	42	numbered 456/190,048, and dated August 12
43	43	2023. 13
44	44	‘‘(B) I
45	45	NCLUSIONS.—The park shall include 14
46	46	the following: 15
47	47	‘‘(i) A historic zone, including— 16
48	48	‘‘(I) the Marsh-Billings-Rocke-17
49	49	feller Mansion; 18
50	50	‘‘(II) surrounding buildings; and 19
51	51	‘‘(III) a portion of the area 20
52	52	known as ‘Mt. Tom’. 21
53	53	‘‘(ii) A protection zone, including the 22
54	54	area occupied by the Billings Farm and 23
55	55	Museum. 24
56	56	‘‘(iii) The King Farm, which shall be 25
57	57	divided between the historic zone described 26

65	65	VAILABILITY OF MAP .—The map de-4
66	66	scribed in paragraph (1)(A) shall be on file and 5
67	67	available for public inspection in the appropriate of-6
68	68	fices of the National Park Service.’’. 7
69	69	SEC. 3. ACQUISITION OF LAND. 8
70	70	Section 4 of the Marsh-Billings-Rockefeller National 9
71	71	Historical Park Establishment Act (16 U.S.C. 410vv–2) 10
72	72	is amended— 11
73	73	(1) in subsection (b)— 12
74	74	(A) by striking paragraphs (1) and (2) and 13
75	75	inserting the following: 14
76	76	‘‘(1) I
77	77	N GENERAL.—The Secretary may acquire 15
78	78	land or an interest in land within the boundary of 16
79	79	the park by— 17
80	80	‘‘(A) donation; 18
81	81	‘‘(B) purchase from a willing seller with 19
82	82	donated or appropriated funds; 20
83	83	‘‘(C) transfer from a Federal agency; or 21
84	84	‘‘(D) exchange. 22

86	86	ING FARM.—Acquisition by the Secretary 23
87	87	of the land described in section 3(b)(1)(B)(iii) shall 24

94	94	‘‘(B) a right of access to the land acquired 3

99	99	OMMERCIAL OPERATION .—The Sec-7

104	104	of the land described in section 3(b)(1)(B)(iii), the ac-11
105	105	quired land may be used for— 12
106	106	‘‘(1) agricultural and forestry purposes, includ-13
107	107	ing the growing and harvesting of crops and trees, 14
108	108	animal husbandry, and other agricultural operations 15
109	109	customary in the State of Vermont; 16
110	110	‘‘(2) conservation purposes in a manner that 17
111	111	preserves the historic character of a working farm 18
112	112	and forest; and 19
113	113	‘‘(3) educational purposes relating to agri-20
114	114	culture, forestry, and conservation activities, includ-21
115	115	ing the study of natural history.’’. 22
116	116	SEC. 4. SCENIC ZONE. 23
117	117	Section 5(a) of the Marsh-Billings-Rockefeller Na-24
118	118	tional Historical Park Establishment Act (16 U.S.C. 25

145	145	‘‘(1) to highlight and encourage the advance-22
146	146	ment of stewardship practices through workshops, 23
147	147	public programs, learning opportunities, and similar 24

157	157	ment, and community engagement in the fields of 6
158	158	conservation and resource stewardship. 7

160	160	DMINISTRATION.—The Institute shall be man-8
161	161	aged as a program of the park.’’. 9
