To amend section 1030 of title 18, United States Code,
to include conspiracy in the offenses and penalties relat-
ing to computer fraud.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Cyber Conspiracy Mod-4
ernization Act’’. 5
SEC. 2. PENALTIES FOR CONSPIRACIES TO VIOLATE SEC-6
TION 1030. 7
Section 1030(c) of title 18, United States Code, is 8
amended— 9

(1) by inserting ‘‘or a conspiracy’’ after ‘‘an at-1
tempt’’ each place it appears; and 2
(2) in paragraph (4)— 3
(A) in subparagraph (A)(i), in the matter 4
preceding subclause (I), by striking ‘‘at-5
tempted’’ and inserting ‘‘attempt or a con-6
spiracy to commit an’’; 7
(B) in subparagraph (B)(i), by striking 8
‘‘attempted’’ and inserting ‘‘attempt or a con-9
spiracy to commit an’’; 10
(C) in subparagraph (E), by inserting ‘‘, 11
conspires to cause,’’ after ‘‘attempts to cause’’; 12
and 13
(D) in subparagraph (F), by inserting ‘‘, 14
conspires to cause,’’ after ‘‘attempts to cause’’. 15
