32	32	VELOPMENT AND ENGAGEMENT.—Section 138(b) of title 8
33	33	10, United States Code, is amended— 9
34	34	(1) by redesignating paragraphs (7) and (8) as 10
35	35	paragraphs (8) and (9), respectively; and 11
36	36	(2) by inserting after paragraph (6) the fol-12
37	37	lowing new paragraph (7): 13
38	38	‘‘(7) One of the Assistant Secretaries is the Assistant 14
39	39	Secretary of Defense for International Industrial Base De-15
40	40	velopment and Engagement, who shall report directly to 16
41	41	the Under Secretary of Defense for Acquisition and 17
42	42	Sustainment. The principal duty of the Assistant Sec-18
43	43	retary shall be to strengthen the United States defense 19
44	44	industrial base through the promotion of cooperation with 20
45	45	security partners and allies of the United States, including 21
46	46	Taiwan.’’. 22

56	56	(1) IN GENERAL.—On and after the date of the 1
57	57	enactment of this Act— 2
58	58	(A) the Assistant Secretary of Defense for 3
59	59	Strategy, Plans, and Capabilities shall be 4
60	60	known as the Assistant Secretary of Defense 5
61	61	for Strategy, Plans, Capabilities, and Homeland 6
62	62	Defense; and 7
63	63	(B) any reference in any law or regulation 8
64	64	to the Assistant Secretary of Defense for Strat-9
65	65	egy, Plans, and Capabilities shall be deemed to 10
66	66	be a reference to the Assistant Secretary of De-11
67	67	fense for Strategy, Plans, Capabilities, and 12
68	68	Homeland Defense. 13

70	70	STABLISHMENT.—Section 138(b) of title 14
71	71	10, United States Code, as amended by subsection 15
72	72	(a), is further amended by adding at the end the fol-16
73	73	lowing new paragraph: 17
74	74	‘‘(10)(A) One of the Assistant Secretaries is the As-18
75	75	sistant Secretary of Defense for Strategy, Plans, Capabili-19
76	76	ties, and Homeland Defense. 20
77	77	‘‘(B) The principal duty of the Assistant Secretary 21
78	78	shall be to advise the Secretary of Defense, the Deputy 22
79	79	Secretary of Defense, the Under Secretary of Defense for 23
80	80	Policy, and the Principal Deputy Under Secretary of De-24
81	81	fense on— 25

90	90	ance by the Department of Defense; 6
91	91	‘‘(II) support by the Department for civil 7
92	92	authorities; and 8
93	93	‘‘(III) Arctic and global resilience; and 9
94	94	‘‘(iii) advancing and representing priority issues 10
95	95	with— 11
96	96	‘‘(I) other Federal agencies; 12
97	97	‘‘(II) countries that are allies and partners 13
98	98	of the United States; 14
99	99	‘‘(III) State, local, territorial, and Tribal 15
100	100	governments; and 16
101	101	‘‘(IV) private sector organizations.’’. 17
