Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Bringing Oversight 4
to Washington and Safety to Every Resident Act’’ or the 5
‘‘BOWSER Act’’. 6

SEC. 2. REPEAL OF DISTRICT OF COLUMBIA HOME RULE 1
ACT. 2
Effective on the date that is 1 year after the date 3
of enactment of this Act, the District of Columbia Home 4
Rule Act (Public Law 93–198; 87 Stat. 774) is repealed. 5
