Substance Use to award formula grants to the States 
to address gambling addiction, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Gambling Addiction 4
Recovery, Investment, and Treatment Act’’. 5
SEC. 2. GRANTS TO ADDRESS GAMBLING ADDICTION. 6

(1) IN GENERAL.—The Assistant Secretary for 1
Mental Health and Substance Use shall award 2
grants to the States to address gambling addiction 3
in amounts determined in accordance with para-4
graph (2). 5
(2) D
ETERMINATION OF AMOUNT .—The Assist-6
ant Secretary for Mental Health and Substance Use 7
shall— 8
(A) allocate the total amount of funds 9
awarded as grants under paragraph (1) among 10
the States for a fiscal year in the same ratios 11
as the Assistant Secretary allocates the total 12
amount of block grants for prevention and 13
treatment of substance abuse under subpart II 14
of part B of title XIX of the Public Health 15
Service Act (42 U.S.C. 300x–21 et seq.) among 16
the States for such fiscal year; and 17
(B) if any State fails to apply for a grant 18
under this subsection for such fiscal year, re-19
allocate the amount that would otherwise be 20
awarded to such State among the States that 21
do so apply in proportion to the amounts allo-22
cated to such States under subparagraph (A). 23
(3) D
EFINITION.—In this subsection, the term 24
‘‘State’’ has the meaning given to that term in sec-25

U.S.C. 300x–64). 2
(b) N
ATIONALINSTITUTE ONDRUGABUSE.—The 3
Director of the National Institute on Drug Abuse may 4
award grants to support research on gambling addiction. 5
(c) R
EPORT.—Not later than 3 years after the date 6
of enactment of this Act, the Secretary of Health and 7
Human Services shall submit a report to the Congress on 8
the effectiveness of the programs and activities carried out 9
pursuant to subsections (a) and (b). 10
(d) A
UTHORIZATION OF APPROPRIATIONS.—There 11
are authorized to be appropriated for each of fiscal years 12
2025 through 2034— 13
(1) to carry out subsection (a), the amount that 14
is 37.5 percent of the amount estimated by the Sec-15
retary of the Treasury as being equal to the amount 16
of taxes received under section 4401(a)(1) of the In-17
ternal Revenue Code of 1986 during the preceding 18
fiscal year; and 19
(2) to carry out subsection (b), the amount that 20
is 12.5 percent of such amount estimated by the 21
Secretary of the Treasury. 22
