A BILL 
To establish a Federal grant program to combat the 
smuggling and trafficking of children and young women. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLES. 3
This Act may be cited as the ‘‘Stopping the Abuse, 4
Victimization, and Exploitation of Girls Act’’ or the 5
‘‘SAVE Girls Act’’. 6

SEC. 2. COMBATING THE SMUGGLING AND TRAFFICKING 1
OF CHILDREN AND YOUNG WOMEN. 2
Section 107 of the Trafficking Victims Protection Act 3
of 2000 (22 U.S.C. 7105) is amended by striking sub-4
section (d) and inserting the following: 5
‘‘(5) R
ULE OF CONSTRUCTION .—Nothing in 6
this subsection may be construed as creating any 7
private cause of action against the United States or 8
officers or employees of the United States. 9
‘‘(d) G
RANTPROGRAMTOCOMBAT THESMUGGLING 10
ANDTRAFFICKING OFCHILDREN ANDYOUNGWOMEN.— 11
‘‘(1) G
RANTS AUTHORIZED .—In addition to 12
other grants authorized under this section, the At-13
torney General and the Secretary of Health and 14
Human Services, in consultation with the Secretary 15
of State, may award grants to States, Indian tribes, 16
units of local government, and nonprofit, nongovern-17
mental victims’ service organizations to combat the 18
smuggling and trafficking of children and young 19
women. 20
‘‘(2) P
RIMARY FOCUS.—The primary focus of 21
the grant program authorized under paragraph (1) 22
shall be— 23
‘‘(A) to prevent the smuggling of children 24
and young women between 12 and 24 years of 25

age across the borders of the United States; 1
and 2
‘‘(B) to provide support for children and 3
young women between 12 and 24 years of age 4
who have already been smuggled into the 5
United States or who have been or are at risk 6
of becoming victims of child sex trafficking or 7
a severe form of trafficking in persons. 8
‘‘(3) A
UTHORIZATION OF APPROPRIATIONS .— 9
There is authorized to be appropriated to the Attor-10
ney General $50,000,000, which shall be used for 11
grants authorized under paragraph (1) and shall re-12
main available until expended.’’. 13
