A BILL 
To amend the Protection of Lawful Commerce in Arms Act 
to provide for the removal and dismissal of qualified 
civil liability actions. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Protection of Lawful 4
Commerce in Arms Act Federal Jurisdiction Act’’ or the 5
‘‘PLCAA Federal Jurisdiction Act’’. 6

SEC. 2. REMOVAL AND DISMISSAL OF QUALIFIED CIVIL LI-1
ABILITY ACTIONS. 2
Section 3 of the Protection of Lawful Commerce in 3
Arms Act (15 U.S.C. 7902) is amended by adding at the 4
end the following: 5
‘‘(c) R
EMOVAL ANDDISMISSAL.— 6
‘‘(1) R
EMOVAL.—In any civil action in a State 7
court in which a defendant that is a manufacturer, 8
seller, or trade association asserts that the civil ac-9
tion is a qualified civil liability action, that defend-10
ant may remove the civil action to the district court 11
of the United States for the district and division em-12
bracing the place where the civil action is pending. 13
‘‘(2) D
ISMISSAL.—The district court of the 14
United States to which a civil action is removed 15
under paragraph (1) may— 16
‘‘(A) determine whether the civil action is 17
a qualified civil liability action; and 18
‘‘(B) dismiss the civil action accordingly.’’. 19
