2222 Police Act of 2025’’. 5

2929 (a) I
3030 NGENERAL.—On and after the date of the en-4
3131 actment of this Act, the President shall impose— 5
3232 (1) the sanctions described in subsection (b)(1) 6
3333 with respect to any foreign person the President de-7
3434 termines is— 8
3535 (A) a provincial, municipal, or other juris-9
3636 dictional police department or law enforcement 10
3737 institution in the People’s Republic of China, 11
3838 including the provincial police departments of 12
3939 Xinjiang Uyghur Autonomous Region and 13
4040 Fujian; 14
4141 (B) a member of the senior leadership of 15
4242 a department or institution described in sub-16
4343 paragraph (A); 17
4444 (C) directly associated with establishing or 18
4545 maintaining a Chinese police presence in the 19
4646 United States; 20
4747 (D) acting under the direction and control 21
4848 of a provincial, municipal, or other Public Secu-22
4949 rity Bureau or law enforcement institution in 23
5050 the People’s Republic of China; or 24
5151 (E) acting under the direction or control of 25
5252 the United Front Work Department with the 26

5656 intention of covertly monitoring or intimidating 1
5757 individuals living in the United States; and 2
5858 (2) the sanctions described in subsection (b)(2) 3
5959 with respect to an alien the President determines 4
6060 is— 5
6161 (A) an employee of a department or insti-6
6262 tution described in paragraph (1)(A) or foreign 7
6363 person described in paragraph (1)(E); 8
6464 (B) an immediate family member of such 9
6565 an employee; or 10
6666 (C) directly associated with establishing or 11
6767 maintaining a Chinese police presence or a 12
6868 presence of the United Front Work Department 13
6969 in the United States. 14

7171 ANCTIONSDESCRIBED.—The sanctions de-15
7272 scribed in this subsection with respect to a foreign person 16
7373 described in subsection (a) are the following: 17
7474 (1) P
7575 ROPERTY BLOCKING.—The President shall 18
7676 exercise all of the powers granted by the Inter-19
7777 national Emergency Economic Powers Act (50 20
7878 U.S.C. 1701 et seq.) to the extent necessary to block 21
7979 and prohibit all transactions in all property and in-22
8080 terests in property of any foreign person described 23
8181 in subsection (a)(1) if such property and interests in 24
8282 property are in the United States, come within the 25

8989 LIENS INADMISSIBLE FOR VISAS , ADMIS-3
9090 SION, OR PAROLE.— 4
9191 (A) V
9292 ISAS, ADMISSION, OR PAROLE.—In 5
9393 the case of an alien described in subsection (a), 6
9494 the alien is— 7
9595 (i) inadmissible to the United States; 8
9696 (ii) ineligible to receive a visa or other 9
9797 documentation to enter the United States; 10
9898 and 11
9999 (iii) otherwise ineligible to be admitted 12
100100 or paroled into the United States or to re-13
101101 ceive any other benefit under the Immigra-14
102102 tion and Nationality Act (8 U.S.C. 1101 et 15
103103 seq.). 16

105105 URRENT VISAS REVOKED .— 17
106106 (i) I
107107 N GENERAL.—The visa or other 18
108108 entry documentation of an alien described 19
109109 in subparagraph (A) shall be revoked, re-20
110110 gardless of when such visa or other entry 21
111111 documentation was issued. 22
112112 (ii) I
113113 MMEDIATE EFFECT .—A revoca-23
114114 tion under clause (i) shall— 24
115115 (I) take effect immediately; and 25

120120 other valid visa or entry documenta-2
121121 tion that is in the alien’s possession. 3

123123 AIVER.— 4
124124 (1) I
125125 N GENERAL.—The President may, on a 5
126126 case-by-case basis and for periods not to exceed 30 6
127127 days, waive the application of sanctions under this 7
128128 section with respect to a foreign person if the Presi-8
129129 dent certifies to Congress not later than 15 days be-9
130130 fore the waiver is to take effect that the waiver is 10
131131 vital to the national security interests of the United 11
132132 States. 12
133133 (2) F
134134 ORM OF CERTIFICATION .—The President 13
135135 may submit a certification under paragraph (1) to 14
136136 Congress in classified form if the President deter-15
137137 mines it is necessary to do so. 16

139139 MPLEMENTATION; PENALTIES.— 17
140140 (1) I
141141 MPLEMENTATION.—The President may ex-18
142142 ercise all authorities provided under sections 203 19
143143 and 205 of the International Emergency Economic 20
144144 Powers Act (50 U.S.C. 1702 and 1704) to carry out 21
145145 this section. 22

147147 ENALTIES.—A person that violates, at-23
148148 tempts to violate, conspires to violate, or causes a 24
149149 violation of this section or any regulation, license, or 25

154154 to the penalties set forth in subsections (b) and (c) 2
155155 of section 206 of the International Emergency Eco-3
156156 nomic Powers Act (50 U.S.C. 1705) to the same ex-4
157157 tent as a person that commits an unlawful act de-5
158158 scribed in subsection (a) of that section. 6

160160 ROHIBITION ONPARTICIPATION INCERTAININ-7
161161 VESTIGATIONS.—The President shall direct all Federal 8
162162 agencies not to participate in any investigation that is not 9
163163 initiated by the United States Government into any for-10
164164 eign person described in subsection (a) unless the Presi-11
165165 dent determines that participating in such an investigation 12
166166 is vital to health, safety, and well-being of United States 13
167167 citizens. 14

169169 EFINITIONS.—In this section: 15
170170 (1) A
171171 DMITTED ALIEN.—The terms ‘‘admitted’’ 16
172172 and ‘‘alien’’ have the meanings given those terms in 17
173173 section 101 of the Immigration and Nationality Act 18
174174 (8 U.S.C. 1101). 19
175175 (2) F
176176 OREIGN PERSON.—The term ‘‘foreign per-20
177177 son’’ means a person that is not a United States 21
178178 person. 22

180180 MMEDIATE FAMILY MEMBER .—The term 23
181181 ‘‘immediate family member’’, with respect to a for-24

189189 dividual or entity, including a governmental entity. 4

191191 NITED STATES PERSON .—The term 5
192192 ‘‘United States person’’ means— 6
193193 (A) an individual who is a United States 7
194194 citizen or an alien lawfully admitted for perma-8
195195 nent residence to the United States; 9
196196 (B) an entity organized under the laws of 10
197197 the United States or any jurisdiction within the 11
198198 United States, including a foreign branch of 12
199199 such an entity; or 13
200200 (C) any person in the United States. 14
