18	18	Be it enacted by the Senate and House of Representa-1
19	19	tives of the United States of America in Congress assembled, 2
20	20	SECTION 1. SHORT TITLE. 3
21	21	This Act may be cited as the ‘‘Expel Illegal Chinese 4
22	22	Police Act of 2025’’. 5

26	26	SEC. 2. SANCTIONS WITH RESPECT TO POLICE DEPART-1
27	27	MENTS IN THE PEOPLE’S REPUBLIC OF 2
28	28	CHINA. 3
29	29	(a) I
30	30	NGENERAL.—On and after the date of the en-4
31	31	actment of this Act, the President shall impose— 5
32	32	(1) the sanctions described in subsection (b)(1) 6
33	33	with respect to any foreign person the President de-7
34	34	termines is— 8
35	35	(A) a provincial, municipal, or other juris-9
36	36	dictional police department or law enforcement 10
37	37	institution in the People’s Republic of China, 11
38	38	including the provincial police departments of 12
39	39	Xinjiang Uyghur Autonomous Region and 13
40	40	Fujian; 14
41	41	(B) a member of the senior leadership of 15
42	42	a department or institution described in sub-16
43	43	paragraph (A); 17
44	44	(C) directly associated with establishing or 18
45	45	maintaining a Chinese police presence in the 19
46	46	United States; 20
47	47	(D) acting under the direction and control 21
48	48	of a provincial, municipal, or other Public Secu-22
49	49	rity Bureau or law enforcement institution in 23
50	50	the People’s Republic of China; or 24
51	51	(E) acting under the direction or control of 25
52	52	the United Front Work Department with the 26

56	56	intention of covertly monitoring or intimidating 1
57	57	individuals living in the United States; and 2
58	58	(2) the sanctions described in subsection (b)(2) 3
59	59	with respect to an alien the President determines 4
60	60	is— 5
61	61	(A) an employee of a department or insti-6
62	62	tution described in paragraph (1)(A) or foreign 7
63	63	person described in paragraph (1)(E); 8
64	64	(B) an immediate family member of such 9
65	65	an employee; or 10
66	66	(C) directly associated with establishing or 11
67	67	maintaining a Chinese police presence or a 12
68	68	presence of the United Front Work Department 13
69	69	in the United States. 14

71	71	ANCTIONSDESCRIBED.—The sanctions de-15
72	72	scribed in this subsection with respect to a foreign person 16
73	73	described in subsection (a) are the following: 17
74	74	(1) P
75	75	ROPERTY BLOCKING.—The President shall 18
76	76	exercise all of the powers granted by the Inter-19
77	77	national Emergency Economic Powers Act (50 20
78	78	U.S.C. 1701 et seq.) to the extent necessary to block 21
79	79	and prohibit all transactions in all property and in-22
80	80	terests in property of any foreign person described 23
81	81	in subsection (a)(1) if such property and interests in 24
82	82	property are in the United States, come within the 25

87	87	or control of a United States person. 2
88	88	(2) A
89	89	LIENS INADMISSIBLE FOR VISAS , ADMIS-3
90	90	SION, OR PAROLE.— 4
91	91	(A) V
92	92	ISAS, ADMISSION, OR PAROLE.—In 5
93	93	the case of an alien described in subsection (a), 6
94	94	the alien is— 7
95	95	(i) inadmissible to the United States; 8
96	96	(ii) ineligible to receive a visa or other 9
97	97	documentation to enter the United States; 10
98	98	and 11
99	99	(iii) otherwise ineligible to be admitted 12
100	100	or paroled into the United States or to re-13
101	101	ceive any other benefit under the Immigra-14
102	102	tion and Nationality Act (8 U.S.C. 1101 et 15
103	103	seq.). 16
104	104	(B) C
105	105	URRENT VISAS REVOKED .— 17
106	106	(i) I
107	107	N GENERAL.—The visa or other 18
108	108	entry documentation of an alien described 19
109	109	in subparagraph (A) shall be revoked, re-20
110	110	gardless of when such visa or other entry 21
111	111	documentation was issued. 22
112	112	(ii) I
113	113	MMEDIATE EFFECT .—A revoca-23
114	114	tion under clause (i) shall— 24
115	115	(I) take effect immediately; and 25

121	121	tion that is in the alien’s possession. 3

124	124	(1) I
125	125	N GENERAL.—The President may, on a 5
126	126	case-by-case basis and for periods not to exceed 30 6
127	127	days, waive the application of sanctions under this 7
128	128	section with respect to a foreign person if the Presi-8
129	129	dent certifies to Congress not later than 15 days be-9
130	130	fore the waiver is to take effect that the waiver is 10
131	131	vital to the national security interests of the United 11
132	132	States. 12
133	133	(2) F
134	134	ORM OF CERTIFICATION .—The President 13
135	135	may submit a certification under paragraph (1) to 14
136	136	Congress in classified form if the President deter-15
137	137	mines it is necessary to do so. 16

139	139	MPLEMENTATION; PENALTIES.— 17
140	140	(1) I
141	141	MPLEMENTATION.—The President may ex-18
142	142	ercise all authorities provided under sections 203 19
143	143	and 205 of the International Emergency Economic 20
144	144	Powers Act (50 U.S.C. 1702 and 1704) to carry out 21
145	145	this section. 22

147	147	ENALTIES.—A person that violates, at-23
148	148	tempts to violate, conspires to violate, or causes a 24
149	149	violation of this section or any regulation, license, or 25

154	154	to the penalties set forth in subsections (b) and (c) 2
155	155	of section 206 of the International Emergency Eco-3
156	156	nomic Powers Act (50 U.S.C. 1705) to the same ex-4
157	157	tent as a person that commits an unlawful act de-5
158	158	scribed in subsection (a) of that section. 6

160	160	ROHIBITION ONPARTICIPATION INCERTAININ-7
161	161	VESTIGATIONS.—The President shall direct all Federal 8
162	162	agencies not to participate in any investigation that is not 9
163	163	initiated by the United States Government into any for-10
164	164	eign person described in subsection (a) unless the Presi-11
165	165	dent determines that participating in such an investigation 12
166	166	is vital to health, safety, and well-being of United States 13
167	167	citizens. 14

169	169	EFINITIONS.—In this section: 15
170	170	(1) A
171	171	DMITTED ALIEN.—The terms ‘‘admitted’’ 16
172	172	and ‘‘alien’’ have the meanings given those terms in 17
173	173	section 101 of the Immigration and Nationality Act 18
174	174	(8 U.S.C. 1101). 19
175	175	(2) F
176	176	OREIGN PERSON.—The term ‘‘foreign per-20
177	177	son’’ means a person that is not a United States 21
178	178	person. 22

180	180	MMEDIATE FAMILY MEMBER .—The term 23
181	181	‘‘immediate family member’’, with respect to a for-24

188	188	ERSON.—The term ‘‘person’’ means an in-3
189	189	dividual or entity, including a governmental entity. 4

191	191	NITED STATES PERSON .—The term 5
192	192	‘‘United States person’’ means— 6
193	193	(A) an individual who is a United States 7
194	194	citizen or an alien lawfully admitted for perma-8
195	195	nent residence to the United States; 9
196	196	(B) an entity organized under the laws of 10
197	197	the United States or any jurisdiction within the 11
198	198	United States, including a foreign branch of 12
199	199	such an entity; or 13
200	200	(C) any person in the United States. 14
