1818 SECTION 1. SHORT TITLE. 3
1919 This Act may be cited as the ‘‘Promoting Precision 4
2020 Agriculture Act of 2025’’. 5
2121 SEC. 2. DEFINITIONS. 6

2424 DVANCED WIRELESS COMMUNICATIONS 8
2525 TECHNOLOGY.—The term ‘‘advanced wireless com-9
2626 munications technology’’ means advanced technology 10

3636 RTIFICIAL INTELLIGENCE.—The term ‘‘ar-6
3737 tificial intelligence’’ has the meaning given the term 7
3838 in section 238(g) of the John S. McCain National 8
3939 Defense Authorization Act for Fiscal Year 2019 9
4040 (Public Law 115–232; 10 U.S.C. note prec. 4061). 10

4242 OREIGN ADVERSARY .—The term ‘‘foreign 11
4343 adversary’’ means any foreign government or foreign 12
4444 nongovernment person engaged in a long-term pat-13
4545 tern or serious instances of conduct significantly ad-14
4646 verse to the national security of the United States, 15
4747 or security and safety of United States persons. 16

4949 RECISION AGRICULTURE .—The term ‘‘pre-17
5050 cision agriculture’’ means managing, tracking, or re-18
5151 ducing crop or livestock production inputs, including 19
5252 seed, feed, fertilizer, chemicals, water, time, and 20
5353 such other inputs as the Secretary determines to be 21
5454 appropriate, at a heightened level of spatial and tem-22
5555 poral granularity to improve efficiencies, reduce 23
5656 waste, and maintain environmental quality. 24

6161 The term ‘‘precision agriculture equipment’’ means 2
6262 any equipment or technology that directly contrib-3
6363 utes to a reduction in, or improved efficiency of, in-4
6464 puts used in crop or livestock production, includ-5
6565 ing— 6
6666 (A) global positioning system-based or 7
6767 geospatial mapping; 8
6868 (B) satellite or aerial imagery; 9
6969 (C) yield monitors; 10
7070 (D) soil mapping; 11
7171 (E) sensors for gathering data on crop, 12
7272 soil, and livestock conditions; 13
7373 (F) Internet of Things and technology that 14
7474 relies on edge and cloud computing; 15
7575 (G) data management software and ad-16
7676 vanced analytics; 17
7777 (H) network connectivity products and so-18
7878 lutions, including public and private wireless 19
7979 networks; 20
8080 (I) global positioning system guidance, 21
8181 auto-steer systems, autonomous fleeting, and 22
8282 other machine-to-machine operations; 23
8383 (J) variable rate technology for applying 24
8484 inputs, such as section control; and 25

101101 retary determines to be appropriate. 14

103103 ECRETARY.—The term ‘‘Secretary’’ means 15
104104 the Secretary of Agriculture. 16

106106 RUSTED.—The term ‘‘trusted’’ means, 17
107107 with respect to a provider of advanced communica-18
108108 tions service or a supplier of communications equip-19
109109 ment or service, that the Secretary has determined 20
110110 that the provider or supplier is not owned by, con-21
111111 trolled by, or subject to the influence of, a foreign 22
112112 adversary. 23

114114 OLUNTARY CONSENSUS STANDARDS DE -24
115115 VELOPMENT ORGANIZATION .—The term ‘‘voluntary 25

120120 means an organization that develops standards in a 2
121121 process that meets the principles for the develop-3
122122 ment of voluntary consensus standards (as defined 4
123123 in the document of the Office of Management and 5
124124 Budget entitled ‘‘Federal Participation in the Devel-6
125125 opment and Use of Voluntary Consensus Standards 7
126126 and in Conformity Assessment Activities’’ (OMB 8
127127 Circular A–119)). 9
128128 SEC. 3. PURPOSES. 10
129129 The purposes of this Act are— 11
130130 (1) to enhance the participation of precision ag-12
131131 riculture in the United States; and 13
132132 (2) to promote United States leadership in vol-14
133133 untary consensus standards development organiza-15
134134 tions that set standards for precision agriculture. 16
135135 SEC. 4. INTERCONNECTIVITY STANDARDS FOR PRECISION 17
136136 AGRICULTURE. 18
137137 (a) I
138138 NGENERAL.—Not later than 2 years after the 19
139139 date of enactment of this Act, the Secretary, in consulta-20
140140 tion with the Director of the National Institute of Stand-21
141141 ards and Technology and the Federal Communications 22
142142 Commission, shall— 23
143143 (1) develop voluntary, consensus-based, private 24
144144 sector-led interconnectivity standards, guidelines, 25

149149 promote economies of scale and ease the burden of 2
150150 the adoption of precision agriculture; and 3
151151 (2) in carrying out paragraph (1)— 4
152152 (A) coordinate with relevant public and 5
153153 trusted private sector stakeholders and other 6
154154 relevant industry organizations, including vol-7
155155 untary consensus standards development orga-8
156156 nizations; and 9
157157 (B) consult with sector-specific agencies, 10
158158 other appropriate agencies, and State and local 11
159159 governments. 12

161161 ONSIDERATIONS.—The Secretary, in carrying 13
162162 out subsection (a), shall, in consultation with the Director 14
163163 of the National Institute of Standards and Technology 15
164164 and the Federal Communications Commission, consider— 16
165165 (1) the evolving demands of precision agri-17
166166 culture; 18
167167 (2) the connectivity needs of precision agri-19
168168 culture equipment; 20
169169 (3) the cybersecurity challenges facing precision 21
170170 agriculture, including cybersecurity threats for agri-22
171171 culture producers and agriculture supply chains; 23
172172 (4) the impact of advanced wireless communica-24
173173 tions technology on precision agriculture; and 25

179179 SEC. 5. GAO ASSESSMENT OF PRECISION AGRICULTURE 3
180180 STANDARDS. 4
181181 (a) S
182182 TUDY.—Not later than 1 year after the Sec-5
183183 retary develops standards under section 4, and every 2 6
184184 years thereafter for the following 8 years, the Comptroller 7
185185 General of the United States shall conduct a study that 8
186186 assesses those standards, including the extent to which 9
187187 those standards, as applicable— 10
188188 (1) are voluntary; 11
189189 (2) were developed in coordination with relevant 12
190190 industry organizations, including voluntary con-13
191191 sensus standards development organizations; and 14
192192 (3) have successfully encouraged the adoption 15
193193 of precision agriculture. 16

195195 EPORT.—The Comptroller General of the 17
196196 United States shall submit to the Committee on Com-18
197197 merce, Science, and Transportation and the Committee on 19
198198 Agriculture, Nutrition, and Forestry of the Senate and the 20
199199 Committee on Science, Space, and Technology and the 21
200200 Committee on Agriculture of the House of Representatives 22
201201 a report that summarizes the findings of each study con-23
202202 ducted under subsection (a). 24
