A BILL 
To amend the Omnibus Crime Control and Safe Streets 
Act of 1968 to increase grants to combat domestic vio-
lence for States that implement domestic violence preven-
tion training for cosmetologists and barbers, and for 
other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Supporting the Abused 4
by Learning Options to Navigate Survivor Stories Act’’ 5
or the ‘‘SALONS Stories Act’’. 6

SEC. 2. GRANT INCREASES. 1
Part T of title I of the Omnibus Crime Control and 2
Safe Streets Act of 1968 (34 U.S.C. 10441 et seq.) is 3
amended by adding at the end the following: 4
‘‘SEC. 2019. DOMESTIC VIOLENCE PREVENTION TRAINING 5
FOR COSMETOLOGISTS AND BARBERS. 6
‘‘(a) D
EFINITIONS.—In this section: 7
‘‘(1) E
LIGIBLE STATE.—The term ‘eligible 8
State’ means a State that has in effect a law that 9
requires each individual seeking licensure from the 10
State as a cosmetologist or barber to undergo quali-11
fying training. 12
‘‘(2) Q
UALIFYING TRAINING.—The term ‘quali-13
fying training’, with respect to training for individ-14
uals seeking licensure from a State as a cosmetolo-15
gist or barber, means online or in-person training, at 16
no cost to the individual, provided by a victim serv-17
ice provider that— 18
‘‘(A) focuses on how to— 19
‘‘(i) recognize the signs of domestic vi-20
olence; 21
‘‘(ii) respond to the signs of domestic 22
violence; and 23
‘‘(iii) refer a client of the individual to 24
resources for victims of domestic violence; 25
and 26

‘‘(B) may include a component focused on 1
sexual assault, stalking, and dating violence. 2
‘‘(b) G
RANTINCREASE.—Subject to the availability 3
of funds pursuant to subsection (e), the Attorney General 4
shall increase the amount of a grant awarded under sec-5
tion 2007(a) to an eligible State by an amount that is 6
not more than 10 percent of the average of the total 7
amount of funding provided to the State under section 8
2007(a) under the 3 most recent awards to the State. 9
‘‘(c) A
PPLICATION.—An eligible State seeking a 10
grant increase under this section shall submit an applica-11
tion to the Attorney General at such time, in such manner, 12
and containing such information as the Attorney General 13
may reasonably require, including information about the 14
law of the eligible State described in subsection (a)(1). 15
‘‘(d) G
RANTINCREASETERM.— 16
‘‘(1) I
N GENERAL.—The term of a grant in-17
crease under this section shall be for 1 year. 18
‘‘(2) R
ENEWAL.—An eligible State that receives 19
a grant increase under this section may submit an 20
application for a renewal of such grant increase at 21
such time, in such manner, and containing such in-22
formation as the Attorney General may reasonably 23
require. 24

‘‘(3) LIMIT.—An eligible State may not receive 1
a grant increase under this section for more than 3 2
years. 3
‘‘(e) A
UTHORIZATION OF APPROPRIATIONS.—There 4
are authorized to be appropriated to carry out this section 5
$5,000,000 for each of fiscal years 2027 through 2033, 6
which shall remain available until expended.’’. 7
