To limit the closure or consolidation of any United States
Postal Service processing and distribution center in
States, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Postal Operations Stay 4
Timely and Local Act’’ or the ‘‘POSTAL Act’’. 5
SEC. 2. LIMITATION ON CLOSING OR CONSOLIDATING 6
POSTAL SERVICE PROCESSING AND DIS-7
TRIBUTION CENTERS IN STATES. 8

EFINITIONS.—In this section: 9

(1) PROCESSING AND DISTRIBUTION CENTER .— 1
The term ‘‘processing and distribution center’’ 2
means a central mail facility that— 3
(A) distributes and dispatches part or all 4
of both incoming mail and outgoing mail for a 5
designated service area; 6
(B) provides instructions on the prepara-7
tion of collection mail, dispatch schedules, and 8
sorting plan requirements to mailers; and 9
(C) is a sectional center facility, a general 10
mail facility, or a dedicated mail processing fa-11
cility without a station or branch. 12
(2) S
TATE.—The term ‘‘State’’ means a State 13
or the District of Columbia. 14
(b) L
IMITATION.—The United States Postal Service 15
may not close, consolidate, downgrade, or take any other 16
similar action with respect to a processing and distribution 17
center in a State if such action would result in there being 18
no processing and distribution center located in that State. 19
