2020 This Act may be cited as the ‘‘Office of Gun Violence 4
2121 Prevention Act of 2025’’. 5
2222 SEC. 2. DEFINITIONS. 6

2525 DVISORY COUNCIL.—The term ‘‘Advisory 8
2626 Council’’ means the advisory council established 9

4242 SEC. 3. OFFICE OF GUN VIOLENCE PREVENTION. 10

4646 N GENERAL.—The Attorney General shall 12
4747 establish within the Office of Legal Policy of the De-13
4848 partment of Justice the Office of Gun Violence Pre-14

5151 IRECTOR.—The Attorney General shall 16
5252 appoint a Director to be the head of the Office. 17

5858 tegrate, and maximize the efficacy of each responsi-21
5959 bility, program, and service relating to gun violence 22

7272 Alcohol, Tobacco, Firearms and Explosives, the 8
7373 Director of the Office on Violence Against 9
7474 Women, the Director of the Office of Victims of 10
7575 Crime, and the Director of the Office of Justice 11

7777 (B) the administration of the national in-13
7878 stant criminal background check system estab-14
7979 lished under section 103 of the Brady Handgun 15
8080 Violence Prevention Act (34 U.S.C. 40901). 16

8282 VALUATION.—The Director, in consulta-17
8383 tion with the Advisory Council, shall evaluate laws, 18
8484 regulations, Federal programs, offices, data sources, 19
8585 and grant programs relating to gun violence preven-20
8686 tion administered by the Attorney General to assess 21
8787 how each such law, regulation, Federal program, of-22
8888 fice, data source, and grant program can be maxi-23
8989 mized, modernized, and coordinated to reduce gun 24
9090 violence. 25

9494 (3) POLICY RECOMMENDATIONS .—The Director 1
9595 shall recommend to Congress and the President leg-2
9696 islative and executive policy options to promote evi-3
9797 dence-based gun violence prevention strategies, in-4
9898 cluding the implementation of existing laws, regula-5
9999 tions, and grant programs. 6

101101 ATA.—The Director, in consultation with 7
102102 the Advisory Council, shall— 8
103103 (A) identify gaps in available data needed 9
104104 for gun violence prevention research, policy de-10
105105 velopment, and the implementation of evidence- 11
106106 based gun violence prevention strategies; and 12
107107 (B) develop a plan to collect and analyze 13
108108 the data described in subparagraph (A). 14
109109 (5) A
110110 SSESSMENT.—The Director, in consulta-15
111111 tion with the Advisory Council, shall assess ongoing 16
112112 research efforts of the Department of Justice relat-17
113113 ing to gun violence to establish a comprehensive re-18
114114 search agenda on the causes and solutions of gun vi-19
115115 olence. 20

117117 DUCATION.—The Director, in consultation 21
118118 with the Advisory Council, shall educate the general 22
119119 public about Federal laws, regulations, and grant 23
120120 programs relating to gun violence prevention, includ-24

127127 (i) owners of firearms; 4
128128 (ii) parents and legal guardians of mi-5
129129 nors; and 6
130130 (iii) professionals who provide services 7
131131 to individuals and communities dispropor-8
132132 tionately impacted by gun violence; and 9
133133 (B) that include education relating to the 10
134134 secure storage or firearms and suicide preven-11
135135 tion. 12

137137 RISIS RESPONSE.—The Director, in con-13
138138 sultation with the Advisory Council, shall assist com-14
139139 munities that have experienced gun violence (such as 15
140140 a mass shooting, a school shooting, a gang-related 16
141141 shooting, or a domestic violence shooting) with crisis 17
142142 response activities, including providing information 18
143143 about and increasing access to— 19
144144 (A) mental health services for members of 20
145145 the community; 21
146146 (B) anti-gun trafficking activities; 22
147147 (C) crisis response training for first re-23
148148 sponders and offices of gun violence prevention 24
149149 serving the community; and 25

156156 OORDINATION.—In carrying out the duties 3
157157 under this subsection, the Director shall coordinate 4
158158 with Federal agencies and commissions that have ju-5
159159 risdiction over gun violence prevention, including— 6
160160 (A) the Department of Health and Human 7
161161 Services; 8
162162 (B) the Department of Veterans Affairs; 9
163163 (C) the Department of Education; 10
164164 (D) the Department of Housing and 11
165165 Urban Development; 12
166166 (E) the Department of Commerce; 13
167167 (F) the Department of Homeland Security; 14
168168 (G) the Department of Defense; 15
169169 (H) the Department of the Interior; 16
170170 (I) the Department of Labor; 17
171171 (J) the Department of Agriculture; 18
172172 (K) the Small Business Administration; 19
173173 (L) the Consumer Product Safety Commis-20
174174 sion; 21
175175 (M) the Federal Trade Commission; and 22
176176 (N) the United States Sentencing Commis-23

181181 (9) ANNUAL REPORT.—Not later than 1 year 1
182182 after the date of enactment of this Act, and annually 2
183183 thereafter, the Director shall submit to Congress a 3
184184 report that includes— 4
185185 (A) information on the state of gun vio-5
186186 lence in the United States; 6
187187 (B) recommendations for policy initiatives 7
188188 and legislation to reduce gun violence in the 8
189189 United States; and 9
190190 (C) a description of the efforts of the Di-10
191191 rector to carry out the duties under this sub-11
192192 section. 12

194194 DVISORYCOUNCIL.— 13

196196 N GENERAL.—Not later than 180 days 14
197197 after the date of enactment of this Act, and not less 15
198198 frequently than quarterly thereafter, the Attorney 16
199199 General shall convene an advisory council— 17
200200 (A) chaired by the Director; and 18
201201 (B) the membership of which includes the 19
202202 following individuals or a designee of the indi-20
203203 vidual: 21
204204 (i) The Deputy Attorney General. 22
205205 (ii) The Associate Attorney General. 23
206206 (iii) The Assistant Attorney General 24
207207 for the Office of Legal Policy. 25

243243 (ii) community violence intervention 5
244244 service provider; 6
245245 (iii) public health official; 7
246246 (iv) medical professional who provides 8
247247 trauma care; 9
248248 (v) mental health clinician; 10
249249 (vi) official from a department of jus-11
250250 tice of a State; 12
251251 (vii) State or local public health de-13
252252 partment official; 14
253253 (viii) teacher; 15
254254 (ix) member of a student group; and 16
255255 (x) veteran. 17

257257 UTHORIZATION OF APPROPRIATIONS.—There 18
258258 are authorized to be appropriated such sums as are nec-19
259259 essary to carry out this section. 20
