A BILL 
To require the Under Secretary of Commerce for Oceans 
and Atmosphere to maintain the National Mesonet Pro-
gram, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Improving Flood and 4
Agricultural Forecasts Act of 2025’’. 5
SEC. 2. NATIONAL MESONET PROGRAM. 6
(a) P
ROGRAM.—The Under Secretary shall maintain 7
the National Mesonet Program (referred to in this section 8
as the ‘‘Program’’), which shall— 9

(1) obtain observations to improve under-1
standing of and forecast capabilities for atmospheric, 2
drought, fire, and water events, with a prioritization 3
on leveraging available commercial, academic, and 4
other non-Federal Government environmental data 5
to enhance coordination across the private, public, 6
and academic sectors of the weather enterprise in 7
the United States; 8
(2) establish means to integrate greater density 9
and more types of environmental observations into 10
the Program on an annual basis, including by en-11
couraging local and regional networks of environ-12
mental monitoring stations and in situ sensor net-13
works, including soil moisture and ground-based 14
profilers, to participate in the Program; 15
(3) establish memoranda of understanding with 16
networks outside of the scope of the Program in fur-17
therance of this section; and 18
(4) coordinate with satellite data and services 19
acquired under section 302 of the Weather Research 20
and Forecasting Innovation Act of 2017 (15 U.S.C. 21
8532). 22
(b) P
ROGRAMELEMENTS.—In carrying out the Pro-23
gram, the Under Secretary shall— 24
(1) increase data density by— 25

(A) improving and increasing the quantity 1
and density of environmental observations used 2
by the National Oceanic and Atmospheric Ad-3
ministration (referred to in this section as the 4
‘‘Administration’’) and the National Weather 5
Service to support baseline forecasts, including 6
nowcasts, warnings, and hyper local forecasts 7
that protect individuals, businesses, agricultural 8
production, food security, the military, and gov-9
ernment agencies in the United States, and en-10
abling such individuals and entities to operate 11
in a safe, efficient, and orderly manner; 12
(B) yielding increased quantities of bound-13
ary-layer data to improve numerical weather 14
prediction performance, including in subsea-15
sonal to seasonal timescales; 16
(C) identifying available terrestrial or ma-17
rine environmental data, or quantifiable gaps in 18
such data, to improve the understanding of air- 19
sea interactions; and 20
(D) supporting the National Weather Serv-21
ice in reaching its target of a 30-minute warn-22
ing time for severe weather through better pre-23
dictive model algorithms driven by increasingly 24
effective observations; 25

(2) monitor local meteorological conditions by— 1
(A) acquiring soil and moisture data to 2
monitor soil moisture, vegetation water content, 3
and moisture loss from evaporation, in support 4
of operational forecasting, the National Inte-5
grated Drought Information System, and local 6
commercial, agricultural, and emergency man-7
agement needs; 8
(B) supporting the National Coordinated 9
Soil Moisture Monitoring Network in acquiring 10
soil moisture and related data to support the 11
development of decision-support products and 12
other information services; and 13
(C) expanding and enhancing environ-14
mental observational networks in the roadway 15
environment to provide real-time road weather 16
and surface conditions for surface transpor-17
tation and related economic sectors; and 18
(3) administer the Program by— 19
(A) obtaining data in furtherance of this 20
section only when demonstrably cost effective 21
and meeting or exceeding data quality stand-22
ards available to the Administration; 23
(B) subject to the requirement in subpara-24
graph (A), leveraging existing networks of envi-25

ronmental monitoring stations, including sup-1
plemental radar systems, to increase the quan-2
tity and density of environmental observations 3
and data available to the Administration; 4
(C) providing the critical technical and ad-5
ministrative infrastructure needed to facilitate 6
rapid integration and sustained use of new and 7
emerging networks of environmental monitoring 8
stations anticipated in coming years from non- 9
Federal Government sources; 10
(D) coordinating with existing data devel-11
oped by the Administration and used for fore-12
casts, including data from the National Envi-13
ronmental Satellite, Data, and Information 14
Service, the Integrated Ocean Observing Sys-15
tem, the Global Ocean Monitoring and Observ-16
ing Program, the National Data Buoy Center, 17
and the National Ocean Service; and 18
(E) identifying and communicating to the 19
Office of Oceanic and Atmospheric Research 20
and other partners priorities of research and 21
development needed to advance observations in 22
the Program. 23
(c) F
INANCIAL ANDTECHNICALASSISTANCE.— 24

(1) IN GENERAL.—In furtherance of the Pro-1
gram, in a fiscal year, the Under Secretary may 2
award not less than 15 percent of the amount appro-3
priated for the Program for that fiscal year for fi-4
nancial assistance to State, Tribal, private, and aca-5
demic entities seeking to build, expand, or upgrade 6
equipment and capacity of mesonet systems. 7
(2) O
THER FEDERAL AWARDS .—Financial as-8
sistance under this subsection may be made in co-9
ordination with and in addition to awards from 10
other Federal agencies. 11
(3) A
GREEMENTS.—Before receiving financial 12
assistance under paragraph (1), the State, Tribal, 13
private, or academic entity seeking financial assist-14
ance under this subsection shall enter into an agree-15
ment with the Under Secretary to provide data to 16
the Program, subject to verification by the Program 17
of the relative operational value and evaluation of 18
the cost of such data, for use in weather prediction, 19
severe weather warnings, and emergency response. 20
(4) A
SSISTANCE AND OTHER SUPPORT .—The 21
Under Secretary may provide— 22
(A) technical assistance, project implemen-23
tation support, and guidance to State, Tribal, 24

private, and academic entities seeking financial 1
assistance under this subsection; and 2
(B) technical and financial assistance for 3
maintenance of monitoring stations in under-4
represented or remote areas of the country 5
where it is financially unfeasible for one entity 6
to operate such stations without such assist-7
ance. 8
(5) T
ERMS.—In providing financial assistance 9
under this subsection, the Under Secretary shall es-10
tablish terms to ensure that each State, Tribal, pri-11
vate, or academic entity that receives financial as-12
sistance under this subsection receives a level of sup-13
port commensurate with the quality and other char-14
acteristics of the data to be provided. 15
(6) D
ETERMINATION.—A State, Tribal, private, 16
or academic entity may only receive financial assist-17
ance under this subsection if the Under Secretary 18
determines such entity will provide sufficient finan-19
cial support from non-Federal Government sources 20
and fully maintain the quality of the mesonet system 21
and associated data standards required by the Pro-22
gram for a period of not less than 5 years. 23
(7) P
RIORITY.—The Under Secretary shall 24
prioritize providing assistance under paragraph (1) 25

to not fewer than one entity in a remote area or an 1
area that has a lack of environmental monitoring 2
stations described in subsection (a)(2). 3
(d) A
DVISORYCOMMITTEE.— 4
(1) I
N GENERAL.—The Under Secretary shall 5
ensure the Program has an active advisory com-6
mittee of subject matter experts to make rec-7
ommendations to the Administration on— 8
(A) the identification, implementation, pro-9
curement, and tracking of data needed to sup-10
plement the Program; and 11
(B) improvements, expansions, and acqui-12
sitions of available data. 13
(2) D
ESIGNATION OF EXISTING COMMITTEE .— 14
The Under Secretary may designate an existing ad-15
visory committee, subcommittee, or working group of 16
the Federal Government, including the Science Advi-17
sory Board of the Administration, to carry out the 18
requirement under paragraph (1). 19
(3) A
CADEMIC EXPERTISE.—The advisory com-20
mittee under paragraph (1), in consultation with the 21
Program, shall include expertise from one or more 22
institutions of higher education (as defined in sec-23
tion 101 of the Higher Education Act of 1965 (20 24
U.S.C. 1001)) to assist the advisory committee to 25

identify, evaluate, and recommend potential partner-1
ships, regional or subregional consortia, and collabo-2
rative methods that would expand the number of 3
participants and volume of data in the Program. 4
(e) R
EGULARBRIEFINGS.— 5
(1) I
N GENERAL.—Not less frequently than an-6
nually through 2035, and not later than June 30 of 7
each year, the Under Secretary shall provide regular 8
briefings to the Committee on Commerce, Science, 9
and Transportation of the Senate and the Com-10
mittee on Science, Space, and Technology of the 11
House of Representatives on all activities under the 12
Program. 13
(2) B
RIEFING CONTENT .—Each briefing re-14
quired under paragraph (1) shall include informa-15
tion relating to the following: 16
(A) Efforts to implement the activities de-17
scribed in subsection (b). 18
(B) Any financial or technical assistance 19
provided pursuant to subsection (c). 20
(C) Efforts to address recommendations 21
received from the advisory committee under 22
subsection (d), if any. 23

(D) The potential need and associated ben-1
efits of a coastal and ocean mesonet, or other 2
emerging areas of weather data needs. 3
(E) Progress toward eliminating gaps in 4
weather observation data in States and regions 5
of the United States. 6
(F) Any other topic the Under Secretary 7
determines relevant. 8
(f) D
EFINITIONS.—In this section: 9
(1) S
EASONAL, STATE, SUBSEASONAL, UNDER 10
SECRETARY, WEATHER ENTERPRISE .—The terms 11
‘‘seasonal’’, ‘‘State’’, ‘‘subseasonal’’, ‘‘Under Sec-12
retary’’, and ‘‘weather enterprise’’ have the mean-13
ings given such terms in section 2 of the Weather 14
Research and Forecasting Innovation Act of 2017 15
(15 U.S.C. 8501). 16
(2) W
EATHER DATA .—The term ‘‘weather 17
data’’ means information used to track and predict 18
weather conditions and patterns, including forecasts, 19
observations, and derivative products from such in-20
formation. 21
(g) A
UTHORIZATION OF APPROPRIATIONS.—From 22
amounts authorized to be appropriated to the National 23
Weather Service, there shall be available not more than 24
the following amounts to carry out this section: 25

(2) $55,000,000 for fiscal year 2026. 2
