1616 tives of the United States of America in Congress assembled, 2
1717 SECTION 1. SHORT TITLE. 3
1818 This Act may be cited as the ‘‘Overcoming Prevalent 4
1919 Inadequacies in Overdose Information Data Sets Act’’ or 5
2020 the ‘‘OPIOIDS Act’’. 6
2121 SEC. 2. ACCURATE DATA ON OPIOID-RELATED OVERDOSES. 7
2222 The Attorney General may award grants to States, 8
2323 territories, and localities to support improved data and 9
2424 surveillance on opioid-related overdoses, including for ac-10

2929 linkage across data systems throughout the United States, 2
3030 electronic death reporting, or the comprehensiveness of 3
3131 data on fatal and nonfatal opioid-related overdoses. 4
3232 SEC. 3. LAW ENFORCEMENT GRANTS. 5
3333 (a) I
3434 NGENERAL.—The Attorney General shall make 6
3535 grants to local law enforcement agencies and forensic lab-7
3636 oratories in communities with high rates of drug overdoses 8
3737 for the purpose of— 9
3838 (1) training to help officers identify overdoses; 10
3939 (2) upgrading essential systems for tracing 11
4040 drugs and processing samples in forensic labora-12
4141 tories to provide timely, accurate, and standard data 13
4242 reporting to the National Forensic Laboratory Infor-14
4343 mation System; or 15
4444 (3) training to better trace criminals through 16
4545 the darknet. 17

4747 ANDATORYREPORTING.—None of the funds 18
4848 made under subsection (a) may be used by grantees that 19
4949 do not submit to the National Forensic Laboratory Infor-20
5050 mation System reports on overdose data. 21

6464 (1) in paragraph (23), by striking ‘‘and’’ at the 6

6666 (2) in paragraph (24), by striking the period at 8
6767 the end and inserting ‘‘; and’’; and 9
6868 (3) by adding at the end the following: 10
6969 ‘‘(24) to provide training and resources for con-11
7070 tainment devices to prevent secondary exposure to 12
7171 fentanyl and other substances for first responders.’’. 13

7575 NGENERAL.—The Drug Enforcement Adminis-16
7676 tration shall develop uniform reporting standards for 17
7777 inputting data into the National Forensic Laboratory In-18
7878 formation System for purity, formulation, and weight to 19
7979 allow for better comparison across jurisdictions and be-20
8080 tween agencies and the sharing of data. 21

8282 LARIFICATION.—Nothing in subsection (a) may 22
8383 be construed to require the creation of new or increased 23
8484 obligations or reporting requirements on State or local lab-24
8585 oratories. 25
