15	15	toration Act to provide for the transfer of additional
16	16	Federal land to the Leech Lake Band of Ojibwe, and
17	17	for other purposes.
18	18	Be it enacted by the Senate and House of Representa-1
19	19	tives of the United States of America in Congress assembled, 2
20	20	SECTION 1. SHORT TITLE. 3
21	21	This Act may be cited as the ‘‘Leech Lake Reserva-4
22	22	tion Restoration Amendments Act of 2025’’. 5

26	26	SEC. 2. TRANSFER OF ADDITIONAL FEDERAL LAND TO THE 1
27	27	LEECH LAKE BAND OF OJIBWE. 2
28	28	(a) F
29	29	INDINGS.—Section 2(a)(5) of the Leech Lake 3
30	30	Band of Ojibwe Reservation Restoration Act (Public Law 4
31	31	116–255; 134 Stat. 1140) is amended by striking sub-5
32	32	paragraph (B) and inserting the following: 6
33	33	‘‘(B) does not intend immediately to mod-7
34	34	ify the use of the Federal land.’’. 8
35	35	(b) I
36	36	NCLUSION OFADDITIONALFEDERALLAND.— 9
37	37	Section 2 of the Leech Lake Band of Ojibwe Reservation 10
38	38	Restoration Act (Public Law 116–255; 134 Stat. 1139) 11
39	39	is amended— 12
40	40	(1) in subsection (b)(1)— 13
41	41	(A) in subparagraph (A)— 14
42	42	(i) by striking ‘‘means the approxi-15
43	43	mately’’ and inserting ‘‘means— 16
44	44	‘‘(i) the approximately’’; 17
45	45	(ii) in clause (i) (as so designated), by 18
46	46	striking the period at the end and inserting 19
47	47	‘‘; and’’; and 20
48	48	(iii) by adding at the end the fol-21
49	49	lowing: 22
50	50	‘‘(ii) any other land managed by the 23
51	51	Secretary, through the Chief of the Forest 24
52	52	Service, located in the Chippewa National 25
53	53	Forest in Cass County, Minnesota, which 26

61	61	(B) in subparagraph (B)— 5
62	62	(i) by redesignating clauses (i) and 6
63	63	(ii) as clauses (ii) and (iii), respectively; 7
64	64	and 8
65	65	(ii) by inserting before clause (ii) (as 9
66	66	so redesignated) the following: 10
67	67	‘‘(i) any land transferred pursuant to 11
68	68	an agreement entered into between the 12
69	69	Secretary and the Tribe under subsection 13
70	70	(c)(2);’’; 14
71	71	(2) in subsection (c)— 15
72	72	(A) in paragraph (1), by striking ‘‘para-16
73	73	graph (2)’’ and inserting ‘‘paragraphs (2) and 17

88	88	transfer under paragraph (1), alternative Na-2
89	89	tional Forest System land located in Cass 3
90	90	County, Minnesota, on an acre-for-acre basis, 4
91	91	for those parcels of Federal land to be trans-5
92	92	ferred under that paragraph in a manner that 6
93	93	avoids in-holdings and provides a preference for 7
94	94	land adjacent to or near existing Leech Lake 8
95	95	trust lands and lands of cultural importance to 9
96	96	the Tribe, to the maximum extent practicable. 10
97	97	‘‘(B) F
98	98	REQUENCY OF TRANSFERS .—Pursu-11
99	99	ant to an agreement entered into under sub-12
100	100	paragraph (A), the Secretary may transfer land 13
101	101	to the Secretary of the Interior on a rolling 14
102	102	basis as that land is identified and surveys are 15
103	103	completed.’’; and 16
104	104	(3) in subsection (d)— 17
105	105	(A) in paragraph (1)— 18
106	106	(i) in subparagraph (A), by inserting 19
107	107	‘‘described in subsection (b)(1)(A)(i)’’ after 20
108	108	‘‘Federal land’’; and 21
109	109	(ii) in subparagraph (B), in the mat-22
110	110	ter preceding clause (i), by striking ‘‘sub-23
111	111	mit a map and legal description of the 24
112	112	Federal land’’ and inserting ‘‘submit maps 25

130	130	EAFFIRMATION.—Congress reaffirms the appli-14
131	131	cability of section 97A.151 of the Minnesota Statutes, in-15
132	132	cluding the settlement agreement ratified by that section, 16
133	133	for purposes of ensuring that the hunting, fishing, and 17
134	134	recreation rights of non-Tribal members remain un-18
135	135	changed by the Leech Lake Band of Ojibwe Reservation 19
136	136	Restoration Act (Public Law 116–255; 134 Stat. 1139) 20
137	137	and the amendments made to that Act by this section. 21
138	138	(d) I
139	139	MPLEMENTATION.—In implementing the amend-22
140	140	ments made by this section, the Secretary of Agriculture, 23
141	141	acting through the Chief of the Forest Service, shall pro-24
