14	14	To amend title 31, United States Code, to require the Sec-
15	15	retary to mint and issue certain Presidential and First
16	16	Spouse coins.
17	17	Be it enacted by the Senate and House of Representa-1
18	18	tives of the United States of America in Congress assembled, 2
19	19	SECTION 1. SHORT TITLE. 3
20	20	This Act may be cited as the ‘‘Presidential and First 4
21	21	Spouse Coin Act of 2025’’. 5
22	22	SEC. 2. PRESIDENTIAL AND FIRST SPOUSE COINS. 6
23	23	Section 5112 of title 31, United States Code, is 7
24	24	amended by adding at the end the following: 8

34	34	‘‘(1) $1
35	35	COINS HONORING DECEASED PRESI -6
36	36	DENTS NOT YET HONORED .— 7
37	37	‘‘(A) I
38	38	N GENERAL.—Notwithstanding sub-8
39	39	sections (d) and (n), and in addition to the 9
40	40	coins issued in accordance with subsections (r) 10
41	41	and (w), the Secretary shall mint and issue $1 11
42	42	coins that— 12
43	43	‘‘(i) have designs on the obverse that 13
44	44	meet the requirements of subsection 14
45	45	(n)(2)(B) and are emblematic of a Presi-15
46	46	dent of the United States who is deceased 16
47	47	and has not previously been honored with 17
48	48	a $1 coin in accordance with this sub-18
49	49	section or subsection (n); 19
50	50	‘‘(ii) have designs on the reverse that 20
51	51	meet the requirements of subsection 21
52	52	(n)(2)(A). 22
53	53	‘‘(B) T
54	54	IMING.—The Secretary shall first 23
55	55	issue a coin for a deceased President under sub-24

59	59	paragraph (A) during the 3-year period fol-1
60	60	lowing the date of the death of the President. 2
61	61	‘‘(C) C
62	62	ONTINUITY PROVISION .—Notwith-3
63	63	standing subparagraph (A), the Secretary shall 4
64	64	continue to mint and issue $1 coins in accord-5
65	65	ance with subsections (r) and (w). 6
66	66	‘‘(D) I
67	67	NSCRIPTIONS.—The coins issued 7
68	68	under this subsection shall have the same in-8
69	69	scriptions as required in subsection (n). 9
70	70	‘‘(E) I
71	71	SSUANCE OF COINS.—The Secretary 10
72	72	may mint and issue such number of $1 coins of 11
73	73	each design selected under this subsection in 12
74	74	uncirculated and proof qualities as the Sec-13
75	75	retary shall prescribe on the basis of such fac-14
76	76	tors that the Secretary determines to be appro-15
77	77	priate. 16
78	78	‘‘(F) L
79	79	EGAL TENDER.—The coins minted 17
80	80	under this subsection shall be legal tender, as 18
81	81	provided in section 5103. 19
82	82	‘‘(G) T
83	83	REATMENT AS NUMISMATIC 20
84	84	ITEMS.—For purposes of sections 5134 and 21
85	85	5136, all coins minted under this subsection 22
86	86	shall be considered to be numismatic items. 23

88	88	ULLION COINS AND MEDALS HONORING 24
89	89	THE SPOUSE OF A DECEASED PRESIDENT .— 25

93	93	‘‘(A) IN GENERAL.—Notwithstanding sub-1
94	94	section (o)(5)(C), during the same time period 2
95	95	described in paragraph (1), the Secretary shall 3
96	96	issue bullion coins under this subsection that 4
97	97	are emblematic of the spouse of each such 5
98	98	President. 6
99	99	‘‘(B) S
100	100	PECIFICATIONS.—The coins issued 7
101	101	under this subsection shall have the same speci-8
102	102	fications, inscriptions, design requirements, and 9
103	103	designated denomination as the coins issued 10
104	104	under subsection (o). 11
105	105	‘‘(C) I
106	106	N THE CASE OF NO FIRST 12
107	107	SPOUSE.—In the case of any President honored 13
108	108	in accordance with paragraph (1) who served 14
109	109	without a spouse, the Secretary is not required 15
110	110	to mint and issue a corresponding bullion coin. 16
111	111	‘‘(D) D
112	112	ESIGN AND COIN FOR EACH 17
113	113	SPOUSE.—A separate coin shall be designed and 18
114	114	issued under this subsection for each person 19
115	115	who was the spouse of a President during any 20
116	116	portion of a term of office of such President. 21
117	117	‘‘(E) I
118	118	SSUANCE OF COINS.—The Secretary 22
119	119	may mint and issue such number of bullion 23
120	120	coins of each design selected under this sub-24
121	121	section in uncirculated and proof qualities as 25

126	126	such factors that the Secretary determines to be 2

129	129	EGAL TENDER.—The coins minted 4
130	130	under this subsection shall be legal tender, as 5
131	131	provided in section 5103. 6

133	133	REATMENT AS NUMISMATIC 7
134	134	ITEMS.—For purposes of sections 5134 and 8
135	135	5136, all coins minted under this subsection 9
136	136	shall be considered to be numismatic items. 10
137	137	‘‘(H) B
138	138	RONZE MEDALS .—The Secretary 11
139	139	may strike and sell bronze medals that bear the 12
140	140	likeness of the bullion coins authorized under 13
141	141	this subsection, at a price, size, and weight, and 14
142	142	with such inscriptions, as the Secretary deter-15
143	143	mines to be appropriate.’’. 16
