1919 SECTION 1. SHORT TITLE. 3
2020 This Act may be cited as the ‘‘Presidential and First 4
2121 Spouse Coin Act of 2025’’. 5
2222 SEC. 2. PRESIDENTIAL AND FIRST SPOUSE COINS. 6
2323 Section 5112 of title 31, United States Code, is 7
2424 amended by adding at the end the following: 8

3737 ‘‘(A) I
3838 N GENERAL.—Notwithstanding sub-8
3939 sections (d) and (n), and in addition to the 9
4040 coins issued in accordance with subsections (r) 10
4141 and (w), the Secretary shall mint and issue $1 11
4242 coins that— 12
4343 ‘‘(i) have designs on the obverse that 13
4444 meet the requirements of subsection 14
4545 (n)(2)(B) and are emblematic of a Presi-15
4646 dent of the United States who is deceased 16
4747 and has not previously been honored with 17
4848 a $1 coin in accordance with this sub-18
4949 section or subsection (n); 19
5050 ‘‘(ii) have designs on the reverse that 20
5151 meet the requirements of subsection 21
5252 (n)(2)(A). 22
5353 ‘‘(B) T
5454 IMING.—The Secretary shall first 23
5555 issue a coin for a deceased President under sub-24

6262 ONTINUITY PROVISION .—Notwith-3
6363 standing subparagraph (A), the Secretary shall 4
6464 continue to mint and issue $1 coins in accord-5
6565 ance with subsections (r) and (w). 6
6666 ‘‘(D) I
6767 NSCRIPTIONS.—The coins issued 7
6868 under this subsection shall have the same in-8
6969 scriptions as required in subsection (n). 9
7070 ‘‘(E) I
7171 SSUANCE OF COINS.—The Secretary 10
7272 may mint and issue such number of $1 coins of 11
7373 each design selected under this subsection in 12
7474 uncirculated and proof qualities as the Sec-13
7575 retary shall prescribe on the basis of such fac-14
7676 tors that the Secretary determines to be appro-15
7777 priate. 16
7878 ‘‘(F) L
7979 EGAL TENDER.—The coins minted 17
8080 under this subsection shall be legal tender, as 18
8181 provided in section 5103. 19
8282 ‘‘(G) T
8383 REATMENT AS NUMISMATIC 20
8484 ITEMS.—For purposes of sections 5134 and 21
8585 5136, all coins minted under this subsection 22
8686 shall be considered to be numismatic items. 23

8888 ULLION COINS AND MEDALS HONORING 24
8989 THE SPOUSE OF A DECEASED PRESIDENT .— 25

9393 ‘‘(A) IN GENERAL.—Notwithstanding sub-1
9494 section (o)(5)(C), during the same time period 2
9595 described in paragraph (1), the Secretary shall 3
9696 issue bullion coins under this subsection that 4
9797 are emblematic of the spouse of each such 5
9898 President. 6
9999 ‘‘(B) S
100100 PECIFICATIONS.—The coins issued 7
101101 under this subsection shall have the same speci-8
102102 fications, inscriptions, design requirements, and 9
103103 designated denomination as the coins issued 10
104104 under subsection (o). 11
105105 ‘‘(C) I
106106 N THE CASE OF NO FIRST 12
107107 SPOUSE.—In the case of any President honored 13
108108 in accordance with paragraph (1) who served 14
109109 without a spouse, the Secretary is not required 15
110110 to mint and issue a corresponding bullion coin. 16
111111 ‘‘(D) D
112112 ESIGN AND COIN FOR EACH 17
113113 SPOUSE.—A separate coin shall be designed and 18
114114 issued under this subsection for each person 19
115115 who was the spouse of a President during any 20
116116 portion of a term of office of such President. 21
117117 ‘‘(E) I
118118 SSUANCE OF COINS.—The Secretary 22
119119 may mint and issue such number of bullion 23
120120 coins of each design selected under this sub-24
121121 section in uncirculated and proof qualities as 25

134134 ITEMS.—For purposes of sections 5134 and 8
135135 5136, all coins minted under this subsection 9
136136 shall be considered to be numismatic items. 10

138138 RONZE MEDALS .—The Secretary 11
139139 may strike and sell bronze medals that bear the 12
140140 likeness of the bullion coins authorized under 13
141141 this subsection, at a price, size, and weight, and 14
142142 with such inscriptions, as the Secretary deter-15
143143 mines to be appropriate.’’. 16
