Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. REPEAL OF UNITED NATIONS PARTICIPATION ACT 1 OF 1945. 2 (a) R EPEAL.—The United Nations Participation Act 3 of 1945 (Public Law 79–264; 22 U.S.C. 287 et seq.) is 4 repealed. 5 (b) T ERMINATION OFMEMBERSHIP INUNITEDNA-6 TIONS.—The President shall terminate all membership by 7 the United States in the United Nations, and in any 8 organ, specialized agency, commission, or other formally 9 affiliated body of the United Nations. 10 (c) C LOSURE OF UNITEDSTATESMISSION TO 11 U NITEDNATIONS.—The United States Mission to the 12 United Nations is closed. Any remaining functions of such 13 office shall not be carried out. 14 SEC. 3. REPEAL OF UNITED NATIONS HEADQUARTERS 15 AGREEMENT ACT. 16 (a) R EPEAL.—The Joint Resolution of August 4, 17 1947 (61 Stat. 756, chapter 482; 22 U.S.C. 287 note) 18 (commonly known as the ‘‘United Nations Headquarters 19 Agreement Act’’) is repealed. 20 (b) W ITHDRAWAL.—The United States withdraws 21 from the agreement between the United States of America 22 and the United Nations regarding the headquarters of the 23 United Nations (signed at Lake Success, New York, on 24 June 26, 1947, which was brought into effect by the 25 United Nations Headquarters Agreement Act). 26 VerDate Sep 11 2014 04:04 Mar 08, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S669.IS S669 kjohnson on DSK7ZCZBW3PROD with $$_JOB 3 •S 669 IS SEC. 4. UNITED STATES ASSESSED AND VOLUNTARY CON-1 TRIBUTIONS TO THE UNITED NATIONS. 2 No funds are authorized to be appropriated or other-3 wise made available for assessed or voluntary contribu-4 tions of the United States to the United Nations or to 5 any organ, specialized agency, commission or other for-6 mally affiliated body of the United Nations, except that 7 funds may be appropriated to facilitate termination of 8 United States membership and withdrawal of United 9 States personnel and equipment, in accordance with sec-10 tions 2 and 3, respectively. Upon termination of United 11 States membership, no payments shall be made to the 12 United Nations or to any organ, specialized agency, com-13 mission or other formally affiliated body of the United Na-14 tions, out of any funds appropriated prior to such termi-15 nation or out of any other funds available for such pur-16 poses. 17 SEC. 5. UNITED NATIONS PEACEKEEPING OPERATIONS. 18 The United States may not participate in any peace-19 keeping operation of the United Nations. 20 SEC. 6. WITHDRAWAL OF UNITED NATIONS PRESENCE IN 21 FACILITIES OF THE GOVERNMENT OF THE 22 UNITED STATES AND REPEAL OF DIPLO-23 MATIC IMMUNITY. 24 (a) W ITHDRAWALFROMUNITEDSTATESGOVERN-25 MENTPROPERTY.—The United Nations (including any 26 VerDate Sep 11 2014 04:04 Mar 08, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S669.IS S669 kjohnson on DSK7ZCZBW3PROD with $$_JOB 4 •S 669 IS organ, specialized agency, commission or other formally 1 affiliated body of the United Nations) may not occupy or 2 use any property or facility of the United States Govern-3 ment. 4 (b) D IPLOMATICIMMUNITY.—No officer or employee 5 of the United Nations (including any organ, specialized 6 agency, commission or other formally affiliated body of the 7 United Nations) or any representative, officer, or em-8 ployee of any mission to the United Nations of any foreign 9 government shall be entitled to enjoy the privileges and 10 immunities of the Vienna Convention on Diplomatic Rela-11 tions done at Vienna April 18, 1961, nor may any such 12 privileges and immunities be extended to any such indi-13 vidual. The privileges, exemptions, and immunities pro-14 vided for in the International Organizations Immunities 15 Act (22 U.S.C. 288 et seq.), or in any agreement or treaty 16 to which the United States is a party, including the Agree-17 ment Between the United Nations and the United States 18 of America Regarding the Headquarters of the United Na-19 tions, signed at Lake Success June 26, 1947, and entered 20 into force November 21, 1947, and the Convention on the 21 Privileges and Immunities of the United Nations, done at 22 New York February 13, 1946, and entered into force with 23 respect to the United States on April 29, 1970, shall not 24 apply to the United Nations or to any organ, specialized 25 VerDate Sep 11 2014 04:04 Mar 08, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S669.IS S669 kjohnson on DSK7ZCZBW3PROD with $$_JOB 5 •S 669 IS agency, commission or other formally affiliated body of the 1 United Nations, to the officers and employees of the 2 United Nations, or of any organ, specialized agency, com-3 mission or other formally affiliated body of the United Na-4 tions, or to the families, suites, or servants of such officers 5 or employees. 6 SEC. 7. REPEAL OF UNITED STATES PARTICIPATION IN THE 7 WORLD HEALTH ORGANIZATION. 8 The joint resolution entitled ‘‘Joint Resolution pro-9 viding for membership and participation by the United 10 States in the World Health Organization and authorizing 11 an appropriation therefor’’, approved June 14, 1948 (22 12 U.S.C. 290), is repealed. 13 SEC. 8. REPEAL OF INVOLVEMENT IN UNITED NATIONS 14 CONVENTIONS AND AGREEMENTS. 15 The United States shall end any participation in any 16 conventions and agreements with the United Nations and 17 any organ, specialized agency, commission, or other for-18 mally affiliated body of the United Nations. Any remain-19 ing functions of such conventions and agreements shall 20 not be carried out. 21 SEC. 9. PROHIBITION ON UNITED STATES REENTRY INTO 22 UNITED NATIONS. 23 (a) I NGENERAL.—The President may not enter into 24 an agreement for membership in the United Nations or 25 VerDate Sep 11 2014 04:04 Mar 08, 2025 Jkt 059200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\S669.IS S669 kjohnson on DSK7ZCZBW3PROD with $$_JOB 6 •S 669 IS any organ, specialized agency, commission, or other for-1 mally affiliated body of the United Nations without the 2 advice and consent of the Senate. 3 (b) W ITHDRAWALPROVISIONREQUIREMENT.—The 4 advice and consent of the Senate to the ratification of any 5 agreement seeking membership in the United Nations or 6 any organ, specialized agency, commission, or other for-7 mally affiliated body of the United Nations shall be sub-8 ject to a reservation, which shall be included in the instru-9 ment of ratification, that reserves the right of the United 10 States to withdraw from such agreement. 11 SEC. 10.
