| 36 | 36 | | IRPORTSDESCRIBED.—An airport described in 7 |

| 37 | 37 | | this subsection is an airport that— 8 |

| 38 | 38 | | (1) is a primary airport (as defined in section 9 |

| 39 | 39 | | 47102 of title 49, United States Code); 10 |
|---|
| 40 | 40 | | (2) is located not more than 30 miles from the 11 |
|---|
| 41 | 41 | | northern or southern international land border of 12 |
|---|
| 42 | 42 | | the United States; 13 |
|---|
| 43 | 43 | | (3) is associated, through a formal, legal instru-14 |
|---|
| 44 | 44 | | ment, including a valid contract or governmental or-15 |
|---|
| 45 | 45 | | dinance, with a land border crossing or a seaport not 16 |
|---|
| 46 | 46 | | more than 30 miles from the airport; and 17 |
|---|
