187187 SEC. 4. ADMINISTRATION OF WILDERNESS AREAS. 20

189189 NGENERAL.—Subject to valid existing rights, 21
190190 the Secretary shall administer the wilderness areas in ac-22
191191 cordance with this section and the Wilderness Act (16 23
192192 U.S.C. 1131 et seq.), except that— 24

206206 N GENERAL.—The Secretary may carry out 9
207207 any activities in a wilderness area as are necessary 10
208208 for the control of fire, insects, or disease in accord-11
209209 ance with section 4(d)(1) of the Wilderness Act (16 12
210210 U.S.C. 1133(d)(1)). 13

212212 OORDINATION.—In carrying out para-14
213213 graph (1), the Secretary shall coordinate with— 15
214214 (A) the Wyoming Forestry Division; and 16
215215 (B) the applicable county in the State in 17
216216 which the wilderness area is located. 18
217217 (3) F
218218 IRE MANAGEMENT PLAN .—Not later than 19
219219 180 days after the date of enactment of this Act, the 20
220220 Secretary shall establish a fire management plan for 21
221221 the wilderness areas— 22
222222 (A) to ensure the timely and efficient con-23
223223 trol of fires, diseases, and insects in the wilder-24
224224 ness areas, in accordance with section 4(d)(1) 25

232232 fires, disease outbreaks, and insect infestations 5
233233 to any Federal, State, or private land adjacent 6
234234 to the wilderness areas. 7

236236 RAZING.—The grazing of livestock in a wilder-8
237237 ness area, if established before the date of enactment of 9
238238 this Act, shall be administered in accordance with— 10
239239 (1) section 4(d)(4) of the Wilderness Act (16 11
240240 U.S.C. 1133(d)(4)); and 12
241241 (2) the guidelines set forth in Appendix A of 13
242242 House Report 101–405, accompanying H.R. 2570 of 14
243243 the 101st Congress, for land under the jurisdiction 15
244244 of the Secretary of the Interior. 16

246246 UFFERZONES.— 17
247247 (1) I
248248 N GENERAL.—Nothing in this section es-18
249249 tablishes a protective perimeter or buffer zone 19
250250 around a wilderness area. 20
251251 (2) O
252252 UTSIDE ACTIVITIES OR USES .—The fact 21
253253 that a nonwilderness activity or use can be seen or 22
254254 heard from within a wilderness area shall not pre-23
255255 clude the activity or use outside the boundary of the 24
256256 wilderness area. 25

265265 wilderness study area described in subsection (b) that is 5
266266 not designated as a wilderness area by section 3 has been 6
267267 adequately studied for wilderness designation. 7
