18	18	SECTION 1. SHORT TITLE. 3
19	19	This Act may be cited as the ‘‘Wyoming Public Lands 4
20	20	Initiative Act of 2025’’. 5
21	21	SEC. 2. DEFINITIONS. 6

187	187	SEC. 4. ADMINISTRATION OF WILDERNESS AREAS. 20
188	188	(a) I
189	189	NGENERAL.—Subject to valid existing rights, 21
190	190	the Secretary shall administer the wilderness areas in ac-22
191	191	cordance with this section and the Wilderness Act (16 23
192	192	U.S.C. 1131 et seq.), except that— 24

206	206	N GENERAL.—The Secretary may carry out 9
207	207	any activities in a wilderness area as are necessary 10
208	208	for the control of fire, insects, or disease in accord-11
209	209	ance with section 4(d)(1) of the Wilderness Act (16 12
210	210	U.S.C. 1133(d)(1)). 13

212	212	OORDINATION.—In carrying out para-14
213	213	graph (1), the Secretary shall coordinate with— 15
214	214	(A) the Wyoming Forestry Division; and 16
215	215	(B) the applicable county in the State in 17
216	216	which the wilderness area is located. 18
217	217	(3) F
218	218	IRE MANAGEMENT PLAN .—Not later than 19
219	219	180 days after the date of enactment of this Act, the 20
220	220	Secretary shall establish a fire management plan for 21
221	221	the wilderness areas— 22
222	222	(A) to ensure the timely and efficient con-23
223	223	trol of fires, diseases, and insects in the wilder-24
224	224	ness areas, in accordance with section 4(d)(1) 25

231	231	practicable, adequate protection from forest 4
232	232	fires, disease outbreaks, and insect infestations 5
233	233	to any Federal, State, or private land adjacent 6
234	234	to the wilderness areas. 7

236	236	RAZING.—The grazing of livestock in a wilder-8
237	237	ness area, if established before the date of enactment of 9
238	238	this Act, shall be administered in accordance with— 10
239	239	(1) section 4(d)(4) of the Wilderness Act (16 11
240	240	U.S.C. 1133(d)(4)); and 12
241	241	(2) the guidelines set forth in Appendix A of 13
242	242	House Report 101–405, accompanying H.R. 2570 of 14
243	243	the 101st Congress, for land under the jurisdiction 15
244	244	of the Secretary of the Interior. 16
245	245	(d) B
246	246	UFFERZONES.— 17

248	248	N GENERAL.—Nothing in this section es-18
249	249	tablishes a protective perimeter or buffer zone 19
250	250	around a wilderness area. 20

252	252	UTSIDE ACTIVITIES OR USES .—The fact 21
253	253	that a nonwilderness activity or use can be seen or 22
254	254	heard from within a wilderness area shall not pre-23
255	255	clude the activity or use outside the boundary of the 24
256	256	wilderness area. 25

265	265	wilderness study area described in subsection (b) that is 5
266	266	not designated as a wilderness area by section 3 has been 6
267	267	adequately studied for wilderness designation. 7

441	441	the exchange does not result in a net 14
442	442	loss of Federal land. 15
