14	14	the authorities of Taiwan with respect to travel and tourism.
15	15	Be it enacted by the Senate and House of Representa-1
16	16	tives of the United States of America in Congress assembled, 2
17	17	SECTION 1. SHORT TITLE. 3
18	18	This Act may be cited as the ‘‘Taiwan Travel and 4
19	19	Tourism Coordination Act’’. 5
20	20	SEC. 2. DEFINITIONS. 6
21	21	In this section: 7
22	22	(1) A
23	23	PPROPRIATE CONGRESSIONAL COMMIT -8
24	24	TEES.—The term ‘‘appropriate congressional com-9

42	42	SSISTANT SECRETARY.—The term ‘‘Assist-13
43	43	ant Secretary’’ means the Assistant Secretary of 14
44	44	Commerce for Travel and Tourism. 15
45	45	SEC. 3. TOURISM COOPERATION WITH TAIWAN. 16
46	46	(a) I
47	47	NGENERAL.—Not later than 90 days after the 17
48	48	date of the enactment of this Act, the Assistant Secretary, 18
49	49	in coordination with the Secretary of Commerce and the 19
50	50	Secretary of State, shall seek to engage the authorities 20
51	51	of Taiwan with respect to expanding cooperation between 21
52	52	the United States and such authorities on travel and tour-22
53	53	ism. 23

59	59	(1) IN GENERAL.—In seeking to expand co-1
60	60	operation under subsection (a), the Assistant Sec-2
61	61	retary, consistent with the Taiwan Relations Act (22 3
62	62	U.S.C. 3301 et seq.) and applicable export regula-4
63	63	tions, shall carry out efforts to identify and pursue 5
64	64	opportunities for— 6
65	65	(A) enhancing travel between the United 7
66	66	States and Taiwan; and 8
67	67	(B) strengthening the tourism industries of 9
68	68	both the United States and Taiwan in areas of 10
69	69	mutual benefit to the United States and the au-11
70	70	thorities of Taiwan, including by— 12
71	71	(i) facilitating events and coordination 13
72	72	between travel and tourism industry part-14
73	73	ners, the United States, and the authori-15
74	74	ties of Taiwan, including hotel accommoda-16
75	75	tions, restaurant or foodservice, the small 17
76	76	business or retail sector, travel distribution 18
77	77	services, the attractions and recreation sec-19
78	78	tor (including outdoor recreation) city con-20
79	79	vention and visitors’ bureaus, State tour-21
80	80	ism offices, the commercial and private 22
81	81	passenger air travel sector, and the land 23
82	82	and sea passenger transportation sector, 24

87	87	by the Assistant Secretary; 2
88	88	(ii) advising on the preservation and 3
89	89	incentivization of travel to interact with 4
90	90	cultural heritage, artifacts, and landmarks; 5
91	91	(iii) coordinating on the safety and se-6
92	92	curity of international visitors; and 7
93	93	(iv) conducting activities of mutual 8
94	94	benefit relating to travel and tourism. 9

96	96	ROTECTION OF SENSITIVE AND PROPRI -10
97	97	ETARY INFORMATION AND ECONOMIC INTERESTS OF 11
98	98	THE UNITED STATES .—In carrying out the efforts 12
99	99	and activities described in paragraph (1), the Assist-13
100	100	ant Secretary, the Secretary of Commerce, and Sec-14
101	101	retary of State shall take all appropriate measures 15
102	102	to protect sensitive information, intellectual prop-16
103	103	erty, trade secrets, and the economic interests of the 17
104	104	United States. 18

108	108	EQUIREMENT.—Not later than 270 days 20
109	109	after the date of the enactment of this Act, and an-21
110	110	nually thereafter for the subsequent five years, the 22
111	111	Assistant Secretary, the Secretary of Commerce, and 23
112	112	the Secretary of State shall jointly submit a report 24

117	117	scribes the implementation of this section. 2

119	119	LEMENTS.—Each report required under 3
120	120	paragraph (1) shall include— 4
121	121	(A) a description of the cooperation efforts 5
122	122	and activities carried out pursuant to sub-6
123	123	section (b)(1); 7
124	124	(B) the identification of any challenge or 8
125	125	resource gap that needs to be addressed to ex-9
126	126	pand cooperation between the United States 10
127	127	and the authorities of Taiwan with respect to 11
128	128	travel and tourism; and 12
129	129	(C) any other matter the Assistant Sec-13
130	130	retary, the Secretary of Commerce, or the Sec-14
131	131	retary of State considers relevant. 15
132	132	SEC. 4. REPORT ON PRECLEARANCE FACILITIES IN TAI-16
133	133	WAN. 17
134	134	Not later than 180 days after the date of the enact-18
135	135	ment of this Act, the Secretary of Homeland Security, in 19
136	136	consultation with the Secretary of Commerce and the Sec-20
137	137	retary of State, shall submit a report to the appropriate 21
138	138	congressional committees that— 22
139	139	(1) analyzes the feasibility of, and the advis-23
140	140	ability for, the establishment of a preclearance facil-24
141	141	ity in Taiwan; 25

146	146	a preclearance facility in Taiwan or in other loca-2
147	147	tions in the Indo-Pacific region; 3
148	148	(3) assesses the impacts that preclearance oper-4
149	149	ations in Taiwan will have on— 5
150	150	(A) trade between the United States and 6
151	151	Taiwan, including the impact on established 7
152	152	supply chains; 8
153	153	(B) the tourism industry in the United 9
154	154	States, including the potential impact on rev-10
155	155	enue and tourist-related commerce; 11
156	156	(C) United States and foreign passengers 12
157	157	traveling to the United States for business-re-13
158	158	lated activities; 14
159	159	(D) cost savings and potential market ac-15
160	160	cess from expanding operations into the Indo- 16
161	161	Pacific region; 17
162	162	(E) opportunities for government-to-gov-18
163	163	ernment collaboration available in Taiwan after 19
164	164	preclearance operations are established; 20
165	165	(F) U.S. Customs and Border Patrol inter-21
166	166	national and domestic port of entry staffing; 22
167	167	and 23
168	168	(G) the foreign policy objectives of the 24
169	169	United States in preserving and promoting ex-25

179	179	preclearance operations in Taiwan. 7
