1515 Be it enacted by the Senate and House of Representa-1
1616 tives of the United States of America in Congress assembled, 2
1717 SECTION 1. SHORT TITLE. 3
1818 This Act may be cited as the ‘‘Taiwan Travel and 4
1919 Tourism Coordination Act’’. 5

4242 SSISTANT SECRETARY.—The term ‘‘Assist-13

4545 SEC. 3. TOURISM COOPERATION WITH TAIWAN. 16

4747 NGENERAL.—Not later than 90 days after the 17
4848 date of the enactment of this Act, the Assistant Secretary, 18
4949 in coordination with the Secretary of Commerce and the 19
5050 Secretary of State, shall seek to engage the authorities 20
5151 of Taiwan with respect to expanding cooperation between 21
5252 the United States and such authorities on travel and tour-22
5353 ism. 23

5959 (1) IN GENERAL.—In seeking to expand co-1
6060 operation under subsection (a), the Assistant Sec-2
6161 retary, consistent with the Taiwan Relations Act (22 3
6262 U.S.C. 3301 et seq.) and applicable export regula-4
6363 tions, shall carry out efforts to identify and pursue 5
6464 opportunities for— 6
6565 (A) enhancing travel between the United 7
6666 States and Taiwan; and 8
6767 (B) strengthening the tourism industries of 9
6868 both the United States and Taiwan in areas of 10
6969 mutual benefit to the United States and the au-11
7070 thorities of Taiwan, including by— 12
7171 (i) facilitating events and coordination 13
7272 between travel and tourism industry part-14
7373 ners, the United States, and the authori-15
7474 ties of Taiwan, including hotel accommoda-16
7575 tions, restaurant or foodservice, the small 17
7676 business or retail sector, travel distribution 18
7777 services, the attractions and recreation sec-19
7878 tor (including outdoor recreation) city con-20
7979 vention and visitors’ bureaus, State tour-21
8080 ism offices, the commercial and private 22
8181 passenger air travel sector, and the land 23
8282 and sea passenger transportation sector, 24

8686 and other industry partners, as determined 1
8787 by the Assistant Secretary; 2
8888 (ii) advising on the preservation and 3
8989 incentivization of travel to interact with 4
9090 cultural heritage, artifacts, and landmarks; 5
9191 (iii) coordinating on the safety and se-6
9292 curity of international visitors; and 7
9393 (iv) conducting activities of mutual 8
9494 benefit relating to travel and tourism. 9

9696 ROTECTION OF SENSITIVE AND PROPRI -10
9797 ETARY INFORMATION AND ECONOMIC INTERESTS OF 11
9898 THE UNITED STATES .—In carrying out the efforts 12
9999 and activities described in paragraph (1), the Assist-13
100100 ant Secretary, the Secretary of Commerce, and Sec-14
101101 retary of State shall take all appropriate measures 15
102102 to protect sensitive information, intellectual prop-16
103103 erty, trade secrets, and the economic interests of the 17
104104 United States. 18

108108 EQUIREMENT.—Not later than 270 days 20
109109 after the date of the enactment of this Act, and an-21
110110 nually thereafter for the subsequent five years, the 22
111111 Assistant Secretary, the Secretary of Commerce, and 23
112112 the Secretary of State shall jointly submit a report 24

117117 scribes the implementation of this section. 2

119119 LEMENTS.—Each report required under 3
120120 paragraph (1) shall include— 4
121121 (A) a description of the cooperation efforts 5
122122 and activities carried out pursuant to sub-6
123123 section (b)(1); 7
124124 (B) the identification of any challenge or 8
125125 resource gap that needs to be addressed to ex-9
126126 pand cooperation between the United States 10
127127 and the authorities of Taiwan with respect to 11
128128 travel and tourism; and 12
129129 (C) any other matter the Assistant Sec-13
130130 retary, the Secretary of Commerce, or the Sec-14
131131 retary of State considers relevant. 15
132132 SEC. 4. REPORT ON PRECLEARANCE FACILITIES IN TAI-16
133133 WAN. 17
134134 Not later than 180 days after the date of the enact-18
135135 ment of this Act, the Secretary of Homeland Security, in 19
136136 consultation with the Secretary of Commerce and the Sec-20
137137 retary of State, shall submit a report to the appropriate 21
138138 congressional committees that— 22
139139 (1) analyzes the feasibility of, and the advis-23
140140 ability for, the establishment of a preclearance facil-24
141141 ity in Taiwan; 25

147147 tions in the Indo-Pacific region; 3
148148 (3) assesses the impacts that preclearance oper-4
149149 ations in Taiwan will have on— 5
150150 (A) trade between the United States and 6
151151 Taiwan, including the impact on established 7
152152 supply chains; 8
153153 (B) the tourism industry in the United 9
154154 States, including the potential impact on rev-10
155155 enue and tourist-related commerce; 11
156156 (C) United States and foreign passengers 12
157157 traveling to the United States for business-re-13
158158 lated activities; 14
159159 (D) cost savings and potential market ac-15
160160 cess from expanding operations into the Indo- 16
161161 Pacific region; 17
162162 (E) opportunities for government-to-gov-18
163163 ernment collaboration available in Taiwan after 19
164164 preclearance operations are established; 20
165165 (F) U.S. Customs and Border Patrol inter-21
166166 national and domestic port of entry staffing; 22
167167 and 23
168168 (G) the foreign policy objectives of the 24
169169 United States in preserving and promoting ex-25
