To amend the Public Health Service Act to reauthorize a
sickle cell disease prevention and treatment demonstra-
tion program.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Sickle Cell Disease 4
and Other Heritable Blood Disorders Research, Surveil-5
lance, Prevention, and Treatment Act of 2025’’. 6

SEC. 2. SICKLE CELL DISEASE PREVENTION AND TREAT-1
MENT. 2
(a) I
NGENERAL.—Section 1106(b) of the Public 3
Health Service Act (42 U.S.C. 300b–5(b)) is amended— 4
(1) in paragraph (1)(A)(iii), by striking ‘‘pre-5
vention and treatment of sickle cell disease’’ and in-6
serting ‘‘treatment of sickle cell disease and the pre-7
vention and treatment of complications of sickle cell 8
disease’’; 9
(2) in paragraph (2)(D), by striking ‘‘preven-10
tion and treatment of sickle cell disease’’ and insert-11
ing ‘‘treatment of sickle cell disease and the preven-12
tion and treatment of complications of sickle cell dis-13
ease’’; 14
(3) in paragraph (3)— 15
(A) in subparagraph (A), by striking 16
‘‘enter into a contract with’’ and inserting 17
‘‘make a grant to, or enter into a contract or 18
cooperative agreement with,’’; and 19
(B) in subparagraph (B), in each of 20
clauses (ii) and (iii), by striking ‘‘prevention 21
and treatment of sickle cell disease’’ and insert-22
ing ‘‘treatment of sickle cell disease and the 23
prevention and treatment of complications of 24
sickle cell disease’’; and 25

for each of fiscal years 2019 through 2023’’ and in-2

ENSE OFCONGRESS.—It is the sense of Con-5
gress that further research should be undertaken to ex-6
pand the understanding of the causes of, and to find cures 7
for, heritable blood disorders, including sickle cell disease. 8
