2020 This Act may be cited as the ‘‘Haiti Economic Lift 4
2121 Program Extension Act of 2025’’. 5

2828 Section 213A of the Caribbean Basin Economic Re-4
2929 covery Act (19 U.S.C. 2703a) is amended— 5
3030 (1) in subsection (b)— 6
3131 (A) in paragraph (1)— 7
3232 (i) by amending subparagraph 8
3333 (B)(v)(I) to read as follows: 9
3434 ‘‘(I) A
3535 PPLICABLE PERCENT -10
3636 AGE.—The term ‘applicable percent-11
3737 age’ means 60 percent or more on and 12
3838 after December 20, 2017.’’; and 13
3939 (ii) by amending subparagraph (C) to 14

4242 UANTITATIVE LIMITATIONS .—The 16
4343 preferential treatment described in subpara-17
4444 graph (A) shall be extended, during each period 18
4545 after the initial applicable 1-year period, to not 19
4646 more than 1.25 percent of the aggregate square 20
4747 meter equivalents of all apparel articles im-21
4848 ported into the United States in the most re-22
4949 cent 12-month period for which data are avail-23
5050 able.’’; and 24

6464 SEC. 3. RESTORATION OF ELIGIBILITY OF CERTAIN ARTI-8
6565 CLES FOR PREFERENTIAL TREATMENT. 9
6666 (a) I
6767 NGENERAL.—The President shall proclaim such 10
6868 modifications to the Harmonized Tariff Schedule of the 11
6969 United States as may be necessary to restore the eligibility 12
7070 of articles described in subsection (b) for preferential 13
7171 treatment under section 213A of the Caribbean Basin 14
7272 Economic Recovery Act (19 U.S.C. 2703a). 15
7373 (b) A
7474 RTICLESDESCRIBED.—An article described in 16
7575 this subsection is an article that— 17
7676 (1) was eligible for preferential treatment under 18
7777 section 213A of the Caribbean Basin Economic Re-19
7878 covery Act (19 U.S.C. 2703a) on December 20, 20
7979 2006; and 21
8080 (2) became ineligible for such treatment after 22
8181 that date and before the date of the enactment of 23
8282 this Act as a result of revisions to the Harmonized 24
8383 Tariff Schedule. 25

8787 (c) EFFECTIVEDATE OFPROCLAMATION.—A procla-1
8888 mation under subsection (a) shall take effect not earlier 2
8989 than 2 business days after the President submits to the 3
9090 Committee on Finance of the Senate and the Committee 4
9191 on Ways and Means of the House of Representatives a 5
9292 report on the proclamation and the reasons for the modi-6
9393 fications to the Harmonized Tariff Schedule under the 7
9494 proclamation. 8
