| 41 | 41 | | have increased or decreased on average 13 |

| 42 | 42 | | over the previous 3 years; and 14 |

| 43 | 43 | | ‘‘(ii) each program and activity whose 15 |

| 44 | 44 | | improper payment amounts and rates did 16 |
