1515 Be it enacted by the Senate and House of Representa-1
1616 tives of the United States of America in Congress assembled, 2
1717 SECTION 1. SHORT TITLE. 3
1818 This Act may be cited as the ‘‘Apprenticeships to Col-4
1919 lege Act’’. 5
2020 SEC. 2. APPRENTICESHIP COLLEGE CONSORTIUM. 6
2121 (a) I
2222 NGENERAL.—Not later than 1 year after the 7
2323 date of enactment of this Act, in order to cooperate with 8
2424 the Secretary of Education and promote awareness and 9

2828 adoption of apprenticeship programs, the Secretary of 1
2929 Labor shall— 2
3030 (1) enter into an interagency agreement with 3
3131 the Secretary of Education to promote and support 4
3232 integration and alignment of programs under the 5
3333 national apprenticeship system with secondary, post-6
3434 secondary, and adult education, through the activi-7
3535 ties described in this section; and 8
3636 (2) submit to the Committee on Education and 9
3737 Workforce of the House of Representatives and the 10
3838 Committee on Health, Education, Labor, and Pen-11
3939 sions of the Senate, such agreement and any modi-12
4040 fications to such agreement. 13
4141 (b) A
4242 PPRENTICESHIP COLLEGECONSORTIUM.—In 14
4343 order to support the establishment of a college consortium 15
4444 of postsecondary educational institutions, related instruc-16
4545 tion providers, sponsors, qualified intermediaries, and em-17
4646 ployers (referred to in this Act as the ‘‘Registered Appren-18
4747 ticeship College Consortium’’) for the purposes of pro-19
4848 moting stronger connections between programs under the 20
4949 national apprenticeship system and participating 2- and 21
5050 4-year postsecondary educational institutions, the inter-22
5151 agency agreement under subsection (a) shall include a de-23
5252 scription of how the Secretaries will— 24

5656 (1) support data sharing systems that align 1
5757 education records and records of programs under 2
5858 the national apprenticeship system regarding wheth-3
5959 er program participants who receive financial aid 4
6060 under title IV of the Higher Education Act of 1965 5
6161 (20 U.S.C. 1070 et seq.) enroll in, or complete, post-6
6262 secondary coursework while participating in a pro-7
6363 gram under such system; 8
6464 (2) provide guidance on how to align eligible 9
6565 funding from, planning processes for, and the re-10
6666 quirements of, the Carl D. Perkins Career and Tech-11
6767 nical Education Act of 2006 (20 U.S.C. 2301 et 12
6868 seq.), the Rehabilitation Act of 1973 (29 U.S.C. 701 13
6969 et seq.), and the Higher Education Act of 1965 (20 14
7070 U.S.C. 1001 et seq.) with this Act; 15
7171 (3) require all participants of the Registered 16
7272 Apprenticeship College Consortium to enter into 17
7373 agreements to— 18
7474 (A) have an articulation agreement with a 19
7575 participating sponsor of an apprenticeship pro-20
7676 gram, which may include a 2- or 4-year postsec-21
7777 ondary educational institution; 22
7878 (B) create or expand the awarding and ar-23
7979 ticulation of academic credit for related instruc-24
8080 tion completed and credentials awarded to pro-25

8686 (C) support the creation or expansion of 3
8787 electronic transcripts for apprenticeship pro-4
8888 grams and all academic content, including re-5
8989 lated instruction and on-the-job training; 6
9090 (4) provide technical assistance on eligible uses 7
9191 of financial aid, including the Federal work study 8
9292 program under part C of title IV of the Higher Edu-9
9393 cation Act of 1965 (20 U.S.C. 1087–51 et seq.), for 10
9494 related instruction for programs under the national 11
9595 apprenticeship system; 12
9696 (5) provide to Registered Apprenticeship Col-13
9797 lege Consortium participants or potential partici-14
9898 pants information regarding— 15
9999 (A) a list of apprenticeship programs in re-16
100100 lated occupations offered in the State or avail-17
101101 able under the Office of Apprenticeship that 18
102102 may become part of the Registered Apprentice-19
103103 ship College Consortium; 20
104104 (B) information on how to develop an ap-21
105105 prenticeship program; 22
106106 (C) information on Federal, State, and 23
107107 local financial resources available to assist with 24

118118 istered Apprenticeship College Consortium being 8
119119 made available on a publicly accessible website, in-9
120120 cluding— 10
121121 (A) a list of participating members of the 11
122122 Registered Apprenticeship College Consortium, 12
123123 apprenticeship programs provided, credentials 13
124124 awarded with each program, and available 14
125125 apprenticeable occupations; and 15
126126 (B) models of articulation agreements, 16
127127 prior learning assessments, and competency- 17
128128 based curriculum for related instruction for il-18
129129 lustrative purposes. 19

131131 IMITATIONS.—Nothing in this Act shall re-20
132132 quire— 21
133133 (1) an institution of higher education to partici-22
134134 pate in the Registered Apprenticeship College Con-23
135135 sortium; or 24
