14	14	To prohibit the use of DeepSeek by the executive agencies,
15	15	and for other purposes.
16	16	Be it enacted by the Senate and House of Representa-1
17	17	tives of the United States of America in Congress assembled, 2
18	18	SECTION 1. SHORT TITLE. 3
19	19	This Act may be cited as the ‘‘No DeepSeek on Gov-4
20	20	ernment Devices Act’’. 5
21	21	SEC. 2. PROHIBITION ON THE USE OF DEEPSEEK. 6

23	23	EFINITIONS.—In this section: 7
24	24	(1) C
25	25	OVERED APPLICATION .—The term ‘‘cov-8
26	26	ered application’’ means the DeepSeek application or 9
27	27	any successor application or service developed or 10

34	34	XECUTIVE AGENCY.—The term ‘‘executive 3
35	35	agency’’ has the meaning given that term in section 4
36	36	133 of title 41, United States Code. 5

38	38	NFORMATION TECHNOLOGY .—The term 6
39	39	‘‘information technology’’ has the meaning given 7
40	40	that term in section 11101 of title 40, United States 8
41	41	Code. 9

43	43	ROHIBITION ON THEUSE OFDEEPSEEK.— 10
44	44	(1) I
45	45	N GENERAL.—Not later than 60 days after 11
46	46	the date of enactment of this Act, the Director of 12
47	47	the Office of Management and Budget, in consulta-13
48	48	tion with the Administrator of General Services, the 14
49	49	Director of the Cybersecurity and Infrastructure Se-15
50	50	curity Agency, the Director of National Intelligence, 16
51	51	and the Secretary of Defense, and consistent with 17
52	52	the information security requirements under sub-18
53	53	chapter II of chapter 35 of title 44, United States 19
54	54	Code, shall develop standards and guidelines for ex-20
55	55	ecutive agencies that require the removal of any cov-21
56	56	ered application from information technology. 22

58	58	ATIONAL SECURITY AND RESEARCH EX -23
59	59	CEPTIONS.—The standards and guidelines developed 24
60	60	under paragraph (1) shall include— 25

65	65	ties, national security interests and activities, 2
66	66	and security researchers; and 3
67	67	(B) for any authorized use of a covered ap-4
68	68	plication under an exception, requirements for 5
69	69	executive agencies to develop and document risk 6
70	70	mitigation actions for such use. 7
