16	16	To prohibit the use of funds to seek membership in the
17	17	World Health Organization or to provide assessed or
18	18	voluntary contributions to the World Health Organiza-
19	19	tion until certain conditions have been met.
20	20	Be it enacted by the Senate and House of Representa-1
21	21	tives of the United States of America in Congress assembled, 2
22	22	SECTION 1. SHORT TITLE. 3
23	23	This Act may be cited as the ‘‘WHO is Accountable 4
24	24	Act’’. 5

29	29	SHIP IN THE WORLD HEALTH ORGANIZATION 2
30	30	OR TO PROVIDE ASSESSED OR VOLUNTARY 3
31	31	CONTRIBUTIONS TO THE WORLD HEALTH OR-4
32	32	GANIZATION. 5
33	33	(a) I
34	34	NGENERAL.—Notwithstanding any other provi-6
35	35	sion of law, no funds available to any Federal department 7
36	36	or agency may be used to seek membership by the United 8
37	37	States in the World Health Organization or to provide as-9
38	38	sessed or voluntary contributions to the World Health Or-10
39	39	ganization until after the Secretary of State certifies to 11
40	40	Congress that the World Health Organization meets all 12
41	41	of the conditions described in subsection (b). 13

43	43	ONDITIONSDESCRIBED.—The conditions de-14
44	44	scribed in this subsection will be met when the World 15
45	45	Health Organization— 16
46	46	(1) has adopted meaningful reforms to ensure 17
47	47	that humanitarian assistance is not politicized and is 18
48	48	being provided to those with the most need; 19
49	49	(2) is not under the control or significant ma-20
50	50	lign influence of the Chinese Communist Party; 21
51	51	(3) is not involved in a coverup of the Chinese 22
52	52	Communist Party’s response to the COVID–19 pan-23
53	53	demic; 24
54	54	(4) grants observer status to Taiwan; 25

58	58	(5) is not diverting humanitarian or medical 1
59	59	supplies to Iran, North Korea, or Syria; 2
60	60	(6) has established mechanisms to increase 3
61	61	transparency and accountability in its operations 4
62	62	and eliminate waste, fraud, and abuse; 5
63	63	(7) has ceased all funding for, engagement in, 6
64	64	and messaging with respect to certain controversial 7
65	65	and politically charged issues that are non-germane 8
66	66	to the World Health Organization’s directive, includ-9
67	67	ing— 10
68	68	(A) so-called ‘‘gender identity’’ and harm-11
69	69	ful rhetoric relating to ‘‘gender affirming care’’; 12
70	70	(B) climate change; and 13
71	71	(C) access to abortion; and 14
72	72	(8) has agreed, as a condition of membership 15
73	73	by the United States in the World Health Organiza-16
74	74	tion, that no directive issued by the World Health 17
75	75	Organization may be considered to be legally binding 18
76	76	on any United States citizen or individual State. 19
