A BILL 
To express findings relating to the recreational trails 
program, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘RTP Full Funding 4
Act of 2025’’. 5
SEC. 2. FINDINGS. 6
Congress finds that— 7
(1) the recreational trails program under sec-8
tion 206 of title 23, United States Code— 9

(A) funds development and maintenance of 1
valuable trail infrastructure across the United 2
States; 3
(B) benefits millions of diverse trail users, 4
including users who participate in hiking, bicy-5
cling, in-line skating, equestrian use, cross- 6
country skiing, snowmobiling, off-road 7
motorcycling, all-terrain vehicle riding, 4-wheel 8
off-highway vehicle driving, and other off-road 9
motorized vehicle use; 10
(C)(i) embraces the user-pay-user-benefit 11
model of the Highway Trust Fund; 12
(ii) is funded by a Federal tax on fuel used 13
for nonhighway recreation; 14
(iii) is funded on an annual basis of ap-15
proximately $84,000,000; and 16
(iv) does not receive the amounts collected 17
from the average annual fuel tax, 18
$281,000,000, that are paid into the Highway 19
Trust Fund by nonhighway recreation vehicles; 20
(D) contributes significantly to national 21
transportation, economic development, health, 22
public land access and enjoyment, and other na-23
tional priorities; and 24

(E) should be funded at a level commensu-1
rate with tax contributions from nonhighway 2
vehicle recreation; 3
(2) to ensure that Federal taxes collected from 4
nonhighway recreation are appropriately returned to 5
the States for the recreational trails program de-6
scribed in paragraph (1), an accurate estimate of the 7
total amount of nonhighway fuel taxes collected— 8
(A) is necessary; and 9
(B) should be provided to Congress by the 10
Federal Highway Administration at least 1 year 11
before the date on which funding for Federal- 12
aid highways, highway safety programs, and 13
transit programs is anticipated to expire; and 14
(3) the recreational trails program under sec-15
tion 206 of title 23, United States Code, should be 16
carried out through funding made available under 17
section 133(h) of that title (commonly known as the 18
‘‘Transportation Alternatives program’’) without af-19
fecting other Federal highway programs. 20
